For your information, attached is a copy of the Staff's comments concerning
Rocky Mountain Battery Recycling Center, which was presented before the
Conceptual Review Team on October 23, 1989.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: October 23, 1989
ITEM: Rocky Mountain Battery Recycling Center, 1475 North College Avenue
APPLICANT: Mr. Dean Hoag, 1475 North College Avenue, Fort Collins, CO.
80524
LAND USE DATA:
Request for a P.U.D. to allow recycling in the H-B zone in a new 4,500 square
foot building. Request includes subdivision plat.
COMMENTS:
1. According to the Zoning Code, all recycling must be within an enclosed
structure. Materials cannot be stored outside.
2. There presently is an overhead electrical line on College Avenue. This
line will need an easement. Before the easement will be accepted, Light
and Power must inspect the site. There should be 20 to 22 feet of
clearance for the overhead line. If the line must be raised, this will be
done at the developer's expense.
3. If the new building will be on its own meter, then an underground line
must be provided from the pole to the meter. The new meter must be
reviewed by Light and Power. A "commercial one" form must be filled
out to determine electrical capacity. Please contact Bruce Vogel at

4. There is a sewer main that runs across the property. Any new develop-
ment should not disturb this line. It is preferred that the area above the
line be kept in pavement. The subdivision plat should provide a 20 foot
easement for this main.
5. The water main
that
serves
this property is located on the east side of
College Avenue.
If the new
building
needs water, it must be provided on
its own separate
line.
This
will require
boring
under College Avenue to
tap the main. Since
College
Avenue
is a State
Highway, a permit must
be obtained from
the
State Highway
Department.
The City will facilitate
this permit process.

6. The new building is located in the Dry Creek Floodplain. A Floodplain
Use Permit must be obtained from the Stormwater Utility. The building
floor elevation must be a minimum of 18 inches above the base flood
elevation.

7. If new pavement increases the amount of impervious surface area, then a
Drainage Report must be submitted to the Stormwater Utility. Detained
flows should flow into the channel of Dry Creek. The Dry Creek Drain-
age Basin has a drainage fee structure. For further details, call Glen
Schlueter at 221-6589.
8. The City's Transportation and Engineering Department will conduct a site
inspection and evaluate the impacts of the P.U.D. to determine the extent
of public improvements that will be required. The areas to be investi-
gated include the condition or existence of the sidewalk, curb, gutter, and
the need for additional right-of-way. There is a possibility that these
improvements can be secured by a financial instrument and constructed at
a future date. During the P.U.D. review process, these issues will be
finalized. It is possible that a Development Agreement will be generated
describing the obligations of the developer and the City. The contact

9. A subdivision plat will be required before a building permit will be
issued. The plat will be reviewed concurrently with the P.U.D. at no
extra fee. The plat should indicate existing an new easements and the
location of the required, if any, public improvements. The plat is the
instrument by which additional public right-of-way for College Avenue
will be dedicated. Please contact the Planning Department on the require-
ments of subdivision plat.
10. If the new building is to be the rear lot of two or three lot subdivision,
then a fire department access easement must be platted. This "cross
access easement" will ensure that the back lot will not be cut off from
the public street. This easement should be a minimum of 20 feet wide.
Any turns must have an inside turning radius of 20 feet and an outside
turning radius of 40 feet. The surface must be paved or made up of a
roadbase material that meets the minimum standards of the Poudre Fire

11. A Street Oversizing Fee will be assessed. This fee is based on the
proposed land use and the amount of land area involved. Please contact
Mr. Matt Baker at 221-6605 for details.
12. If the amount of new traffic generated by the proposed new use increases
by more than 20%, then the State Highway Department must review the
P.U.D. It may be required that a new State Highway Access Permit
would have to be issued. If such is the case, the City will facilitate the
permit. Please contact Mr. Mike Herzig, 221-6750 for details.
13. The
Planning Department

may
be that additional landscaping on the site
will
be required for both
the
new building and along College Avenue.
