"This District is intended to function together with surrounding low density
neighborhoods (typically the L-M-N zone district) and a central commercial
core (typically an N-C or C-C zone district). The intent is for the
component zone districts to form an integral, town -like pattern of
development, and not merely a series of individual development projects
in separate zone districts."
The proposed wireless telecommunications equipment will be a supporting
land use to serve the neighborhood and beyond.
5. Neighborhood Information Meetinq
A neighborhood meeting was conducted at 7:00 p.m. on Monday,
September 19, 2005. Affected property owners within 500 feet of the
property were notified. No residents attended the meeting.
FINDINGS OF FACT/CONCLUSIONS
After reviewing the Evangelical Lutheran Good Samaritan, Nextel Wireless
Telecommunication Equipment Project Development Plan, #33-05, staff makes
the following findings of fact and conclusions:
1. The Project Development Plan complies with all applicable
administrative standards contained within Article 2 of the Land Use
Code.
2. The Project Development Plan complies with all applicable General
Development Standards contained in Article 3 of the Land Use Code.
3. The Project Development Plan complies with all applicable district
standards of Section 4.5 of the Land Use Code, Medium Density
Mixed -Use Neighborhood zone district.
RECOMMENDATION:
Staff recommends approval of the Evangelical Lutheran Good Samaritan, Nextel
Wireless Telecommunication Equipment Project Development Plan, #33-05.

■ Interference — This proposal will not interfere with other
types of electronics or wireless providers.
■ Access Roadways — Trilby Road is capable of supporting
emergency response equipment of the Poudre Fire
Authority.
■ Foothills and Hogbacks — This proposal is not in or near the
foothills.
■ Airports and Flight Paths — This proposal is not located near
an airport or within a flight path.
■ Historic Sites and Structures — The wireless
telecommunication equipment is not located on a historic
structure, nor is the site located within a historic district.
■ Stealth Technology — The wireless telecommunication
equipment is co -locating on an existing rooftop. The
antennas will be mounted to screen walls to conceal the
panels.
4. Article 4 — Districts
The proposed use of wireless telecommunication equipment is permitted
in the Medium -Density Mixed -Use Neighborhood (MMN) zone district
subject to Planning and Zoning Board review.
According to the Land Use Code, the intent of the Medium Density Mixed -
Use Neighborhood (MMN) District is "to be a setting for concentrated
housing within easy walking distance of transit and a commercial district.
Secondarily, a neighborhood may also contain other moderate -intensity
complementary and supporting land uses that serve the neighborhood.
These neighborhoods will form a transition and a link between surrounding
neighborhoods and the commercial core with a unifying pattern of streets
and blocks. Buildings, streets, bike and walking paths, open spaces and
parks will be configured to create an inviting and convenient living
environment."

3. Article 3 — General Development Standards
A. Section 3.8.13, Wireless Telecommunication
• Location — The wireless telecommunication equipment is
proposed to be mounted on an existing non-residential
structure within the Medium Density Mixed -Use
Neighborhood zone district.
Co -location — There are currently other existing wireless
antennas and equipment on the building at 508 W. Trilby
Road. The applicant is cooperating with the other equipment
owners to co -locate additional equipment and antennas on
the building. The applicant may not prevent future
telecommunication carriers from further co -locating upon this
structure. All parties involved must negotiate in good faith to
achieve co -location of telecommunication equipment on
existing structures.
■ Wireless Telecommunication Equipment — The antenna
equipment will be painted and constructed to match the
existing building. The antennas will be located as far from
the edge of the roof as possible, and will not exceed the
maximum 15 feet i n h eight over the height of t he building.
The antennas will rise 7 feet 6 inches above the top of the
building and the new equipment shelter will rise 9 feet 10
inches above the top of the building. The antennas will be
mounted to screen walls which will be painted to match the
existing building.
■ Landscaping and Fencing — Due the location of the antennas
and equipment on the rooftop, no landscaping or screening
is proposed.
■ Color — The proposed antennas, screen walls and
equipment shelter will be painted to match as closely as
possible the color and texture of the existing building.
■ Lighting — The only lighting associated with the project is
service lighting which will be included within the equipment
enclosure.

EXECUTIVE SUMMARY:
This is a request to co -locate wireless telecommunications equipment on an
existing building. The project development plan has been reviewed in
accordance with the applicable requirements of the Land Use Code (LUC) and
was found to be in substantial compliance with the following:
• the process located in Article 2 — Administration;
• the design standards located within Article 3 — General Development
Standards; and
• the district standards located in Section 4.5, Medium Density Mixed -Use
Neighborhood District (MMN) within Article 4 — Districts.
COMMENTS:
1. Background
The surrounding zoning and land uses are as follows:
N: R2 Residential (Larimer County) - Residential
S: LMN Low Density Mixed -Use Neighborhood District (City of
Fort Collins) - Residential
E: FA Farming (Larimer County) - Residential
W: FA1 Farming (Larimer County) - Residential
The property was annexed in January, 1997 as the Fort Collins Good
Samaritan Annexation.
2. Article 2 —Administration:
The Evangelical Lutheran Good Samaritan Nextel Wireless
Telecommunication Equipment Project Development Plan complies with
the applicable requirements of the Land Use Code, specifically the
procedural requirements located in Division 2.2 — Common Development
Review Procedures for Development Applications; and Division 2.4 —
Project Development Plan.

PROJECT DESCRIPTION:
The Evangelical Lutheran Good Samaritan, Nextel Wireless Telecommunication
Equipment Project Development Plan is a proposal for wireless
telecommunication equipment to co -locate with other wireless equipment on the
top of an existing 42-foot building. The site is located at 508 W. Trilby Road, on
the north side of Trilby Road, west of College Avenue and east of Shields Street.
There are currently three wireless antennas and an equipment pad on top of the
building. This proposal includes five new Nextel antennas and a new equipment
shelter.
The property is zoned MMN — Medium Density Mixed -Use Neighborhood District.
RECOMMENDATION: Approval
