[12/15/05] Please document in the drainage report the groundwater level when the ditch is
running. The bottom of the pond should be at least a foot above this level.
Number: 35 Created: 12/15/2005
[12/15/05] Please see redlined plans and report for other minor comments.
Number: 36 Created: 12/15/2005

Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington
Topic: Water/WW
Number: 17 Created: 12/13/2005
[12/13/05] Show curb stop/meter pit (to scale). Maintain 4 feet of clearance to the building.
Number: 18 Created: 12/13/2005
[12/13/05) According to the JFK Parkway utility plans, the sewer service stub is a 4-inch.
Reducing from 6-inch to 4-inch between building and sewer is not allowed.
Number: 20 Created: 12/13/2005
[12/13/05] See utility plans for other comments.
Department: Zoning Issue Contact: Gary Lopez
Topic: Zoning
Number: 2 Created: 12/1/2005
[12/1/05] Provide building dimensions and distances to nearest property lines.
Number: 3 Created: 12/1 /2005
[12/1/05] Line of sight issue may occur on street trees adjacent to entrance on JFK.
Comments from Current Planning:
1. If a drive -up A.T.M. is provided, then a walk-up facility must be provided as well.
2. There appears to be a nine -foot wide drive -through lane on the west edge that does
not serve anything. Why not eliminate this extra pavement and add landscaping?
3. On the site plan, there are superfluous setback lines on the north and south that can be
eliminated.
4. Please label the width of the northerly drive -aisle. that is shared with Continental Plaza.
5. On the landscape plan, in order to mitigate the loss of buffer area, please enhance the
plantings in the ditch easement with native shrubs as per our meeting with Doug Moore
and Tim Buchanan.
6. Similarly, native shrubs should be added to area south of the site owned by Toys R Us.
The Current Planning Department can assist in seeking permission for this off -site
landscaping.

3. Spell out "First" in title (as opposed to 1st).
3. This seems overly preliminary
Department: Light & Power Issue Contact: Doug Martine
Topic: Landscape Plan
Number: 1 Created: 11 /25/2005
[11/25/05] A streetlight plan was mailed to VF Ripley Associates on 11-25-05. The 2
streetlights shown on that drawing will need to be shown on the landscape plan, and street
tree locations adjusted to provide 40 ft. clearance between the lights and trees (15 ft. if the
tree is ornamental type).
Department: Natural Resources Issue Contact: Doug Moore
Topic: General
Number: 27 Created: 12/14/2005
[12/14/05] Buffer line needs to be relocated to show the agreed location. (Please see
redlines provided 12/13/2005)
Number: 28 Created: 12/14/2005
[12/14/05] All shrub plantings within the buffer zones need to be Fort Collins native plant
species. Please continue some of this theme through out the site. This helps quantify the
performance standards. Adding bird houses through out the site will also help these
standards to be met. If you are interested in adding bat houses along the canal to help
reduce possible insect issues please contact Doug Moore at 224-6143 for additional help.
The natural area program may have bat houses that they would supply free of cost.
Number: 29 Created: 12/14/2005
[12/14/05] Consider editing the response letter used to describe how the project is meeting
the performance standards. (Please refer to redlines provided 12/13/2005)
Department: Transportation Planning Issue Contact: Kurt Ravenschlag
Topic: General
Number: 22 Created: 12/13/2005
[12/13/05] Sidewalk along frontage of JFK (4 lane arterial) needs to be 6' in width.
Number: 23 Created: 12/13/2005
[12/13/05] If sidewalk along JFK is not in ROW it must be in a Public Access Easement.
Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington
Topic: Landscape Plan
Number: 19 Created: 12/13/2005
[12/13/05] Maintain separation distances between trees and water/sewer lines.
Department: Stormwater-Water-Wastewater Issue Contact: Wes Lamarque
Topic: Stormwater
Number: 33 Created: 12/15/2005
[12/15/05] Off -site drainage easements are required for the outfall storm sewer and any
other off -site conveyance element. Letters of intent are required before a hearing.
Page 3
Number: 12 Created: 12/12/2005
[12/12/05] (PH) The sidewalk should be located either in Right of Way, or in dedicated public
access easement.
Number: 13 Created: 12/12/2005
[12/12/05] (PH) Based on the Traffic study for this project, the minimum parking setback
from the JFK flowline would be 100' or 75', depending on how the trips are split between
access points. This could greatly impact your parking layout. A variance to this standard
may be requested per the method outlined in LCUASS 1.9.4A. Variances are reviewed on a
case -by case basis.
Number: 14 Created: 12/12/2005
[12/12/05] (PH) It appears that off -site construction is proposed for both the parking to the
north and the sidewalk to the south. Letters of intent will be needed prior to public hearing
for any work not in ROW (not sure if this includes the south sidewalk connection- need more
ROW detail on plat). In addition, if site access is taken via an adjacent property, access
easements must be dedicated by the property owner to guarantee future access.
Number: 15 Created: 12/13/2005
[12/13/05] (PH) The sidewalk should be 6' according to LCUASS. Provide a sidewalk
transition from the wider walk to the south.
Number: 16 Created: 12/13/2005
[12/13/05] Add LCUASS standard drawings 1601 and 707 to the detail sheet.
Number: 24 Created: 12/13/2005
[12/13/05] Transportation Development Review fees will apply for work done beginning
January 1, 2006. This includes the final compliance submission and any easements that
must be dedicated/vacated.
Number: 25 Created: 12/13/2005
[12/13/05] Please show if there are any driveways across the street. We need to be sure
there won't be conflicting turning movements into the JFK median. (Resolved at 12/14/05
meeting- no development across the street)
Number: 32 Created: 12/14/2005
[12/14/05] See redlines for additional minor items.
Topic: Plat
Number: 31 Created: 12/14/2005
[12/14/05] (PH)
1. Existing and proposed ROW and easements must be clearly defined and labeled
2. Adjoining properties must be labeled
3. The property line shown on the East side of the site does not include the additional ROW
that has been dedicated. Please revise.
Topic: Technical Services
Number: 21 Created: 12/13/2005
[12/13/05] (PH) Tech. Services Comments:
1. Boundary and legal do not match. Boundary closes, legal does not.
2. Name of plat in dedication statement is wrong.

FORT COLLINS, CO 80521
Staff has reviewed your submittal for FIRST COMMUNITY BANK PLAZA PDP, and we offer
the following comments:
ISSUES:
Department: Engineering Issue Contact: Dan DeLaughter
Topic: Engineering Pavement
Number: 4 Created: 12/6/2005
[12/6/05] Rick Richter: High Swell Soils. Will need soil swell mitigation under new sidewalk.
Topic: Fire Access
Number: 26 Created: 12/13/2005
[12/13/05] (PH) PFA will likely require the emergency access easement to be extended back
out to JFK Parkway. Please coordinate with them and the adjacent property owner. One of
the turns on the internal site does not appear to meet the radius requirements. All turns
including those off -site would need to meet radius requirements. Note: Talked w/ Ron
Gonzalez 12/15/05, and all internal layout is ok- still need offsite easements though.
Topic: General
Number: 5 Created: 12/6/2005
[12/6/05] (PH) All on -site easements for this project should be dedicated with the plat. This
includes utility easements, drainage easements, public access easements, ditch access
easement.
Number: 7 Created: 12/6/2005
[12/6/05] Show proposed street cuts and add our new street cut note: "Limits of street cuts
are approximate. Final limits are to be determined in the field by the City Engineering
Inspector. All repairs to be in accordance with City street repair standards.
Number: 8 Created: 12/6/2005
[12/6/05] Structures can not be located in easements, one of your retaining walls looks to
be very close.
Number: 9 Created: 12/6/2005
[12/6/05] Please provide construction details for retaining walls.
Number: 10 Created: 12/6/2005
[12/6/05] Sidewalk shown on the grading plan should continue through the driveway.
Number: 11 Created: 12/12/2005
[12/12/05] (PH) Please maintain a 2' clear distance from hydrant to sidewalk, and 1' clear
from any flush access covers to sidewalk. This is both a safety and maintenance concern.
