This can be discussed at Final Compliance. Department: Stormwater-Water-Wastewaterissue Contact: Roger Buffington Topic: Water/Wastewater Number: 118 Created: 12/11/2007 [12/11/07] Fire hydrant east of Shields on Birch does not have adequate clearances. Move to location with minimum of 5 feet clear on all sides. As shown, there is also no undisturbed soil behind hydrant for a thrust block. In this situation, all joints, fittings and valves need to be restrained. Number: 119 Created: 12/11/2007 [12/11 /07] The sanitary sewer that extends north from Birch to Coy was replaced during summer of 2007. Revise note to delete reference to the replacement of this sewer. Be sure and return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Sincerely, S l kui Shelby Sommer Associate City Planner Page 5 Number: 117 Created: 12/11/2007 [12/11/07] The Coy Street local portion cost estimate is currently still under review by Street Oversizing. This will be completed prior to final compliance and development agreement preparation. Department: Light & Power Issue Contact: Doug Martine Topic: Electric Utility Number: 73 Created: 4/24/2007 [12/4/07] [4/24/07] The developer will need to coordinate power requirements by providing a completed Commercial Service (C-1) form to Light & Power Engineering. The reply comments to the previous round of City staff comments indicated that the form was attached to the resubmittal. The form was not included in the Light & Power packet for the resubmittal. Department: PFA Issue Contact: Carie Dann Topic: Fire Number: 90 Created: 5/2/2007 [12/12/07] ADDRESSING: I recommend that you put "609 S. Shields" or "609 S. Shields St." on BOTH street -facing sides of the building (east side, along Shields, and the south side, along Birch Street). The address needs to be on both sides, to identify that the building is addressed off Shields and not Birch. And including the street name, along with the numeral, will not only look classier, it also will help convey the address. [5/2/07] STREET ADDRESSING: Please note that PFA is emphasizing consistency in addressing. Future projects shall comply with International Fire Code and PFA policy, which require that buildings be addressed off the street that provides access to the site. In the future, a project such as this will receive a Birch Street address, which is the actual, accurate street that provides access onto the site. The two lots in this project at one time had Shields Street access; however, the development is starting from scratch, the property is being redeveloped, and access is not off Shields Street. PFA's emphasis on consistent addressing requirements ensures accurate, clear addressing, which enables PFA to provide emergency services as expediciously as possible. Department: Stormwater-Water-Wastewaterlssue Contact: Wes Lamarque Topic: Stormwater Number: 71 Created: 3/16/2007 [12/11 /07] OK to go to hearing. [5/2/07] Repeat Comment -The comment below can be addressed with an informal meeting at City Utilities. [3/16/07] After the amount of detention volume is agreed upon, the grading plan reviewed to show this volume is achievable, offsite flows shown to safely pass through the site, PDP can go to a hearing. Number: 108 Created: 12/11/2007 [12/11/07] Please clearly label & dimension the Coy Street R.O.W. and U.E. on the Grading, Utility and Street Design sheets (TYP). Number: 109 Created: 12/11/2007 [12/11/07] There are a couple walls shown on the northerly boundary. Please label them consistently throughout the plans and indicate if they are retaining at all. If retaining, we will want a cross section and elevations TW/BW shown and a note that any retaining walls over 30" require a separate building permit. Number: 110 Created: 12/11/2007 [12/11/07] The Utility Plan sheet (sheet 4) shows a note to provide two 4 inch conduits. You will need to show the exact location of these conduits more clearly and where they extend to. Number: 111 Created: 12/11/2007 [12/11/07] The south flowline profile shows a single point grade break that exceeds the max allowable of 0.4 percent. Please provide a series of grade breaks or vertical curve. Number: 112 Created: 12/11/2007 [12/11/07] Please fix all line over text conflicts in the Coy Street design profile. Mask text if needed. (TYP) Number: 113 Created: 12/11/2007 [12/11/07] Please clearly show, label and dimension the Coy Street R.O.W. and U.E. on the Coy design plan view. Number: 114 Created: 12/11/2007 [12/11/07] The information shown on the Coy Street design centerline profile at the pan is not clear to me. You are showing it coming in at .05 percent and also 3.5 percent on both sides. Show only the proposed slopes at the centerline. Number: 115 Created: 12/11/2007 [12/11/07] Please fix the text on the LCUASS details on sheet 7. The text is too heavy and will not scan or copy well. Number: 116 Created: 12/11/2007 [12/11/07] Please see redline comments on the Plat and Site plan and verify that all of the plans are consistent with each other. Page 3 Department: Engineering Issue Contact: Randy Maizland Topic: Engineering Number: 98 Created: 12/11/2007 [12/11/07] The Sheet Index on the Utility Plan set indicates a Plat will be included for reference but it is not in the plan set. Please insert the final plat with your next submittal. Number: 99 Created: 12/11/2007 [12/11/07] Update the date/year on the cover sheet of the Utility Plan. Number: 100 Created: 12/11/2007 [12/11/07] The plotter seems to be having some problems. Unwanted lines though text etc... Please correct for any final plan submittals & mylar plotting. Number: 101 Created: 12/11/2007 [12/11/07) The driveway cross section A-3 on the Grading sheet is not entirely clear. Please show the profile cross section and dimensions only where the section is taken. Do not include background information. Number: 102 Created: 12/11/2007 [12/11/07] Please clearly show label and dimension the limits of R.O.W. and Utility Easements on all of the utility Plan sheets (TYP). See redlines. Number: 103 Created: 12/11/2007 [12/11/07] The sidewalk on Birch Street does not fit entirely in the R.O.W. therefore, you will need to either dedicate additional R.O.W. or dedicate the easement behind the R.O.W. as Utility and Access to include the sidewalk. The Plat, Utility Plans and Site Plan should all reflect this consistently. See redlines for clarification. Number: 104 Created: 12/11/2007 [12/11/07] The proposed sidewalk on Shields is not shown in the correct location. The sidewalk should be shown in the ultimate location with the back of sidewalk at the R.O.W. limits. If the street is widened to the ultimate condition (constrained arterial 102" wide) the sidewalk will not need to be reconstructed in the future. The ramp on the south side of the Shields access should be lined up with the cross walk and ultimate sidewalk rather than skewed into the site. The directional ramp at the Shields/Birch intersection should be relocated to line up with the ultimate sidewalk. Number: 105 Created: 12/11/2007 [12/11/07] Please remove any landscape layers from the Utility Plan set. This can all be shown on the Landscape Plan and adds clutter to an already busy plan. Number: 106 Created: 12/11/2007 [12/11/07] The stop bar on the Shields egress access should be shown more perpendicular to the path of travel. It will not work well as shown and should be rotated at the north end. Page 2 I aSTAFF PROJECT REVIEW Citv of For[ Collins Don Brookshire Date: 12/14/2007 Eastpoint Studio, LLC 552 Kinnikinnik Ct. Windsor, CO 80550 Staff has reviewed your submittal for HELLENIC PLAZA PDP (635 S. SHIELDS ST.) - TYPE I, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Shelby Sommer Topic: Landscape plan Number: 95 Created: 12/10/2007 [12/10/07] In order for ornamental trees to be counted as "mitigation trees" they must be a minimum 2 1/2" caliper. 2" is shown on the plans. The 3" shade trees shown are fine. Number: 96 Created: 12/10/2007 [12/10/07] On the southwest corner of the site there appears to be a light pole directly in the middle of the sidewalk. The sidewalk also crosses the concrete drain pan at this location. Please revise to provide uninterrupted sidewalk from Birch St. to the north side of the property. Number: 97 Created: 12/10/2007 [12/10/07] You will need to submit a modification request for Section 3.2.2(J) to reduce the landscape setback along the west property line from 5 feet to 3 feet. Topic: Site Plan Number: 92 Created: 12/10/2007 [12/10/07] It would be helpful to have a Land Use Statistics table for the entire PDP in addition to the MMN and NCB tables shown on the cover sheet. This was discussed with the previous designer but not incorporated into this round of review. Number: 93 Created: 12/10/2007 [12/10/07] As you may remember, this project was waiting for the July 2007 code change that allowed 'Type 2" uses in mixed -use buildings, as part of a 'Type 1" review. You may want to revise the proposed uses in the MMN to be more inclusive of those "type 2" uses since you waited for that code change to come into effect. Number: 94 Created: 12/10/2007 [12/10/07] Convenience retail is not a permitted use in the NCB Zone District. Please correct proposed uses prior to hearing. Pagc 1
