[3/16/07] After the amount of detention volume is agreed upon, the grading plan
reviewed to show this volume is achievable, offsite flows shown to safely pass
through the site, PDP can go to a hearing.
The volume required is now achievable as shown on the plans with an olsite
temporary construction easement to prevent ponding on the neighbor's property.

There is 1, foot of freeboard provided from the top of pond to the, finish_floor of the
proposed building. The two emergency .spillways in the parking areas prevent

comments to the previous round of City staff comments indicated that the form was

[5/2/07] STREET ADDRESSING: Please note that PFA is emphasizing consistency
in addressing. Future projects shall comply with International Fire Code and PFA
policy, which require that buildings be addressed off the street that provides access
to the site. In the future, a project such as this will receive a Birch Street address,
which is the actual, accurate street that provides access onto the site. The two lots in
this project at one time had Shields Street access; however, the development is
starting from scratch, the property is being redeveloped, and access is not off
Shields Street. PFA's emphasis on consistent addressing requirements ensures
accurate, clear addressing, which enables PFA to provide emergency services as
expeditiously as possible.
We appreciate PFA allowing this development to proceed with 609 S. Shields
addressing. fVe believe this will better serve the commercial tenants and their
customers, all of which front onto S. Shields Street.

[3/13/07] Please calculate and show the cross slope on the access to Shields at the
cross walk. 2% is the maximum cross slope allowed under ADA guidelines.
A section detail has been added to the grading sheet to show that the cross walk has a
cross slope that is no greater then 2%. It also shows the approximate grade of the
"driveway" including the pan along Shields Street.

[4/26/07] The Plat is showing an existing 10 foot wide ditch easement running east -
west from Shields Street. If .you wish to vacate this easement by the Plat, the ditch
owner will need to sign the final plat and a..standard vacation note must be added to
the plat. You may also record a termination of easement by separate document
signed by the ditch owner. Either way, the City will need at a minimum, a letter of
intent from the ditch owner stating that the ditch easement is no longer needed or
desired. This must be resolved prior to scheduling a hearing for the project.
This easement was a general easement which was not dedicated to any one. It will be
vacated with the Final Plat.

to show drainage being conveyed at 0.5 percent min. in a monolithically poured pan.

[4/26/07] The north and south flow line sag curves for the Coy Street design do not
meet LCUASS standards. Minimum K values must be 30 or greater. Lengthening the
vertical curve should solve the problem. See LCUASS Table 7-3.
The curves have been revised or replaced with segmented grade breaks with the
allowable 0.4% grade breaks.

also need a vicinity map on the site plan. You may want to consider doing a
separate cover page for the site plan and include all of the signature blocks, land
use statistics, vicinity map and legal description on it, and it might give the site plan a
little room to "breathe." A total of the land use statistics (NCB and MMN) would be
helpful as well.

The approved 6' walk is shown on the plans.

for providing this. The visual analysis is on the right track but still needs some work
before the hearing... the photos are great, but please refer to Section 3.5.1(G)(1)(b)
for specific information to include in the visual analysis. At a minimum you need a
visual analysis that:
a. identifies the extent to which existing views may be blocked;
b. depicts in graphic form views before and after the project, utilizing
photographs of the area and neutral drawings derived from at least two (2)
points from which the proposal will be commonly.viewed, one (1) of which
should be a vista towards the foothills; and
c. indicates these points of observation on an inset map or plan of the area; and

[4/25/07] Please use a different font or font size for the dimensions on the building
elevations. It's a bit difficult to read now and I don't think it will scan clearly later.
Revised elevations are included with our resubmitial. The font size has been
enlarged.
Topic: Landscape plan

[4/25/07] (Please Address Before Hearing) It is still unclear on the plans what
landscaping is existing (if any) on the neighboring property's landscape setback
area. Will you maintain this with this project?
The Plants on the west side of the property will be planted lvithiW the boundary of this
project. The plants canopy will eventually grow over the property line.
[3/8/07] Minimum width of any landscape setback area along a lot line is 5 feet.
Please address this issue along the western property line by providing more
information about what is existing on the adjacent property and/or a modification of
standards request.
In previous meetings with City Staff, it was discussed that this planting area was
narrower that the mininnum. It was determined that the proposed design would be
acceptable with the addition of the sidewalk within this area. It was also considered
that the adjacent property was vacant, and the landscape area behveen the properties
would share in the planting area.

[4/25/07] (Please address before Hearing) Per LUC section 3.2.1(E)(5) landscape
islands with a tree must be 8 feet in its smallest dimension. This is a problem for the
landscape island area highlighted o1i the landscape plan. Can you shift that entire
row of parking to the west 3 feet to satisfy this standard?
The landscape island has been enlarged by shifting the parking spaces to the west.
