This memorandum responds to City staff comments pertaining to
the transportation impact study (TIS). Since the comments will not
change the conclusions of the TIS, a memorandum addendum was
prepared. This was agreed to by the Fort Collins staff.
The street labeled as Sagebrush Drive has been changed to
Joseph Allen Drive. The Site Plan (Figure 3) is the only place where
this street name is referenced in the cited TIS. It is suggested
that all parties who are in possession of the TIS, change the name on
Figure 3.
Bear Mountain Drive is forecasted to carry 265 and 390 vehicles
in the respective peak hours. These volumes will occur immediately
west of Timberline Road. The volumes will decrease to the west at
every driveway that intersects with Bear Mountain Drive. These
volumes can easily be accommodated on a street with a two-lane cross
section. The extension of the 36 foot wide street stub has been
approved by the City of Fort Collins. By inspection, the driveways
that intersect Bear Mountain Drive will operate at level of service
A/B. Detailed rigorous capacity analyses were deemed to be
unnecessary for Bear Mountain Drive west of Timberline Road.
Joseph Allen Drive is forecasted to carry 215 and 245 vehicles
in the respective peak hours at/near the south property line of the
Timberline Commercial Center. The volumes will decrease at every
driveway to the north. These volumes can easily be accommodated on a
two-lane cross section. It is my understanding that this street will
have a 50 foot width. This width will provide two travel lanes, two
bike lanes, and two parking lanes. This functional cross section can
be for either a Commercial Local or a Minor Collector. By
inspection, the driveways that intersect Joseph Allen Drive will
operate at level of service A/B. Detailed rigorous capacity analyses
were deemed to be unnecessary for Joseph Allen Drive at the driveways
that access the Timberline Commercial Center.
The off-street parking setbacks for all of the driveways that
access both Bear Mountain Drive and Joseph Allen Drive are 50 feet.
This is the appropriate setback considering the forecasted volumes on
these streets and the expected driveway volumes.
This memorandum serves as an addendum to the "Timberline
Commercial Center Transportation Impact Study," October 2005. It
addresses staff comments pertaining to street name changes, internal
streets, and off-street parking setbacks.
