The property is an ideal location for a community center that provides personal services, offices, living, and gathering areas -for residents of the surrounding area. The Community Commercial zoning is intended,to create this type of land use, and ideal for the environment where this'site is located. The CC Zoning district will allow the development of a true mixed -'use project, offering the compatibility with surrounding uses, and creating a transition from the high intensity use of Shields street to.the residential land uses to the west. The site also can -be developed to create an edge, and identity to the neighborhood. 'The following information is provided in accordance to the Petition for -Rezoning submittal requirements. Box Fort Collins, CO Legal Description: See Attached Plat Justification: This request for a change in zoning from MMN district, to the CC zone district is consistent with the City Plan, and will help fulfill the goals and visions of the City Plan. The proposed zoning district of CC is similar to that of the MMN district; however, the CC zoning district allows for the development of a true Mixed Use project. The site location creates a node within an existing neighborhood that is influenced by a variety of land uses. The high volume of traffic on Shields Street creates an environment not conducive to housing, but ideal for commercial / retail uses. The site is one property removed from an existing CC zoning district, with the intermediate property belonging to Colorado. -.State University. Attached is the application; and support material to petition a re -zoning of the subject property. Re: Petition for Rezoning Dear Mr. Ray; -1 am writing this letter on behalf of Hellenic Plaza, LLC as a formal submittal to petition a rezoning for the addressed property of 635 Shields St. The property in question is located on the northwest corner of_Shields'and Birch streets, and encompasses 55;195 s.f. ' . (1.267 acres). The current zoning is MMN, medium density mixed -use Neighborhood district, and this petition is to request a change, in zoning .to CC, Coliminity Commercial. The subject property is an extensioriof a MMN zoning district zoning district that extends to the west to.a larger area zoned MMN, where the primary land use is multi- family projects, fraternity and sorority houses, providing a neighborhood designed to` accommodate the housing demand for the uniyersities student population. The propertyin question is unique within the overall neighborhood. The propertyis bordered by 5.different zoning districts, including the current;zoning designation of the property itself, and is one property removed from a sixth.district. The property is bounded on the east by Shields Street, a heavily�used arterial street. To the north and south the property is bounded by commercial and`retail uses, with higher density housing to the west, and a single family neighborhood comprised predominantly with renial properties. Due to the location, the property is_il1 suited for housing directly on shields street; yet.compatible with higher'density living to the west. The unique location of the subject property is anideal location for a mixed use project which is, compatible with the various land uses that surround it. Due to the various land uses that directly border this property, it -is an ideal location for a neighborhood community center, offering places for gathering, living, and limited shopping & employment center.
