This development request will be subject to the current Development Review Fee Schedule that is available in the Current Planning Department office. The fees are due at the time of submittal of the required documents for the Project q,Development Plan and Final. Compliance phases of development review by City staff and -affected outside reviewing agencies. 10. This development proposal is subject"to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures), Article 3. General Development Standards, and Article 4. [Zoning] Districts, particularly.Division 4.7 - NCM, Neighborhood Conservation, J. Medium Density District. 5 I. The applicant should contact the Engineering Department to discuss this development proposal prior to submitting a PDP. Please contact Katie, at 221-6750, if you have questions about these comments. 5. David Averill of the Transportation Planning Department offered the following comments: a. A TIS, addressing all modes of transportation, may be required with your Project Development Plan (PDP) submittal. The need for a TIS may be waived. Please contact Eric Bracke of the Traffic Operations Department, at 224-6062, and David Averill of the Transportation Planning Department, at 416-2643, to determine if, or what, information is needed in the TIS pertaining to Level of Service for vehicle, pedestrian, bicycle, and transit modes of transportation. b. A .pedestrian walkway directly from the front door of the new single family residence to the sidewalk along Whedbee Street should be provided. C. Alley improvements will be necessary. Please contact David, at 416-2643, if you have questions about these comments. 6. The Parks Planning Department has indicated that the new dwelling unit will be subject to both the Neighborhood and the Community Parkland fees, which are based on the square footage of the dwelling unit. The fees will be collected at the time of issuance of building permits. 7. Please contact Karen McWilliams of Carol Tunner, historic preservation planners with the Advance Planning Department, for information about historic preservation issues or concerns associated with this proposed new structure on a property in a neighborhood that is more than 50 years old. Karen can be reached at 224-6078 or Carol can be reached at 221-6597. 8. This development request will be subject to the City's Development. Review Process, which is a 2-step process consisting of: a complete Project Development Plan (PDP) submittal and review, culminating in a public hearing in front of a hearing officer; and, a complete Final Compliance Plan submittal. These plans will be reviewed by City staff and, if determined to be in compliance with approved PDP documents, will be approved and recorded by staff. 4 Please contact Glen Schlueter, at 2..24-6065, if you have questions about these comments. 4. Katie Moore of the Engineering Department offered the following comments: a. Street oversizing fees will apply to this development request. The fee of $1,624 for a new single family dwelling unit will be collected at the time of issuance of building permits. Please check with Matt Baker of the Engineering Department, at 224-6108, to verify this fee. b. A Transportation Impact Study (TIS), addressing all. modes of transportation, may be required with your Project Development Plan (PDP) submittal. The need for a TIS may be waived. Please contact Eric Bracke of the Traffic Operations Department, at 224-6062, and David Averill of the Transportation Planning Department, at 416-2643, to determine if, or what, information is needed in the TIS pertaining to Level of Service for vehicle, pedestrian, bicycle, and transit modes of transportation. C. Dedication of right-of-way and easements will be required as needed. d. The applicant must verify the status of the existing alley. It must be improved back to the nearest street with the construction of the new carriage house single family residence. Please check with Katie regarding the necessary permit,to do this. e. The on -site parking area must be paved. f. This request will be subject to a Larimer County Road Impact Fee. g. Any improvements in the public right-of-way will be subject to the Larimer County Urban Area Street Standards. h. All existing damaged curb, gutter, and sidewalk must be repaired or replaced in conjunction with the construction of the new second dwelling unit. i. Any overhead utility lines across or adjacent to this property must be undergrounded as part of the PDP. The standard utility plan documents will be required with the PDP submittal. k. A Development Agreement may be required and a Development Construction Permit will be required for the site improvements. 3 2. Roger Buffington of the WaterMastewater Department offered the following comments: a. There is an existing 4" water main in Whedbee Street. b. There is an existing 8" sanitary sewer main in the alley along the west side of Lot 2. C. Separate water and sanitary sewer services (separate from the existing residence on Whedbee Street) are required to the proposed second dwelling unit on the rear of the property. d. Provide easements for service lines extending across the adjacent lots. e. Plant investment fees and water rights will apply and they will be collected at the time of issuance of building permits. Please contact Roger, at 221-6854, if you have questions about these comments. 3. Glen Schlueter, of the Stormwater Utility offered the following comments: a. This site is in the City's Old Town Drainage Basin. The new development fee is $4,150 per acre, which is subject to the runoff coefficient reduction. The fee is to be paid at the time of issuance of a building permit and it is charged only when there is an increase in imperviousness greater than 350 square feet. b. The standard drainage and erosion control reports and constructions plans are required and they must be prepared by a professional engineer registered in the State of Colorado. In the Old Town Basin these are required if there is an increase in imperviousness Igreater than 5,000 square feet. C. On -site detention is required with a 2-year historic release rate for water quantity and extended detention is required for water quality treatment. Parking lot detention is allowed as long as it is not deeper than one (1) foot. If there is 5,000 square feet or less of new imperviousness then neither water quantity detention nor water quality extended detention is required. If there is an increase in imperviousness greater than 350 square feet, but less than 5,000 square feet, a grading plan is all that is required. If it can be shown that the total site imperviousness, including'/z the alley and %2 the street, is equal to or less than the Old Town Master Drainage Plan imperviousness or 50%, the report and detention requirements are waived but the grading plan is still required. 2 K CONCEPTUAL REVIEW STAFF COMMENTS' City of Fort Collins MEETING DATE: May 9, 2005 ITEM: 617 Whedbee Street — New Carriage House on Lot 2 of the Preiss Subdivision APPLICANT: Steve Preiss 619 Whedbee Street Fort Collins, CO. 80524 LAND USE DATA: Request to construct a new 2-level carriage house, approximately 1,000 square feet in size, on Lot 2 (617 Whedbee Street) of the Preiss Subdivision. COMMENTS: Gary Lopez of the Zoning Department offered the following comments: a. The property is in the NCM — Neighborhood Conservation, Medium Density Zoning District. The proposed new single-family detached dwelling, with alley vehicular access only, is permitted in the NCM District subject to an administrative (Type 1) review and public hearing, as set forth in the City's Land Use Code (LUC). b. The first step in the City's formal development review process would be a complete submittal of a Project Development Plan (PDP) to the Current Planning Department for an administrative review and public hearing. C. A 5' side yard setback is required. Any requested variances to setbacks would go to the Zoning Board of Approvals for review and a decision.
