12. The table should use the terminology "Retail Stores with Vehicle Servicing" for the tire
shop and "Vehicle Minor Repair Servicing and Maintenance" for the tube shop and
carwash. Also, please note the distinction in the restaurant definitions between "fast
food" and "drive-in." The two restaurants shown on the plans for Buildings E and K and
designated as 'fast food" are actually "drive-in."
13. Buildings A, B, C, F and G contain the designation "restaurant." This should be further
described as "Standard Restaurant."
14. Please re -label Sagebrush Drive as "Joseph Allen Drive."
15. Should the site plan contain multiple ownership signature blocks like the plat?
16. Please add the following note to General Notes on the site plan:
"Electrical transformers and natural gas equipment shall be fully screened from public
view by a solid hedge of plant material or an enclosure meeting the clearance
specifications of Light and Power. Such enclosure must match the predominant
materials of the building(s) being served. Transformers must be within ten feet of hard
surface."
17. Please add the following note to the General Notes on the site plan:
"All outside functions associated with the restaurants, whether standard, fast food or
drive-in, shall be fully screened from public view. Such functions may include, but are
not limited to, delivery operations, loading docks, walk-in coolers and freezers, trash
receptacles and the like. Screening materials must match the predominant materials of
the building.
18. On General Note number nine, please add: "... and will not interfere with pedestrian
walkways."
19. Please replace General Note 11 with the following:
"All internal pedestrian walkways shall be distinguished from driving surfaces through
the use of durable, low -maintenance surface materials such as scored concrete to
enhance pedestrian safety and comfort as well as the attractiveness of the walkways."
20. Comments related to the Lighting Plan will be made under separate cover.

outdoor walk-in coolers and freezers. If the end -users are not known at this time, then
the P.D.P. should provide a "typical' detail that calls out these screening elements.
3. In order to preserve the view from the public streets, Section 3.5.1 — Operational and
Physical Compatibility Standards - will be applied to this project to the maximum extent
feasible. Please note that this may require specific screening devices for such areas
and appurtenances as used tire storage, tire display racks, outdoor vending machines
and the like.
4. There appears to be outdoor patios provided for Buildings E, K, L, M and N. These
areas should be labeled as such. Also, an outdoor waiting area/patio should be
provided for customers of the carwash — Building H. A good example of such an area
is the Old Town Carwash on North College Avenue. In fact, outdoor customer waiting
areas and outdoor dining opportunities abound within this project. Staff recommends
that these outdoor areas feature an amenity package common to all users so that
furniture, lighting, trash receptacles, etc. are of high quality and consistent across the
center.
5. For Buildings E, F, G and H, the parking layout runs parallel to the storefronts versus
perpendicular. This means that customers in the parking lot must walk between
parked cars to gain access to individual stores, or to cross the center to gain access to
another building. To ease pedestrian travel through the parking lots, and to comply
with Section 3.2.2 — Access, Circulation and Parking — centrally located north -south
sidewalks must be provided. These walks can be added next to the landscaped
islands so that the walkways are shaded.
6. Building E features a drive -through lane along a property line that separates the
Industrial zone from the Employment zone. This does not provide a sensitive transition
and the drive -through lane should be mitigated with a solid screen wall or a dense
hedge of landscaping. Please refer to Section 3.5.1(H) — Land Use Transition.
7. For all drive-in uses, please refer to Section 3.2(H) — Drive -In Facilities. Based on this
standard, if the bank features a drive -up A.T.M., then a walk-up A.T.M. must also be
provided.
8. For the bank, Building J, a screen wall or dense hedge of landscaping will be needed
to shield headlights from the drive -through lane that will face east onto Timberline
Road.
9. For Building K, under the drive -through restaurant scenario, the drive -through lane and
pick-up window along the east side of the building will need significant screening from
Timberline Road.
10. The amount of parking will be calculated based on five spaces per 1,000 square feet of
gross leasable area for all but the enclosed mini -storage. Based on this ratio, the
center will be allowed a maximum of 490 spaces. The parking provided, 487, falls
below this maximum. Please adjust the parking analysis table accordingly.
11. Please create a new land use, square footage and parking table so that it more
accurately reflects the permitted use list in the Industrial zone. Please describe the

Comments from Current Planning:
1. Staff will not be supporting the Modification to the three-quarter mile separation
between Convenience Retail Stores with Fuel Sales based on the Current Planning
Director's Administrative Interpretation #8-05 dated July 1, 2005. Your Request for
Modification will be forwarded to the Planning and Zoning Board for their consideration.
2. Buildings A, B, C, D, F, G, J, K, L and M comply with the connecting walkway standard
but it is the rear or sides of the buildings that face the street. Since none of these
buildings have an entrance that faces the street, Staff is concerned about the
relationship between the sides and rear and the public streets. Special landscaping
and screening will be required to screen the utility meters, transformers, ground -
mounted HVAC equipment, outdoor condensers and, in the case of restaurants,

sets. The site plans have a "B" for the location, which often looks like its sitting off in the
grass away from a paved surface. The landscape plans use a more discernable bicycle
rack symbol, and these look like they are to be installed on a hard surface - which the code
requires. Can we coordinate these a bit better for future submittals.
