This site is in the Canal Importation drainage basin where the new development fee is $6,181.00 /acre which is it is subject to the runoff coefficient reduction. This fee is to be paid at the time the building permit is issued. In this case the fee would be charged for new impervious area such as the proposed parking area. 2. If there is an increase in imperviousness greater than 1000 square feet a drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. A grading plan is required when there is between 1000 and 350 square feet of new imperviousness, but no drainage study. There are no requirements for less than 350 square feet. 3. Onsite detention is required with a 2 year historic release rate for water quantity and extended detention is required for water quality treatment. These are required if there is an increase in imperviousness greater than 1000 square feet. If there is less than 1000 but more than 350 square feet of new imperviousness a site grading plan is all that is required. No changes are proposed to existing water/sewer services for the B & B on the second floor of the existing house, therefore, no comments. The entire Fort Collins Land Use Code (LUC) is available for your review on the web at http://www.colocode.com/ftcollins/landuse/begin.htm 2. This development proposal is subject to all applicable standards of the Fort Collins Land Use Code (LUC), including Article 3 General Development Standards, and Division 4.4 Low Density Mixed -Use Neighborhood District. 3. The Land Use code has standards regarding landscaping that you will need to comply with. They are located in Section 3.2.1. 4. A neighborhood meeting is not required for this project since it is a Type 1 but since it is in a residential area, I recommend that you hold one. Typically they are held prior to submitting to the City. Call me when you are ready and I will arrange the logistics and send out notification. 5. You will need to set up an appointment to submit your application with Shelby Sommer in Current Planning at 221-6750. Incomplete submittals will not be accepted. 6. Advance Planning (Historic Preservation) Contact Info: Karen McWilliams, 224-6078, kmcwilliams@fcgov.com (not present at meeting) 1. Karen has reviewed this project and because the building has been extensively modified, it is not eligible for landmark status. Therefore, no comments. 5 The existing 60-100 amp service should be ample for the changed use. You can go up to 125 amps with no charge. If you need more than that, there will be system modification charges and Wa fees. 0 ROW is 51 feet. Your half would be 25'/2 feet. Utility easements would be 9 feet running parallel to the ROW on Mountain and Frey. Usually in the Old Town area existing street Rights -of -Way are sized large, so you are likely to only need to dedicate a utility easement on the alley (standard utility easement width along alleys is 8 feet). 5. You will be responsible for improvements to your Frey, Mountain, and alley frontages. On Mountain you will be responsible only for your local portion of Mountain (curb, gutter, sidewalk, and local street portion of pavement for the north side of Mountain). For Frey however, you will be responsible for the pavement, curb, gutter, and sidewalk for the whole width of the street since the city does not accept construction of halves of local streets. You will also be responsible for improvements to your frontage of the alley. You will not be required to design and construct these improvements at this time. All of these improvements can be made with a cash -in - lieu contribution. Work with Matt Baker (contact info listed in comment #1) to determine what this contribution would be. You would be eligible for a repay for half of the cost of improvements for Frey if the other property fronting Frey redevelops and you have filed a repay agreement with the City. 6. The parking you provide on site must be paved. 7. A plat, utility plans, development agreement (DA) and a development construction permit (DCP) will need to be prepared for this project. 8. Any -public improvements must be made according to Larimer County Urban Area Street Standards. 9. A design scoping meeting is recommended to coordinate the public improvements. Long term, a sidewalk is desired on Mountain Avenue, but since this is such a small project, design and construction will not be required. Cash -in -lieu will suffice. Normally offsite improvements would be required to connect the new sidewalk with the nearest existing sidewalk but again, since this project is so small, a cash -in -lieu contribution will suffice. 2. If a TIS is done, it should address all modes of transportation including bicycle and pedestrian. Natural Resources Contact Info: Doug Moore, 224-6143, dmoore@fcgov.com 1. Please consider using native plants and grass to help to reduce the amount of water needed for landscaping. If trash is handled in a collective manner, trash enclosures will need to be sized to accommodate recyclables. Mountain from single family residential to a 5 bedroom bed and breakfast, MEETING DATE: July 15, 2005 APPLICANT: Steve and Kathleen Boeche 3198 Highway 50 East Carson City, Nevada 89701 LAND USE DATA: Request to develop an approximately th acre parcel with a single family detached dwelling into a 5-bedroom bed & breakfast. The property is within the City of Fort Collins and is currently zoned LMN — Low Density Mixed -use Neighborhood. The following departmental agencies have offered comments for this proposal. This use is permitted in the LMN zoning district subject to an Administrative (Type 1) review, provided that you will offer six or fewer beds. 2. Non-residential uses must be associated with a Neighborhood Center, as defined in 4.4(D)(3)(c) unless one already exists for the neighborhood (within 3/4 mile). Please indicate the existing neighborhood center on your context map. If one does not exist within 3/4 mile, you will need to request a modification to the standard to the Current Planning Department. Anne can assist you with this. Verify that the rights -of -way for Frey and Mountain are adequate and that and utility easements are adequately dedicated. Mountain is classified as a collector; the total ROW would be 76 feet for a minor collector, your responsibility would be 38 feet from the existing centerline of Mountain.
