Yours Truly, AM% - Steve Olt City Planner cc: Katie Moore, Engineering Jeff Hill, Water/Wastewater Technical Services Peterson Design Ayres Associates Current Planning File #28-05 Page 4 Number: 17 Created: 7/1/2005 [7/11/05] Repeated as FYI since phone and cable were not shown on the utility plans. [7/1/05] If there are any existing overhead utilities, this property is responsible for undergrounding those utilities. Number: 23 Created: 7/11/2005 [7/11/05] Please call out the pedestrian/sidewalk/parking easements as private and provide a copy of the proposed easement language to the City for review. Number: 25 Created: 7/11/2005 [7/11/05] See red -lines for any additional comments. Number: 26 Created: 7/11/2005 [7/11/05] Prior to hearing - need to resolve easement issue with Comcast - they're requesting an easement along the alley. This easement needs to be shown on the plans and dedicated. The easement can be exclusively to Comcast, in which case please work with them regarding that easement, or it can be dedicated as a general utility easement to the City using the City's standard format. Number: 27 Created: 7/11/2005 [7/11/05] Of the 5 easement documents dropped off for review, three were previously dedicated via the Preiss Subdivision plat and are existing. The parking easement should be dedicated to Lot 1, not to the City, and the pedestrian access easement, if dedicated to the City, would allow anyone to use it. You may want to dedicate that jointly to Lots 1 and 2, including a clause that it may not be vacated without the approval of the owners of both lots. Or you may proceed with dedicating it to the City as a public access easement. A grading plan is required at time of building permit. New building should have a 2% slope away from the foundation. Page 3 Number: 29 Created: 7/12/2005 [7/12/05] Current Planning wants to see the proposed shrubs that are to go in the planting beds on the north and east sides along the foundation of the New Residence structure. They should be added to the current Landscape Plan. This is to ensure that the plan satisfies the requirement for foundation plantings along the high visibility areas of the new structure as it relates to the single- family residence to the north, per Section 3.2.1(E)(2)(d) of the LUC. Please review LCUASS appendix E-6 for further guidelines regarding scanability and revise plans accordingly. [6/27/05] Plans need to meet scanability requirements in the Larimer County Urban Area Street Standards (LCUASS) Appendix E. Number: 10 Created: 6/27/2005 [7/11/05] The proposed trees are perhaps 3 feet from the existing sewer service ... (too close). [6/27/05] Existing and proposed utilities must be shown on the Landscape Plan, and landscaping separations must be met. Number: 12 Created: 6/27/2005 [7/11/05] My apologies for not being more clear ... Not only does a P.E. have to sign the variance request, but it must be written according to the criteria set forth in the Larimer County Urban Area Street Standards. Please review these, criteria (attached) and revise the letter accordingly. Documentation of . reasoning behind engineering variances is important, especially as regards legal action and liability, and the public health, safety, and welfare. [6/27/05] Engineering variance requests (such as the one for alley design) must be signed and stamped by a licensed Professional Engineer registered in Colorado, per LCUASS. Please have your engineer call me if he has.any questions. [6/30/05] Dennis Greenwalt of Comcast Cable TV indicated that they would like to see a utility easement granted on Lot 2 outside of the alley right-of-way. Number: 30 Created: 7/12/2005 [7/12/05] The on -site parking issue appears to be satisfied. A total of 3 unobstructed spaces are needed, per Section 3.2.2(K)(1)(c) of the Land Use Code (LUC), and there are 3 spaces along the alley on Lot 2 (617 Whedbee Street) that provide the necessary spaces as long as the existing 28' deep x 20' wide concrete pad is kept intact. The 1 vehicle parked in the existing garage is able to clear the 2 outside spaces. A 3' wide pedestrian access easement and a 9' x 19' parking easement will be dedicated to the public (not the City) on Lot 2 for access and parking for whomever occupies the existing single-family residence on Lot 1. Topic: Landscape Plan Number: 28 Created:7/12/2005 (7/12/05] Tim Buchanan, the City Forester, has indicated that the applicant needs to contact him to schedule a meeting on -site to evaluate the existing trees. Tim can be reached at 221-6361. Page I
