[3/16/07] After the amount of detention volume is agreed upon, the grading plan reviewed to show this volume is achievable, offsite flows shown to safely pass through the site, PDP can go to a hearing. The volume required is now achievable as shown on the plans with an olsite temporary construction easement to prevent ponding on the neighbor's property. Number: 88 Created: 5/2/2007 [5/2/07] The detention pond needs to have some freeboard. This can be discussed at Final Compliance. There is 1, foot of freeboard provided from the top of pond to the, finish_floor of the proposed building. The two emergency .spillways in the parking areas prevent ponding much higherthan the 100 year wsel. Sincerely, Shelby Sommer Associate City Planner Page 6 Department: Light & Power Issue Contact: Doug Martine Topic: Electric Utility Number: 73 Created: 4/24/2007 [4/24/07] The developer will need to coordinate power requirements by providing a completed Commercial Service (C-1) form to Light & Power Engineering. The reply comments to the previous round of City staff comments indicated that the form was attached to the resubmittal. The form was not included in the Light & Power packet for the resubmittal. Department: PFA Issue Contact: Carie Dann Topic: Fire Number: 90 Created: 5/2/2007 [5/2/07] STREET ADDRESSING: Please note that PFA is emphasizing consistency in addressing. Future projects shall comply with International Fire Code and PFA policy, which require that buildings be addressed off the street that provides access to the site. In the future, a project such as this will receive a Birch Street address, which is the actual, accurate street that provides access onto the site. The two lots in this project at one time had Shields Street access; however, the development is starting from scratch, the property is being redeveloped, and access is not off Shields Street. PFA's emphasis on consistent addressing requirements ensures accurate, clear addressing, which enables PFA to provide emergency services as expeditiously as possible. We appreciate PFA allowing this development to proceed with 609 S. Shields addressing. fVe believe this will better serve the commercial tenants and their customers, all of which front onto S. Shields Street. Department: Transportation Planning Issue Contact: David Averill Topic: Engineering Number: 56 Created: 3/13/2007 [5/4/07] 1 think the crossing of the drive aisle/exit might need to be slightly reconfigured for pedestrian safety. We will need to discuss this at final compliance. This issue has been discussed and resolved by keeping the current design. Department: Stormwater-Water-Wastewaterlssue Contact: Wes Lamarque Topic: Stormwater Number: 69 Created: 3/15/2007 [5/2/07] Reminder Comment [3/15/07] A drainage easement is required for the limits of the detention area. There is a blanket easement in place on the final plat. This is covered by a note that states "all area outside of the building envelope is designated as a drainage easement ". Number: 71 Created: 3/16/2007 Page 5 [3/13/07] Please calculate and show the cross slope on the access to Shields at the cross walk. 2% is the maximum cross slope allowed under ADA guidelines. A section detail has been added to the grading sheet to show that the cross walk has a cross slope that is no greater then 2%. It also shows the approximate grade of the "driveway" including the pan along Shields Street. Number: 81 Created: 4/26/2007 [4/26/07] The Plat is showing an existing 10 foot wide ditch easement running east - west from Shields Street. If .you wish to vacate this easement by the Plat, the ditch owner will need to sign the final plat and a..standard vacation note must be added to the plat. You may also record a termination of easement by separate document signed by the ditch owner. Either way, the City will need at a minimum, a letter of intent from the ditch owner stating that the ditch easement is no longer needed or desired. This must be resolved prior to scheduling a hearing for the project. This easement was a general easement which was not dedicated to any one. It will be vacated with the Final Plat. Number: 82 Created: 4/26/2007 [4/26/07] Please provide addition spot - flowline elevation data at the Shields access to show drainage being conveyed at 0.5 percent min. in a monolithically poured pan. You can also provide a simple cross section at this location to show how this is to be constructed. Additional points and clarification have been added to the grading plan. Number: 83 1 Created: 4/26/2007 [4/26/071 Please extend arrows from standard street cut note to all areas in the ROW with proposed street cuts (access points) Done. Number: 84 Created: 4/26/2007 [4/26/07] The north and south flow line sag curves for the Coy Street design do not meet LCUASS standards. Minimum K values must be 30 or greater. Lengthening the vertical curve should solve the problem. See LCUASS Table 7-3. The curves have been revised or replaced with segmented grade breaks with the allowable 0.4% grade breaks. Number: 85 Created: 4/26/2007 [4/26/07] Please submit a revised plan for any scheduled hearings. Thank you. Topic: Tech. Services Number: 89 Created: 5/2/2007 [5/2/07] Many line over text conflicts on the Site and Landscape Plans. Please see redlines for clarification and correct with final plan submittal. These text conflicts have been revised. Page 4 d. a summary of the key conclusions of the shadow and visual analysis, and steps to be taken to comply with the review standards set forth above. Topic: Site Plan Number: 78 Created: 4/25/2007 [4/25/07] The small text for the legal description probably won't scan well. You'll also need a vicinity map on the site plan. You may want to consider doing a separate cover page for the site plan and include all of the signature blocks, land use statistics, vicinity map and legal description on it, and it might give the site plan a little room to "breathe." A total of the land use statistics (NCB and MMN) would be helpful as well. Site data and signature blocks have been moved to a separate title sheet. Number: 79 Created: 4/25/2007 [4/25/07] Please see redlines for additional comments/typos on the site plan. Redlined comments have been addressed. Department: Engineering Issue Contact: Randy Maizland Topic: Engineering Number: 35 Created: 3/13/2007 [4/26/07] Carry over comment. Design looks good, please prepare and submit local portion cost estimate for review. [3/13/07] You will need to submit a construction cost estimate for the Coy Street ultimate design for the frontage obligation. This cost will be collected as a cash in lieu payment and provided in the development agreement. A local Portion Cost estimate has been prepared and is part of this submittal. Number: 54 Created: 3/13/2007 [4/26/07] Please pay with final plan review $1,081.75. Thank you. [3/13/07] The PDP submittal review fee was not calculated correctly. An additional $81.75 is due. Please submit this payment prior going to hearing. Number: 64 Created: 3/13/2007 [4/26/07] Field meeting resulted in approval of 6 foot wide attached walk along Birch ... matches sidewalk on south side of street. [3/13/07] The sidewalk on Birch does not meet LCUASS standards for local residential streets. Minimum 6 foot parkway and 4.5 foot detached sidewalk. The approved 6' walk is shown on the plans. Number: 65 Created: 3/13/2007 [4/26/07] Please show cross slope at crosswalk on Shields Street access and provide a cross section or adequate elevation data on the plan to verify that a monolithic pan will be poured to carry flows south along Shields with a minimum of 0.5 percent fall. Page 3 Number: 75 Created: 4/25/2007 [4/25/07] (Please address before Hearing) The comment response letter states that 11 of the trees will be up -sized to mitigate the loss of existing trees. It is unclear on the landscape plan which 11 trees are specified for up -sizing. There are 14 trees that will be up -sued and are all labeled on the plan as "mitigation trees " Number: 76 Created: 4/25/2007 [4/25/07] Since many of the existing trees will be preserved, please add tree protection notes (LUC Section 3.2.1(G) to the Landscape Plan). Done Number: 77 Created: 4/25/2007 [4/25/07] (Please address before Hearing) You may want to show the proposed lighting fixtures on the site and/or landscape plan. Several of the proposed trees are in the same locations as the lights, and when those trees mature they will most likely impact the lighting levels. This is not a requirement, but definitely something to consider. Light Pole locations hen e been added to the landscape Plan. Topic: Shadow Analysis Number: 72 Created: 4/20/2007 [4/20/07] The shadow analysis is incorrectly labeled as the landscape plan. Corrected. Number: 86 Created: 4/30/2007 [4/30/07] (Please address before hearing) The shadow analysis looks good - thanks for providing this. The visual analysis is on the right track but still needs some work before the hearing... the photos are great, but please refer to Section 3.5.1(G)(1)(b) for specific information to include in the visual analysis. At a minimum you need a visual analysis that: a. identifies the extent to which existing views may be blocked; b. depicts in graphic form views before and after the project, utilizing photographs of the area and neutral drawings derived from at least two (2) points from which the proposal will be commonly.viewed, one (1) of which should be a vista towards the foothills; and c. indicates these points of observation on an inset map or plan of the area; and Page 2 STAFF PROJECT REVIEW Gtvof Fort Collins Don Brookshire Date: 05/04/2007 Eastpoint Studio, LLC 552 Kinnikinnik Ct. SHIELDS ST.) - TYPE I, and we offer the following comments: _ISSUES: Department: Current Planning Issue Contact: Shelby Sommer Topic: Building Elevations Number: 80 Created: 4/25/2007 [4/25/07] Please use a different font or font size for the dimensions on the building elevations. It's a bit difficult to read now and I don't think it will scan clearly later. Revised elevations are included with our resubmitial. The font size has been enlarged. Topic: Landscape plan Number: 27 Created: 3/8/2007 [4/25/07] (Please Address Before Hearing) It is still unclear on the plans what landscaping is existing (if any) on the neighboring property's landscape setback area. Will you maintain this with this project? The Plants on the west side of the property will be planted lvithiW the boundary of this project. The plants canopy will eventually grow over the property line. [3/8/07] Minimum width of any landscape setback area along a lot line is 5 feet. Please address this issue along the western property line by providing more information about what is existing on the adjacent property and/or a modification of standards request. In previous meetings with City Staff, it was discussed that this planting area was narrower that the mininnum. It was determined that the proposed design would be acceptable with the addition of the sidewalk within this area. It was also considered that the adjacent property was vacant, and the landscape area behveen the properties would share in the planting area. Number: 74 Created: 4/25/2007 [4/25/07] (Please address before Hearing) Per LUC section 3.2.1(E)(5) landscape islands with a tree must be 8 feet in its smallest dimension. This is a problem for the landscape island area highlighted o1i the landscape plan. Can you shift that entire row of parking to the west 3 feet to satisfy this standard? The landscape island has been enlarged by shifting the parking spaces to the west. Page 1
