HomeMy WebLinkAboutTIMBERLINE CENTER - FDP - 41-05B - SUBMITTAL DOCUMENTS - ROUND 1 - REVISIONS18. On General Note number nine, please add: "... and will not interfere with pedestrian walkways." General note nine has been revised. 19. Please replace General Note 11 with the following: "All internal pedestrian walkways shall be distinguished from driving surfaces through the use of durable, low -maintenance surface materials such as scored concrete to enhance pedestrian safety and comfort as well as the attractiveness of the walkways." General note 11 has been replaced with the requested language. 20. Comments related to the Lighting Plan will be made under separate cover. Acknowledged. Please let us know if you have any other issues. Sincerely, Sandy McFeron Project Manager V.F. Ripley Associates, Inc. Mike Oberlander Project Manager North Star Design, Inc. 12. The table should use the terminology "Retail Stores with Vehicle Servicing" for the tire shop and "Vehicle Minor Repair Servicing and Maintenance" for the lube shop and carwash. Also, please note the distinction in the restaurant definitions between "fast food" and "drive-in." The two restaurants shown on the plans for Buildings E and K and designated as "fast food" are actually "drive-in." Building E and K have been re -labeled "drive-in" restaurant. The revised land use table uses the terminology requested. 13. Buildings A, B, C, F and G contain the designation "restaurant." This should be further described as "Standard Restaurant." The terminology has been revised. 14. Please re -label Sagebrush Drive as "Joseph Allen Drive." Sagebrush Drive has been re -labeled to "Joseph Allen Drive". 15. Should the site plan contain multiple ownership signature blocks like the plat? Multiple ownership signature blocks have been added to the site plan. 16. Please add the following note to General Notes on the site plan: "Electrical transformers and natural gas equipment shall be fully screened from public view by a solid hedge of plant material or an enclosure meeting the clearance specifications of Light and Power. Such enclosure must match the predominant materials of the building(s) being served. Transformers must be within ten feet of hard surface." Note has been added. 17. Please add the following note to the General Notes on the site plan: "All outside functions associated with the restaurants, whether standard, fast food or drive-in, shall be fully screened from public view. Such functions may include, but are not limited to, delivery operations, loading docks, walk-in coolers and freezers, trash receptacles and the like. Screening materials must match the predominant materials of the building. Note has been added. The landscape plan has been revised to include dense landscaping between the drive- thru of Building E and the property line. This landscaping will consist of dense evergreen shrubs and trees and other shrubs for color and variety and will act as a living screen. Refer to landscape plans. 7. For all drive-in uses, please refer to Section 3.2(H) — Drive -In Facilities. ased on this standard, if the bank features a drive -up A.T.M., then a walk-up A.T.M. must also be provided. Acknowledged. 8. For the bank, Building J, a screen wall or dense hedge of landscaping will be needed to shield headlights from the drive -through lane that will face east onto Timberline Road. The landscape plan has been revised to include dense landscaping between the drive- thru lanes for Building J and the proposed detention pond west of Timberline Drive. This landscaping will consist of dense evergreen shrubs and trees and other shrubs for color and variety and will act as a living screen to shield headlights. Refer to landscape plans. 9. For Building K, under the drive -through restaurant scenario, the drive - through lane and pick-up window along the east side of the building will need significant screening from Timberline Road. The landscape plan has been revised to include dense landscaping between the drive- thru lanes for Building K1 and the proposed detention pond west of Timberline Drive. This landscaping will consist of dense evergreen shrubs and trees and other shrubs for .color and variety and will act as a living screen to shield headlights and cars lined up in the drive-thru lane. Refer to landscape plans. 10. The amount of parking will be calculated based on rive spaces per 1,000 square feet of gross leasable area for all but the enclosed mini -storage. Based on this ratio, the center will be allowed a maximum of 490 spaces. The parking provided, 487, falls below this maximum. Please adjust the parking analysis table accordingly. The parking analysis table has been revised. 11. Please create anew land use, square footage and parking table so that it more accurately reflects the permitted use list in the Industrial zone. Please describe the Convenience Shopping Center as a one separate use category. Then, under this category, please describe the proposed uses within this center as components. The land use, square footage and parking tables have been revised. Transformer locations are shown on the site plan and landscape plan. Refer to landscape plan for transformer screening. Refer to general note 6 for screening requirements for other mechanical equipment, meters, vents, conduits, etc. attached or protruding from the building and/or roof. Q In order to preserve the view from the public streets, Section 3.5.1— erational and Physical Compatibility Standards - will be applied to this project to the maximum extent feasible. Please note that this may require specific screening devices for such areas and appurtenances as used tire storage, tire display racks, outdoor vending machines and the like. No outdoor storage is planned with this development. Should this change when an end user is known then all outdoor storage areas, if needed, will be done by a minor amendment. Vending machines will be located inside buildings for security purposes. 4. There appears to be outdoor patios provided for Buildings E, K, L, M and N. These areas should be labeled as such. Also, an outdoor waiting area/patio should be provided for customers of the carwash — Building H. A good example of such an area is the Old Town Carwash on North College Avenue. In fact, outdoor customer waiting areas and outdoor dining opportunities abound within this project. Staff recommends that these outdoor areas feature an amenity package common to all users so that furniture, lighting, trash receptacles, etc. are of high quality and consistent across the center. An outdoor seating/waiting area has been provided with Building H. The Developers will consider adding amenity specifications to the development covenants so that furniture, lighting, trash receptacles, etc. are of high quality and consistent across the center. 5. For Buildings E, F, G and H, the parking layout runs parallel to the storefronts versus perpendicular. This means that customers in the parking lot must walk between parked cars to gain access to individual stores, or to cross the center to gain access to another building. To ease pedestrian travel through the parking lots, and to comply with Section 3.2.2 — Access, Circulation and Parking — centrally located north -south sidewalks must be provided. These walks can be added next to the landscaped islands so that the walkways are shaded. A centralized walk has been added to the medians located in the center parking areas. Refer to site plan. 6. Building E features a drive -through lane along a property line that separates the Industrial zone from the Employment zone. This does not provide a sensitive transition and the drive -through lane should be mitigated with a solid screen wall or a dense hedge of landscaping. Please refer to Section 3.5.1(H) —Land Use Transition. Number: 41 Created: 111312005 [1113105] The 24-inch water main in Timberline is cathodically protected; therefore, the 8-inch connection must be isolated per the City detail. (Final compliance item) The connection into the site will be made with the Timberline Project - the connection was detailed properly in that set. Department: Zoning Issue Contact: Gary Lopez Topic; Zoning Number: 1 Created: 1012412005 [10124105] Indicate building dimensions on site plan. Buildings dimensions have been added. Number: 2 Created: 1012412005 [10124105] Show parking lot pole lights on site plan. Parking lot light poles have been added to the site plan. Number: 3 Created: 1012412005 [10124105] Area is located in the Neighborhood Residential sign district requiring standards as a Neighborhood Service Center and requiring that proposed locations of building wall signs be approved on the elevation drawings. Acknowledged. Comments from Current Planning: 1. Staff will not be supporting the Modification to the three-quarter mile separation between Convenience Retail Stores with Fuel Sales based on the Current Planning Director's Administrative Interpretation #8-05 dated July 1, 2005. Your Request for Modification will be forwarded to the Planning and Zoning Board for their consideration. Acknowledged. 2. Buildings A, B, C, D, F, G, J, K, L and M comply with the connecting walkway standard but it is the rear or sides of the buildings that face the street. Since none of these buildings have an entrance that faces the street, Staff is concerned about the relationship between the sides and rear and the public streets. Special landscaping and screening will be required to screen the utility meters, transformers, ground -mounted HVAC equipment, outdoor condensers and, in the case of restaurants, outdoor walk-in coolers and freezers. If the end -users are not known at this time, then the P.D.P. should provide a "typical" detail that calls out these screening elements. Any service going through an adjacent lot is in a utility easement. Number. 33 Created: 111212005 [1112105] Please label all curb stops, meter pits and service sizes on the utility plan. See revised plans. Number. 34 Created. 111212005 [1112105] Please call out all fittings, thrust blocks, type and length of pipe, etc. See revised plans. Number. 42 Created. 111412005 [1114105] Is the Timberline Star property going to need new water and sewer services when the property develops? If so, the extension of the water and sewer mains in Sagebrush Drive to the property line may be warranted. The sewer is extended to the property near Lot 1 — the sewer in Joseph Allen is not enough deeper to warrant any further extension. The water also gets close to the property by Lot 1 and could be looped from there. The water has not been taken further north because of the hydrant location specified by PFA (on the south side of Lot 1). Department. Water Utilities Issue Contact: Roger Buffington Topic: Water/WW Number: 39 Created. 111312005 [1113105] Please schedule a meeting with Water and PFA to discuss fire hydrant locations. Some of the hydrants in the mini -storage lot do not appear to be useable by PFA, and the FH's at the entrances to the mini -storage need to be moved out to the Sagebrush R.O.W This meeting was held and the plans have been revised per PFA and Roger's comments. Number. 40 Created. 111312005 [1113105] A utility coordination meeting is strongly recommended early in the design process. This meeting was held. Topic: utility plans Number. 27 Created. 111112005 [1111105] Need directional ramps crossing Bear Mountain at Sage Brush. Also, it would be good to provide a crossing here that directly links the walkway in front of Bldg AA (the mini -storage office) to the street sidewalk on the east side of Sage Brush. Directional ramps and striped crosswalks have been added. Refer to site plan. Number. 28 Created. 111112005 [1111105] Site and Utility Plans - please call out the dimensions of all sidewalks that are adjacent to head -in parking. These should be a minimum of 6' unless wheel stop are to be utilized. If your going to use wheel stops, that should be noted on the plans. Dimensions have been added to sidewalks adjacent to head -in parking. Department: Water Utilities Issue Contact: Wes Lamarque Topic: Stormwater Number. 35 Created. 111212005 [1112105] Please call Wes Lamarque at 416-2418 to discuss the off -site flows being routed through the pond outlet pipes. The development site will detain to 2-year historic rates. The off site flows from the railroad will pass over the spillway of Pond A. The off site flows from Timberline Star will be released through Pond C (added to the release rate). If Timberline Star were to redevelop, the City could require Pond C to be enlarged to reduce the release rate. The release rates were determined with the Timberline Road project and were agreed by the City and the Sidehill Developer. Number. 43 Created. 111412005 [1114105] A letter of intent for the off -site grading is required before a hearing. Stormwater is ready for a hearing after the letter of intent is received. This was provided. Number. 44 Created: 111412005 [1114105] Is the 15.4 cfs release from this site the 2-year historic? Please discuss in the text of the report. The report has been clarified. Number. 7 Created. 1012612005 [10126105] Normal Light & Power electric polices and charges will apply for this development. Acknowledged. Department. Please refer to the guidelines provided online at http://www.fcgov.com/recycling/pdf/enclosure-guidelines0804. pdf All trash enclosures will conform to city guidelines. Department: Transportation Planning Issue Contact. David Averill Topic: Site Plan Number: 29 Created: 11/1/2005 [1111105] Bicycle parking locations are a bit confusing when looking at the different plan sets. The site plans have a 'B" for the location, which often looks like its sitting off in the grass away from a paved surface. The landscape plans use a more discernable bicycle rack symbol, and these look like they are to be installed on a hard surface - which the code requires. Can we coordinate these a bit better for future submittals. In addition to the "B" a bike rack symbol has been added to show the intended location on concrete pads. This should resolve any confusion. Please refer to the symbol legend for symbol clarification. Number. 30 Created. 111112005 [1111105] How much bicycle parking is going to be provided with this project? Call out the specific number in the "Parking Analysis" table on sheet one of the preliminary site plan. Thanks. Eleven bike racks are proposed with this project. Each bike rack will hold five bikes. This information has been added to the parking analysis. Number. 31 Created: 111112005 [1111105] The access ramp in the vicinity of Bldg N confuses me. Is there a handicap space somewhere nearby, or is this in anticipation of future development on the Timberline Star property. Just looking for clarification. There is a handicap space nearby. Refer to site plan. Number. 18 Created. 1013112005 [10131105] Please dimension the parkway width along Timberline. The parkway has been dimensioned. Topic: Traffic Study Number. 45 Created: 111412005 [1114105] The TIS does not address the internal streets. Please update it to include Sagebrush and Bear Mountain. A memorandum addressing the internal streets has been submitted with this submittal. Department: Light & Power Issue Contact: Monica Moore Topic: General Number., 4 Created. 1012612005 [10126105] Developer needs to coordinate power requirements and locations for electrical transformers, lines and equipment with Light and Power Engineering. Since this is a fairly tight site, it is highly recommended this be coordinated prior to finalizing the site plan. A utility coordination meeting was held and a layout has been done for gas and power/cable/phone. This dry utility plan is NOT included in the plans, but has been routed to all of the utility companies for comment. No comments were received. All items were addressed prior to scheduling the public hearing held on December 8, 2005. Topic: Sagebrush Drive Variance Number. 12 Created. 1013112005 [10131105] Your variance request for the modified industrial local has been denied. There is quite a bit of history to this but I'll try keep it short. The street section along the Police Station was based on an old TIS for Mansion Park, a residential neighborhood that is no longer going to happen. What was to be Mansion Park has asked for a rezone to commercial and the anticipated traffic patterns will change. Depending on the TIS, the street may become a Commercial Local with the frontage along the Police Station "constrained': Please update the TIS to include all internal streets and we'll go from there. It was agreed prior to hearing that the street would be changed to a commercial local. Topic: Site Plan Number: 13 Created: 1013112005 [10131105] Please dimension all parking stalls, sidewalks, and parking setbacks. Typical parking stalls, sidewalks, and parking setbacks have been labeled and dimensioned. Number. 26 Created: 1013112005 [10131105] Final Compliance: Since the Timberline Road improvements are being constructed by City's Street Oversizing department, the plans need to clearly show who is building what. An estimate for all Timberline improvements must be submitted for Matt Baker's review and approval. Once that number is agreed upon it will be put into the Development Agreement and payable prior to the issuance of the first building permit. Acknowledged.
