The infill site will enhance the character and sense of place by increasing the visibility of commercial uses along Harmony and Shields and provide a cohesive sense of place by having the residential together. Transportation The requested rezoning map will implement land use patterns that will support effective transit, an efficient roadway system and provide for alternative transportation modes on trails and pedestrian street design. Community Appearance and Design The requested rezoning map will place commercial in the best visual and accessible location and provide for a more appropriate transition of land uses and densities to adjacent property. Economic Sustainability and Development The requested rezoning map will foster economic development and encourage investment within the project. The requested rezoning map is market driven and economically sustainable. Housing The requested rezoning map will promote neighborhood stability by moving commercial development away from neighboring single-family homes. A mix of appropriate housing will transition between adjacent properties and proposed uses to enhance and maintain the neighborhood. Environment The requested rezoning map is an appropriate location for a commercial neighborhood center. Commercial uses are more efficiently accessed at the corner of two arterials. Noise levels from arterials are buffered by the commercial buildings and enhance the community feel. The ditch / trail corridor will provide recreational opportunities and alternative modes of transportation to the commercial, schools and parks. Open Lands Open lands along the western edge of the property will be maintained along the existing ditch corridor. This trail corridor will promote alternative modes of transportation for walkers and bicyclists. This connection and a narrow trail along harmony will allow interconnectivity between existing neighborhoods and the proposed commercial center. Growth Management The property is a sustainable infill site that will increase economic activity in the area to benefit existing residents and businesses. Box 580 Fort Collins, CO 80522-0580 RE: Request for minor amendment to Structure Plan Concurrent with Harmony and Shields Rezoning Application Dear Cameron We request that the City of Fort Collin's Structure Plan be amended to match our application for the Harmony and Shields rezoning map. The amendment would move the Neighborhood Commercial Center designation to the northwest comer of Harmony and Shields. The Medium Density Mixed -Use designation would be moved and transition away from the commercial comer to be contiguous with the other Medium Density Mixed -Use area on the Structure Plan. The greenway across the property would be located as a narrow trail corridor along the north side of Harmony road. The existing Structure Plan is in need of the proposed amendment. The neighborhood commercial center is not economically viable in its current configuration on the structure plan. Market demand from commercial developers, retail tenants and grocery store anchors is for the commercial to be located at the corner of the site. A more appropriate transition to existing lower density homes can be accomplished by moving the commercial to the comer and placing residential in the middle of the site. The green corridor on the existing structure plan is land locked by existing development. The existing greenway on the structure plan runs parallel to Harmony from College to Shields. A narrow trail corridor west of Shields, along the north side of Harmony and below the proposed NC zone would complement the existing corridor and enhance pedestrian activity in the commercial zone, interconnect existing neighborhoods and fulfill the intent of the structure plan. The proposed amendment will promote and maintain the existing public welfare and will be consistent with the vision, goals, principles and policies of City Plan as outlined below: to the Planning and Zoning Board hearing.
