[1/13/06] [1/10/06] If the LOMR is approved, please update the floodplain, floodway, and
product corridor lines on the plans. The floodplain, floodway and Product 6 corridor lines
should also be on the site plan.
Topic: Nyoplast Inlet Drain
Number: 114 Created: 9/7/2006
[9/7/06] The Nyoplast inlet drain proposed has a 6-inch sump area, will the Parks
Department have the equipment to vacuum out the sum area ? If not please modify the
detail to show the sump area at the inlet to be filled in with concrete.

[9/5/06] The United Way swale should be placed within a drainage alignment since it is
receiving off -site flows.
Topic: Poudre River Outfall
Number: 106 Created: 9/5/2006
[9/5/06] Please clarify how the low area will be filled to take care of the ponding area.
Add notes to clarify how the existing riprap will be cleaned up. A landscape fabric and
bedding might need to be added to the existing riprap since it is showing obvious signs of
erosion.

[9/5/06] Revise note on the abandonment of the hydrant as shown on the Removal &

[1/11/06] Add notes on the abandonment of water/sewer lines and services.

[9/5/06] It seems likely that the 3-inch line to the pump house will need to be abandoned to
allow for the building construction; therefore, locate the line so it can be shown on the plans
with appropriate notes for abandonment.
[4/26/06]
[1/11/06] Have existing 3-inch irrigation line located and shown on the plans.
Number: 104 Created: 9/5/2006
[9/5/06] Move 8-inch valve as shown on utility pans.
Number: 107 Created: 9/5/2006
[9/5/06] See plans for other comments.
We do not need to conduct another formal round of review since the comments are
predominantly minor issues. Please work with departments individually to resolve remaining
comments. Once you are finished, I can send out a mass email making sure everyone buys
off on the plans before going to mylar. Once everyone has given their OK, you'll need to get
one set of the construction plans on mylar to Marc in Engineering with owner certification
executed in black indelible pen. I will need one set of the site, landscape, architecture and

[12/23/05] In order to maintain electric service to the existing facility during construction,
substantial temporary relocations of the electric utility system will be necessary at owner's
expense.

This design will entail a long term maintenance commitment by the Parks Department. Has
this issue been clearly discussed by the maintenance staff at the Parks Department?
It is suggested that you use a perforated pipe placed within the rock cobble area with the
bedding top at the surface of the swale in order to make sure that low flows will be properly
conveyed and not create a nuisance issue.
Will the plantings shown in the bioswales be minimally irrigated so that they could withstand
dry periods?
Please specify the longitudinal slope of the United Way swale. Please include maintenance
responsibility notes.

Your project schedule shows reseeding/mulching prior to completion of grading and pipe
installations. Is this correct?

1. A floodplain use permit will be required for the proposed riprap for the storm sewer near
the United way building. This will need to be kept at or below grade and a no -rise
certification will need to be completed. Please include a note on the Sheet 10 grading plan.

[9/5/06] 1 will follow up on how this local street portion amount will be collected.
[4/26/06) Carried over for reference.
[1/10/06] With the Downtown River District Project looking into improving Willow Street and
the project not designing Willow Street a dollar amount to satisfy the frontage improvement
requirement along Willow Street will be required. Further work into arriving at the amount
will need to be made.
Number: 90 Created: 4/26/2006
[9/8/06] I'm not seeing this on first blush on the plans. Please ensure the site and
construction drawings indicate this.
[4/26/06] It should be noted that the sidewalk along Willow Street may possibly change with
future Willow Street improvements.
Number: 115 Created: 9/8/2006
[9/8/06] 1 wasn't present for the staff review discussion, which apparently was limited. I
understand there may be concerns with the transformer location along Willow in relation to
the ultimate buildout of Willow. Let me know of any coordination on my part that may be
needed if the issue is outstanding.
Topic: Plat
Number: 103 Created: 9/5/2006
[9/5/06] The plat notes Tract B as "open land" in the tract table. In checking with Carrie
Daggett she seems to share my concern whether "open land" implies something similar to
"open space" whereupon the land perhaps cannot be "developed"? A solution would be to
just eliminate the "open land" designation. Just an observation on my part rather than a
comment or concern as there may be an unintended consequence in the label.
Number: 116 Created: 9/8/2006
[9/8/06] Technical Services offered the following comments on the plat:
1. Boundary and legal close.
2. Please try to eliminate lines over text for scanning.
3. 100 year flood line and text not dark enough to show, on prints and scans.
4. Vicinity Map -- show Old Town to South. .
Number: 117 Created: 9/8/2006
[9/8/06] There was a question raised at the staff review whether the railroad company
needed to sign off on the plat. I'll defer to Came Daggett on this, as she would presumably
be providing the attorney certification on the plat.. .

STAFF PROJECT REVIEW
City of Fort Collins
EAREN RUSSELL Date: 09/08/2006
EDAW
240 EAST MOUNTAIN AVE.
FORT COLLINS, CO 80524
Staff has reviewed your submittal for NORTHSIDE AZTLAN COMMUNITY CENTER PDP -
TYPE I & FINAL PLANS, and we offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Anne Aspen
Topic: General
Number: 99 Created: 9/5/2006
[9/5/06] Rick Lee in the Building Inspection Department comments as follows:
"Please find attached the codes and standards. We have met a few times regarding this
project and encourage another meeting to formalize prior discussions."
Number: 100 Created: 9/5/2006
[9/5/06] The following departments have no remaining issues or concems with the project
as currently proposed: GIS, Park Planning.
Topic: Landscape Plan
Number: 111 Created: 9/6/2006
[9/6/06] The mitigation sheets could use some work. They are not easy to understand.
Please see redlines.
Number: 112 Created: 9/6/2006
[9/6/06] The hatching types shown in the decorative beds in the front of the building are not
called out in the key.
Number: 113 Created: 9/6/2006
[9/6/06] Rabbitbrush is a beautiful, drought tolerant plant with seasonal interest but it is also
notorious as a high allergen plant. It may not be the best choice for welcoming folks,
especially en masse.
Topic: Site Plan
Number: 101 Created: 9/5/2006
[9/5/06] For future reference, please remove utility information and topo lines etc. from site
plans or grey them back significantly. They make it very hard to comprehend the plans
quickly. I made comments to this effect on my redlines and I see that Jenny Nuckols
commented to this effect as well, but they are still there. Maybe next project?
Number: 102 Created: 9/5/2006
[9/5/06] I'm song to see the seat wall removed from around the outside b'ball court, though I
understand the need for fencing between court and parking. Any chance for some spectator
seating on the west or south side? Also, there is no access from the parking area into the
outdoor bball court. Is that by design? I suspect that goat paths will form quickly around
both ends of the fence. If folks must pay first, perhaps you should consider fencing entirely.
If not, can you provide a gate or a bit more sidewalk past the edges?
