Yours Truly, Steve Steve Olt City Planner cc: Katie Moore Rick Lee Jeff Hill Doug Martine Current Planning File #28-05 Page 5 The following comments and concerns were expressed at staff review on Wednesday, June 29, 2005: Engineering: 1. By the City's definition the new structure is not a "carriage house", it is just a single-family detached residential structure. 2. The scales on all of the drawings are incorrect. It would be best to use an Engineer's Scale on the Site Plan and Landscape Plan, such as 1" = 10', or 1" = 2011, etc. 3. There are some scanability issues with the plans. Please contact the Technical Services Department to discuss their concerns. 4. The existing and proposed utilities (not just easements) must be shown on the Landscape Plan or a utility plan and submitted to the City for review. 5. A site grading plan must be submitted to the City for review. 6. Variance #1 request for the sidewalk width of 3' is not needed. Variance #2 request for the alley improvements must be prepared by an engineer licensed in the State of Colorado and re -submitted to the City for review. Stormwater: 1. A full size, complete site grading plan must be submitted to the City with a building permit application. Water/Wastewater: 1. A utility plan showing locations of existing and proposed water and sanitary sewer services, not just the easements, must be submitted to the City for review. Page 4 Department: Light & Power Issue Contact: Doug Martine Topic: Electric Utility Number: 1 Created: 6/9/2005 [6/9/05] If new carriage house is a dwelling, by ordinance it must have a separate electric meter. Electric development and system modification charges will apply. Contact Light & Power Engineering at 221-6700 to coordinate power requirements and costs. Department: Natural Resources Topic: 6enerol Number: 4 [6/10/05] No issues. Department: Stormwater Utility Topic: Stormwater Issue Contact: Doug Moore Created:6/10/2005 Issue Contact: Wes Lamorque Number: 14 Created: 6/30/2005 (6/30/05] No comments for the PDP. A grading plan is required at time of building permit. New building should have a 2% slope away from the foundation. Department: Transportation Planning Issue Contact: Kurt Ravenschlog Topic: General Number: 13 Created: 6/28/2005 [6/28/05] A minimum 3' direct walkway needs to be constructed connecting the residence to the existing sidewalk on Whedbee Street. The logical location would be within the existing 6' pedestrian easement. Department: Zoning Topic: Zoning Issue Contact: Gary Lopez Number. 2 Created: 6/9/2005 [6/9/05] Provide dimensions of the new building on Site Plan. Number: 3 Created: 6/9/2005 [6/9/05] Indicate correct scales on the Site Plan and Landscape Plan. Page 3 Department: Current Planning Issue Contact: Cameron Moss Topic: Scale Number: 5 Created: 6/14/2005 [6/14/05] Please modify the landscape plan and building elevation sheets to reflect the correct drawing scales. The landscape plan, for example, is noted as a 1/8"-1' scale where it is actually 1/4"-l' scale. Department: Engineering Topic: 6eaerol Issue Contact: Katie Moore Number: 7 Created: 6/27/2005 [6/27/05] Please change the project title; this is not a carriage house as defined in the Land Use Code, it is simply a house. Number: 8 Created: 6/27/2005 [6/27/05] Please use an engineering scale on all plans except the building elevations. (1:10,1:20, etc) Number: 9 Created: 6/27/2005 [6/27/05] Plans need to meet scanability requirements in the Lorimer County Urban Area Street Standards (LCUASS) Appendix E. Number: 10 Created: 6/27/2005 [6/27/05] Existing and proposed utilities must be shown on the landscape plans, and landscaping separations must be met. Number: it Created: 6/27/2005 [6/27/05] There is an existing 6' pedestrian easement along the north edge of the property line of the lot to the east. Why not use it for the sidewalk and meet the minimum width requirement instead of requesting a modification? Number: 12 Created: 6/27/2005 [6/27/05] Engineering variance requests (such as the one for alley design) must be signed and stamped by a licensed Professional Engineer registered in Colorado, per LCUASS. Page 2 I Steve Preiss 619 Whedbee Street Fort Collins, CO 80524 STAFF PROJECT REVIEW Date: 06/30/2005 Staff has reviewed your submittal for 617 WHEDBEE STREET, PREISS CARRIAGE HOUSE PDP - TYPE 1, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Cameron Gloss Topic: Building Design Number: 6 Created: 6/14/2005 [6/14/051 The proposed building meets the architectural design standards prescribed in the NCM zone district. Department: Current Planning Topic: General Issue Contact: Steve Olt Number: 15 Created: 6/30/2005 [6/30/05] Dennis Greenwalt of Comcast Cable TV indicated that they would like to see a utility easement granted on Lot 2 outside of the alley right-of-way. Number: 16 Created: 6/30/2005 [6/30/05] Rick Lee of the Building Department indicated that he is forwarding a copy of the various codes that they will enforce. They assume'that the "carriage house" will be a residential storage building designated as a 'U' occupancy rather than a residence, with kitchen, or 'R-3' occupancy. Current Planning comment/question: The new single-family structure ("carriage house') at 617 Whedbee Street (on the alley) is to be a residence, with kitchen. Is this not correct? Page 1
