Low Density Surrounding Parcels s The area under question is bounded: - on the South by Mountain Ave, - on the West by Grandview Cemetery, - on the North by Laporte Avenue, and - on the East by Larimer Canal No. 2, the 1700 West Mountain Ave townhouses and the single- family home at 1720 West Mountain Ave. 22 October 2005 Dear Homeowners in the Frey Subdivision, Our neighborhood has changed substantially in the past 15 years and it has come to the attention of some of the neighbors that the current zoning category reflects past, not present, use (see map and description on reverse). We are spearheading an effort to have this neighborhood rezoned to better reflect the single- family residences that now compose the neighborhood. Our current zoning is L-M-N(Low Density Mixed -Use Neighborhood). This designation permits not only single-family homes, but also multi -family homes and certain types of commercial uses (e.g., small retail stores and restaurants). The L-M-N zoning designation describes the Frey Subdivision as it stood many years ago when it contained the nursery and greenhouses along Grandview Avenue, and the monument works and trucking businesses on Mountain Avenue. Those enterprises closed down over 15 years ago and have since been replaced by single-family homes. Consequently, the character of our neighborhood has changed and we would like to ensure that the city zoning reflects that change. We are proposing that the zoning be changed to N-C-L (Neighborhood Conservation, Low Density). N-C-L designation essentially limits the area to single-family homes and is consistent with most of the City Park Neighborhood to the east of us. Ken Waiters and Karen Wilken, neighbors who have lived in the subdivision for over 15 years, have had discussions with city planners and found that it is a relatively simple application process that includes submission of a petition supporting the change. More detailed information is available from either one of us (below) or from Ken Waido, Chief Planner, Advance Planning Dept. (970-221-6753). Note that this change would not affect any existing multi -family housing (e.g., the town homes at 1700 West Mountain). If you agree that the zoning should be changed to better reflect the current nature of this neighborhood, we invite you to sign the petition that is seeking the change. Support from a majority of the approximately 30 homeowners in the neighborhood will be required for the process to move forward. We will be visiting homes to gather signatures the weekend of October 29h, preferably Saturday morning. If you are unavailable Saturday morning but wish to sign the petition, please call one of us to arrange a time more convenient for you. Finally, the city charges for rezoning applications. Depending on how many support this effort, the cost to each of us would be about $35-40. We would greatly appreciate a contribution from all homeowners, but if you do not wish to contribute, others will chip in. Your signature is more important than the money!
