SHIELDS ST.) - PDP - 30-05A - SUBMITTAL DOCUMENTS - ROUND 1 - CORRESPONDENCE-CONCEPTUAL REVIEWmust apply for a modification to this standard prior to or at the time of Project Development Plan approval. The Modification of Standards process can be found in Division 2.8 of the Land Use Code. 6. Per Section 4.5(D)(3) of the LUC, at least 90 percent of the dwellings in all development projects shall be located within one quarter mile (1,320 feet) of either a neighborhood park, private park or central feature, or gathering place, which shall be measured along street frontage without crossing an arterial street. If you are unable to satisfy this requirement, a modification of this standard will need to be approved. 7. Per Section 4.5(E)(1)(c) of the LUC, a minimum of 40 percent of each block side shall consist of either building frontage, plazas or other functional open space. This standard applies unless the decision maker determines that it is infeasible due to existing development, unusual topographic features, safety factors or natural areaffeature. 8. This site is in the Old Town drainage basin where the new development fee is $4,150.00/acre which is subject to the runoff coefficient reduction. This fee is to be paid at the time the building permit is issued and is charged only when'there is an increase in imperviousness greater than 350 square feet. The fee will change as City Council approved a new city wide drainage fee instead of the present fee which is based on a specific drainage basin. The new fee is proposed to be $3,070.00/acre and it would be in affect January 1, 2006. 2. A drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. 3. Onsite detention is required with a 2 year historic release rate for watet.quantity and extended detention is required for water quality treatment. Parking lot detention is allowed as long as it is not deeper than one foot. Offsite detention on parcel B might be a consideration since parcel B will also need to have detention when it is developed and it is the lowest point on two sites. The detention pond would need to be in a separate tract that is owned and maintained by both site since they would both drain into it. 4. Multi -family dwellings are pemiitted uses in the MMN District, subject to a Type 1 (Administrative) Review. 2. Parking standards are available in the. Fort Collins Land Use Code (LUC) in Section 3.2.2 — Access, Circulation and Parking. Parking for residential uses is a minimum number of spaces. For multi -family, uses with, three. bedrooms per unit, at least 2 off- street parking spaces are required per unit. For the proposed 18 3-bedroom units, e minimum of 36 parking spaces must be provided. 3. Handicap parking must be provided as close as possible to the nearest accessible building entrance. A minimum of two handicap accessible spaces are required in a lot with 26 to 50 parking spaces. 4. Bicycle parking must be provided in addition to automobile parking. The number of bicycle parking spaces shall equal a minimum of five (5) percent of the total number of automobile parking spaces, but not less than one (1). 8. Trash enclosures are subject to the standards within Section 3.2.5 of the Land Use Code and must be large enough to accommodate recycling services.
