On Wednesday, March 1st, 2006, at 6:00 p.m. or as soon thereafter as possible, in the City
of Fort Collins Council Chambers, City Hall West, 300 Laporte Avenue, Fort Collins,
CO.*, the City of Fort Collins Administrative Hearing Officer will conduct an Administrative
Hearing for a development proposal in your neighborhood. The project is known as Penny
Flats Project Development Plan (Block 33) #32-05.
This is a city owned property that City Council has resolved to dispose of to be developed as
a mostly residential mixed -use project (Resolution 2004-081). A public Request for Proposal
(RFP) process took place in November, 2004 to solicit interest from qualified development
teams. After a thorough selection process, Coburn Development, Inc. was chosen to enter
into an Exclusive Negotiating Agreement with the City. The City conducted two elective
neighborhood meetings on behalf of Coburn Development, on February 9th, 2005 and April
13th, 2005.
If you have any interest or concern about this proposed project, you are encouraged to attend
this public hearing. At the hearing, you will have the opportunity to hear from the City staff and
the project applicant about the details of the project. You will also be given the opportunity to
state your views about the project.
The affected property owners list for this public hearing is derived from official records of the
Larimer County Assessor. Because of the lag time between home occupancy and record
keeping, or because of rental situations, a few affected property owners may have been
missed. Please feel free to notify your neighbor of this pending meeting so all neighbors
may have the opportunity to attend.
