Parking spaces will need to meet the setback requirements from Prospect Road. If a variance to the parking requirements is requested, the applicant will need to submit a site/landscape plan along with a variance request prepared in accordance with Section 1.9.4 of the Larimer County Urban Area Street Standards (available online at http://www.co.larimer.co.us/engineering . If the variance is granted, then no utility plans are required. If the variance is denied, utility plans will be required. This site is in the Canal Importation drainage basin where the new development fee is $6,181.00 /acre which is subject to the runoff coefficient reduction. This fee is to be paid at the time the building permit is issued and is charged only if there is an increase in imperviousness greater than 350 square feet. The fee may change as City Council is considering a new city wide drainage fee instead of the present fee which is based on a specific drainage basin. 2. If there is an increase in imperviousness greater than 1000 square feet a drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. A grading plan is required when there is between 1000 and 350 square feet of new imperviousness, but no drainage study. There are no requirements for less than 350 square feet. 3. Onsite detention is required with a 2 year historic release rate for water quantity and extended detention is required for water quality treatment. These are required if there is an increase in imperviousness greater than 1000 square feet. If there is less than 1000 but more than 350 square feet of new imperviousness a site grading plan is all that is required. Prospect Rd. from a single-family residence to a boarding house. The property is within the City of Fort Collins and is zoned HMN — High Density Mixed -Use Neighborhood District. Boarding Houses are permitted uses in the HMN District, subject to a Type 1 (Administrative) public hearing. 2. Off-street parking requirements for boarding houses are specified in Section 3.2.2(K)(1)(e) of the Land Use Code. For each boarding house, there shall be one parking space per two beds, plus one parking space per two employees. Garage space does not count as parking space. Applicant will be responsible for undergrounding any existing overhead utility lines. 6. A Development Construction Permit will be required for this project development plan.
