HomeMy WebLinkAboutINNOVATION ISLAND, FIRST FILING - FDP - 40-05B - CORRESPONDENCE - (5)iW, Done. Please label all sewer lines as SDR 35. Done. Please label all stations on the sewer profile plan view. Done. Be sure and return all of your redlined plans when you re -submit. Done. Page 9 Topic: Water and Wastewater Number: 77 Created: 5 / 30 / 2006 [5/30/06] Please provide 10 feet of separation between water and sewer lines, close to Buildings D and E and between fire and water service lines on Building D. 10 feet is provided. Please label clearly area where the sewer line connects to the HOA Tract as a Utility Easement. Done. Please call out all water and sewer service lines. If only a 1 inch service line is used on the buildings then supporting calculations would need to be provided. Per conversations with Roger Buffington and a review of the proposed fixture counts, we are proposing a 1 112 inch water service for the 7- plex (Building A) and a 1 inch water service for the remaining units. All sewer services are called out to be 4 inch PVC. Please call out a swivel tee and a gate valve at the fire hydrant connection near the Harmony Road entrance. Done. The water main line connecting to Harmony seems to be crossing under the proposed wrought iron fence. According to the detail, the fence will have fence posts every 70 inches or so that will have over 3 feet of footing of depth. Please add a note and a special detail that would span the water main with a removable section with at least 5 feet of clearance on either side of the main, so that the footings will not affect the line. Providing a 10 foot removable section would require a custom built fence. Roger Buffington approved usage of an 8 foot removable section. Add a note stating that all water mains are to be ductile iron with polywrap. Done. If the plan is use directional boring for the last section of the sanitary sewer line in the HOA Tract; that line is typically HDPE. This pipe segment has been changed to HDPE. Please add a note to reshape existing manhole bench to direct flow to existing channel. Done. Correct details to say water details. Page 8 Done. 2. The pond should be utilized as a sediment trap. Also, what will protect Harmony Road during and after the outlet pipe connection? A sediment trap is now called out on the plans. Silt fence has been added along areas where sediment may be directed toward Harmony Road. Otherwise, inlet protection for the existing and proposed inlets will be provided. 3. The site drains east, but is the slope sufficient that Taft Hill and the southwest portion of the project don't need any runoff protection during construction? Additional silt fence has been added along the Taft Hill frontage. 4. If the existing stormwater pipe FES at the southeast end of the site needs to be protected per your drawing, why isn't the silt fencing extended around this area as well? See response to number 2 above. Topic: Stormuater Number: 78 Created: 5/ 30/ 2006 [5/30/061 Please add a pan to the swale on the south side as slope is less than 2%. Done. Please provide underdrain detail. The detail provided has been expanded as requested. It is not clear how the undedrain will tie into the face of curb. Clarify and provide detail. The 4 inch PVC outlet pipe is to connect to the back side of the sidewalk chase rather than the face of cub. A detail has been added to show the connection point. Will cable and gas lines be underneath drainage swale? This might present a problem especially if the swale is lined with a concrete channel as requested. Please provide a cross section showing swale and all dry utilities proposed in that easement. The cable line is now shown on the typical section to be south of the concrete pan. The gas line is coming from the west and will remain well north of the concrete pan. Will the drainage swale on south be graded without disturbing existing fences? Please add a note to that effect. A note has been added. Page 7 Topic: Site Plan Number: 80 Created: 5 / 31 / 2006 [5/31/061 Remove general note #6 since these are final development plans. Done. Number: 81 Created: 5 / 31 / 2006 [5/31/061 Please change the utility easement dimension to reflect the plat (14.6' should be 15'). Done. Topic: Technical Services Number: 82 Created: 5/ 31 / 2006 [5/31/061 Technical Services Comments: 1. Boundary and Legal Close. 2. Typo in title- see redlines, "R" is missing in Quarter. 3. Response to Q-3 (Oct. 19, 2005) on Taft, ROW incomplete, is full ROW 120' . (I talked with J.R. in Technical services, and he would like an additional line shown where the actual street ROW is located and a note of which book number it was dedicated in). Please coordinate directly with J.R. if you have any other questions on this issue. The right-of-way for the adjacent lots are now shown as requested. We were not able to retrieve the recording information prior to this submittal; however, that information will be provided on the Final Plat submittal. Department: PFA Issue Contact: Carle Dann Topic: Fire Number: 79 Created: 5/ 31 / 2006 [5/31/06] EMERGENCY ACCESS EASEMENT: The Emergency Access Easement needs to be specifically designated as such on the plat. It cannot be called an "Access Easement", which is what the plat currently shows. (See also Mike Chavez's comment #41 from 10/ 19/2005.) Contact Carie Dann, phone 416.2869, if you want to further discuss the "approved barricades" at the emergency access easement. The easement label has been revised. Department: Stormwater-Water-Wastewater Issue Contact: Basil Hamdan Topic: Erosion and Sediment Control Number: 53 Created: 5/ 19/2006 [5/ 19/06] May 19, 2006 1. Please submit project schedule and required calculations including surety. Page 6 Number: 75 Created: 5 / 26 / 2006 [5/26/06] At driveway/street intersections, please provide all necessary spot elevations (refer to Figure 7.28 in LCUASS). Additional spot grades have been added; however, the full extent of grades as shown on the referenced detail is not appropriate for this design. The detail shows additional grades for an intersecting crowned pavement section which does not exist for this project. Number: 76 Created: 5/ 26/ 2006 [5/26/06] Replace Detail D-6 with the standard curb and gutter details 701 and 702. Done. Topic: Plat Number: 56 Created: 5 / 26 / 2006 [5/26/06] Poudre Valley REA should be signing the plat since you will be doing work within their easement. John Thomas with PVREA is currently reviewing the plans and plat and has indicated that he will be prepared to sign the final plat upon completion of his review/comment. Number: 57 Created: 5/ 26/ 2006 [5/26/061 Easements for emergency vehicles need to be called out as Emergency Access Easements. Done. Number: 58 Created: 5 / 26/ 2006 [5/26/061 Please label the sight distance easements. Done. Number: 59 Created: 5 / 26 / 2006 [5/26/06] Please provide us with a copy of the temporary drainage easement on the south side of the property. Copy attached. Number: 60 Created: 5/ 26/ 2006 [5/26/061 Please show actual property lines on the west side of Taft Hill Rd. As drawn, it appears that there is only 1/2 of a street dedicated. Done. Number: 61 Created: 5 / 26/ 2006 [5/26/06] Provide a legend for the abbreviations on the plat. The cover sheet does not get filed with the plat, so it's not adequate to just have them on the cover. Done. Page 5 Number: 67 Created: 5 / 26 / 2006 [5/26/06] Cable and gas utilities appear to be running in the bottom of the drainage ditch. Are the utilities ok with being in the ditch? And is there anything in the drainage easement language that would prevent the ability to locate utilities here? It may be a maintenance issue. Per our team meeting, those utilities can run within the drainage and utility easement but we have noted them to be located to the north of the proposed concrete pan. Number: 68 Created: 5/ 26/ 2006 [5/26/06] Please move the fence on the north side of the property back behind the easement line. Permission from utilities would be needed to encroach on the easement. The only utility that is proposed to be within the easement is Xcel Energy's gas line and written permission is attached from Xcel to locate the fence as shown. The remaining dry utility companies propose to locate their facilities north of the sidewalk and will not conflict with the fence; however, we have also obtained permission from Comcast and the City of Fort Collins Utility Department. Due to the holidays we have not received the anticipated approval from Qwest but will forward that upon receipt. Number: 70 Created: 5/ 26/ 2006 [5/26/06] The underdrain design is lacking in detail. How does the transition from pipe to sidewalk chase work? You have 8" of gravel layer tying into a 6" sidewalk culvert. Additional detail has been added for the construction of the underdrain. Number: 73 Created: 5 / 26 / 2006 [5/26/06] The drainage ditch water level is shown to come up right to the base of the fence along the south property line. If the fence ever has to be rebuilt on your side, it doesn't seem that you'd be able to do it without either encroaching on the ditch, or the neighboring property. With the addition of the concrete pan, the water level has been lowered and therefore has moved away from the fence line. Number: 74 Created: 5/ 26/ 2006 [5/26/061 It is unclear how the grading will be phased with this project. Please add a note if it is all in the first phase, and phase lines if grading will be done with both phases. The previous note has been modified to include all grading shown as part of Phase L Page 4 Department: Engineering Issue Contact: Dan De Laughter Topic: General Number: 14 Created: 10/ 14/2005 [5/ 15/06] Please provide a detail. [10/ 14/05] Please indicate a PFA approved barricade on your plans to prevent public use of the Taft Hill access. (Detail for FC) Per conversations between Bob Hand (Habitat for Humanity) and Ron Gonzales (PFA), a knock -down version of the barricade will be utilized and a detail has been added to the plans. Number: 19 Created: 10/ 14/2005 [5/ 15/06] Length and location are not entirely clear. [10/ 14/051 Provide conduit for future undergrounding of overhead lines on SW side of the site- this should be shown and labeled on the plans. The length, size and location of the conduit has been clarified. Number: 54 Created: 5 / 26 / 2006 [5/26/061 Please see redlines for additional minor revisions. Additional redline comments have been addressed or noted otherwise on the plans. Number: 55 Created: 5/26/2006 [5/26/061 Cover Sheet: 1. Street labeled as Horsetooth Road should actually be W. County Rd. 38E 2. Provide 2 benchmarks. 3. Some line types in the legend are still difficult to see. The Cover Sheet comments noted have been addressed. Number: 62 Created: 5 / 26 / 2006 [5/26/061 Provide a detail for the fire access barricade in the detail sheets. Detail provided. Number: 63 Created: 5 / 26/ 2006 [5/26/061 Striping in the parking area is too light to show up. Striping line types have been made darker. Number: 64 Created: 5 / 26 / 2006 [5/26/06] Please modify note 5 on sheet 6 to include any features and utilities in the Tract. The low wall and fence are not mentioned. Additional features have been mentioned as requested. Number: 66 Created: 5 / 26 / 2006 [5/26/061 Please add the standard street cut note where cuts are shown rather than the "5' sawcut each side" note. Done. Page 3 Doug Martine of the City Light 8a Power Department confirmed ability for developer to contract with the Light & Power Department for the installation, on -going maintenance, and monthly lighting fee of the proposed American Revolution Cutoff, Series 247 parking lot lights (Type 'A" iuminaire) as shown on the Lighting & Photometric Plan. Therefore, the note on the note is acceptable. Number: 93 Created: 6 / 5 / 2006 [6/5/06] The Light & Power Department indicated that the southerly street tree along South Taft Hill Road must be adjusted to meet the City's street light/ street tree separation requirement of 40' for deciduous trees and 15' for ornamental trees. As shown on Sheet 4 of 7 of the Landscape Plan, the most southerly proposed tree, south of the emergency drive into the property, is an ornamental tree (Turkish Hazel) and appears to be almost 40' from what appears to be a street light. The ornamental tree is located 20' from the street light (drawing scale was incorrect, has been corrected). There is insufficient space to use a standard deciduous tree. Topic: Site Plan Number: 83 Created: 6/ 5 / 2006 [6/5/06] Change the year to 2006 in the signature blocks on Sheet 1 of 7, Site Plan. Done Number: 84 Created: 6 / 5 / 2006 [6/5/06] General Note 2 on the Site Plan specifies landscaping within adjacent right-of-way to be maintained by the Homeowner's Association (HOA). Planting Note 7 on Sheet 3 of 7 of the Landscape Plan specifies the building owner to be responsible for plantings in public street rights -of -way. Are the building owners and HOA one in the same? Reference to building owner changed to HOA. Number: 85 Created: 6/ 5/ 2006 [6/5/06] The utilities (lines) should be removed from the Site Plan; however, they should remain on the Landscape Plans. Done. Number: 86 Created: 6 / 5 / 2006 [6/5/06] The new 3' & 6' high wrought iron fences should be labeled on the Site Plan. This reference could be done just in the Site Plan Legend as long as the graphic line symbols are the same in the legend and on the plan (which they are not currently). Labeling has been added and legend corrected. Page 2 Innovation Island - Response to FDP staff review comments dated June 5, 2006. "Type "A" luminaire is a standard product for Fort Collins street lighting and may be provided and installed by the City of fort Collins utility department". As City staff previously questioned, why would City Light 8a Power provide and install these lights on private property and have they indicated that they would? Page 1
