1. The Downtown River Project will start a 12 month design process in
September or October.
2. There is a certain amount of coincidence in choosing to change the use to
an ice cream shop. Historically, the home was owned by a prominent dairy
man. Perhaps there might be some way to play up this history in the
design or decor of the new business. Contact Karen for more information.

410 Linden Street
Transportation Memorandum
The distribution and assignment of the new trips (in -bound and outbound) results in an insignificant
amount of additional peak hour vehicles along any area roadway of less than 5 vehicles.
Multi -Modal Analysis
As indicated by the Larimer County Urban Area Street Standards, a transportation memorandum is
appropriate if:
■ paved pedestrian facilities exist adjacent to the site or the proposed use will not generate any new
pedestrian traffic; and
■ paved bike lanes exist adjacent to the site or the proposed use will not generate any new bicycle
traffic.
The memorandum also needs to discuss the continuity and adequacy of pedestrian and bike facilities
adjacent to the site as well as access to the most direct transit route adjacent to the site.
As noted in the existing conditions, sidewalks are currently being designed by the Downtown River
Project. The attached staff comment letter indicates that the City will accept cash -in -lieu of design and
construction for the curb, gutter and sidewalk improvements along Linden Street.
Existing bike lanes along Linden Street provide the connection to the Poudre River Trail to the north and
the heart of downtown to the south.
The existing bus stops in the close vicinity of the proposed development provide the best possible transit
service currently available.
Conclusions and Summary of Irmdiogs
This study identified, documented and addressed the transportation impacts of the proposed Ice Cream
shop at 410 Linden Street in downtown Fort Collins. The following conclusions can be drawn from the
study_
The proposed development is feasible from a traffic engineering standpoint. Once
constructed, the development is estimated to generate only 21 peak hour trips, of which
approximately 10 will be either pass -by or mode split. New vehicular trips will be limited to
11 in the pm peak hour. This does not require a more detailed traffic iiinpact strrdy.
The addition of the proposed site traffic will have a very minimal (insignificant) impact on
the roadway network, with less than five additional vehicles in the peak hour along any
roadway segment The fimction of nearby intersections is anticipated to be nominal.
Facilities for pedestrians will be constructed with the ongoing Downtown River Project.
Facilities for bicyclists and transit users exist today.

410 Linden Street
Transportation Memorandum
Existing Conditions
The location of the proposed development is at 410 Linden Street. This is just north of Jefferson Street,
south of the Poudre River in downtown Fort Collins (See Vicinity Aerial on previous page). The existing
land use of the proposed site is an older home that is proposed to be converted into an Ice Cream Shop.
The primary streets in the vicinity of the project are Linden Street and Willow Street. Linden Street
has a functional classification of a two-lane collector. The roadway has two existing travel lanes and the
posted speed is 30 mph. There are striped bike lanes on either side of the roadway that were recently
added with an overlay project. Willow Street and Linden Street intersect just south of the proposed
development at a four-way stop controlled intersection. Willow Street is also a two-lane collector with
two existing travel lanes and striped brace lanes. The posted speed is 25 mph.
Existi Pedestrian Facilities
There are currently limited pedestrian facilities in the immediate vicinity of the proposed development.
The Poudre River multi -modal trail is located just a few hundred feet to the north. The ongoing
Downtown River Project is still identifying the streetscape components for Linden Street, and will
incorporate pedestrian facilities along the development frontage and its vicinity into their design.
Existing Bicycle Facilities
Linden Street serves as a Fort Collins Bikeway and there are striped bicycle lanes on both sides of the
roadway along the frontage of the development. They connect directly to the Poudre River Bice Trail.
Existing Transit Facilities
Transfort, the City's transit service provides service along Linden (northbound). The route is Route 8
with 30 minute headways during the day. The closest bus stop to the proposed development is within
one -block.
Proposed Development and Trip Generation
The proposed Ice Cream Shop will be located in an existing home with 2100 sf of living area. It is
conservatively anticipated that no more than % the existing space (1050 sf) will be devoted to the shop.
Access to the shop will be via Linden Street.
As agreed to during the scoping meeting (Base Assumption Sheet attached), the Institute of
Transportation Engineers (iI"E) Trip Generation Manual, '71h Edition, will be used to determine
anticipated trips for the development. The land use code 933 — Fast Food Restaurant without Drive
Through Window, Table 3 — Donut and Ice Cream Shop will be used. The table indices that per 1,000
sf of area a trip generation rate of 20.00 can be expected during the weekday pm peak hour of adjacent
street traffic.
This results in a peak hour generation of 21 total trips (1050 sf / 1000 sf *20). This is very nominal. It is
anticipated that a number of the peak hour trips generated by the Ice Cream shop will be passby trips
from the adjacent restaurant, or mode-spld trips from bicyclists along the Poudre Trail. As agreed to in
the soopmg meeting, a 50•/o pass -by / mode split percentage can be assumed. This results in a reduction
of 10 trips in the total new vehicular site traffic. Therefore, the additional vehicular traffic due to the
proposed Ice Cream shop is 11 trips in the peak lour.

This document represents a transportation memorandum per the Larimer County Urban Area Street
Standards associated with the proposed development of an Ice Cream Shop at 410 Linden Street in
downtown Fort Collins, Colorado. The purpose of this study is to address the existing and proposed
transportation system in the immediate vicinity of the proposed project and then determine the impact
