HomeMy WebLinkAboutPENNY FLATS (BLOCK 33) - PDP - 32-05 - CORRESPONDENCE -Just to follow-up on our Penny Flats discussion last Friday, regarding the parking on Maple.. I counted the existing parking spaces on the north side of Maple, between Mason and Howes. There are 27 existing diagonal spaces. Based on the Penny Flats latest plans, that will change to approx. 11-13 diagonal spaces depending upon sight distance requirements for their driveways. So about half of the existing spaces will be removed. Also, there are currently 11 parking spaces on the south side of Maple between the driveway to 215 and Mason. It is likely that 2-3 of these spaces will be eliminated due to the new mid -block crossing shown by Penny Flats. I just want people to be aware of the changes that will result in the on -street parking on Maple, so there are no "surprises" later when the project is built. I've copied Randy Hensley on this message and hopefully he can respond to whether or not Parking Services is anticipating that this block will become 2 hour parking in the future. (Randy can you please reply? thanks) Please let me know if you need anything else. Per your suggestion, I should get you plans to review so that you have a more comprehensive view of the proposed project. I don't have any right now but I'll be getting my hearing sets this afternoon. I can't leave them with you since I need them for the hearing but is there a good time for me to drop by tomorrow or Friday? -To sum=up with the loss of 14-16 spaces on the north side of Maple, the loss of 2-3 spaces on the south si8e oo -Mapte`and the addition of 7 spaces on Mason, I come up with a net loss of between 9 and 12 spaces. I know that they are proposing lots of surface parking interior to the block but need to ask Dan how much of that is slated for the residents and how much for commercial and retail users. The loss of spaces on the north and south side of Maple for the pedestrian spine crossing are per Civic Center Master Plan so they would happen regardless of who developed what on Block 33. Personally, I'm not looking forward to the loss of those spaces because that is where I park nearly every day, but I want to make sure that we have a big picture approach and treat this project fairly. I am also interested in this issue as it relates to downtown parking trends generally since I have been asked to take -won-L•and_Use Code changes for activity area parking standards. We're clearly on the cusp of change, but v rhat' e� ppropriate approach at this time?_- . Thanks for your input and we'll have to stay tuned, I guess. However, if we get a formal request from the developer and/or tenants of the commercial/retail space in Penny Flats, we would process it at that time. Typically, we would only put the two-hour on the face adjacent to the commercial/retail space (in this case, the north side) and would not put it a face with no adjacent demand for two-hour (in this case, the south side.) With that said, I think there will be resistance to changing to two-hour. Furthermore, I suspect the potential two-hour spaces on Maple will be insufficient to meet the commercial/retail demand (I haven't seen the plans, so not sure of square footage or business type, so can't really comment on this definitively.) Even if the commercial/retail space is minimal, I anticipate a conflict and a demand crunch since Maple is already full every work day (Mon - Fri). With fewer spaces, that will just get worse. I strongly encourage the developer to provide their own parking and not make their future commercial/retail tenants fend for themselves. I know we can't require the parking, but with this kind of advance notice, it is likely there will not be many sympathetic ears when they come complaining about lack of spaces. - Randy Randy Hensley Parking Services Manager City of Fort Collins P.
