Dear Mr. Bjorge:
The Planning Staff has reviewed the request for Preliminary and Final P.U.D.
for Rocky Mountain Battery and Recycling and offers the following comments:
A Drainage Report was not submitted with the application. Since there
will be an increase in the impervious surface, the City's Stormwater
Utility must evaluate the impacts and the direction of storm flows.
Stormwater must be detained and designed to flow in the Dry Creek
channel. This must be documented by a Professional Engineer based on
the City's design criteria. If this information is not received in a timely
manner, then the Planning Department reserves the right to consider only
the Preliminary at the December 18, 1989 Planning and Zoning Board
hearing and delay the Final P.U.D. to January, 1990. Your contact person

2. Please clarify whether
the applicant
is the owner
of the vacant pasture
land west of the storage
yard. If
so, then this
vacant area should be
included on the
P.U.D.
and described
as "Vacant,
Undeveloped, Unplatted
Area". If the
vacant
parcel is excluded from
the P.U.D., then the
applicant would
have
to submit a
Master Plan
to describe the future
anticipated uses.
If this vacant area
is not owned by the applicant, then
it should not be
shown.
3. The landscape plan indicates three trees to be planted directly under the
existing overhead power line. Please relocate these trees so they will not
interfere with the lines at maturity.
4. The 10 foot utility and drainage easement must increased to a 20 foot
easement to accommodate the existing sewer main. Please indicate this
change on both the plat and the site plan.
5. It will be recalled from Conceptual Review that if water service is needed
for the new building, a tap must be made to the existing water main on
the east side of College Avenue.
6. The plat should include a vicinity map.
7. A separate gas service and gas meter will be required for the new build-
ing. Please contact Public Service Company for details.
8. The site plan should include all easements and right-of-way as indicated
on the plat.

College Avenue must be approved by a permit from the State Highway
Department that is coordinated by the City's Engineering Division.
11. Quantities of corrosive liquids must conform to both the Fire and Building
Codes. If quantities exceed those listed in Table 9-A of the U.B.C., then
special construction considerations may be required. It is suggested that
the applicant meet with the staff of the Building Inspection Division and
the Poudre Fire Authority for a preliminary design conference.
12. Is there any possibility that the site has any underground storage tanks? If
there is any uncertainty, then the site should be evaluated.
13. Since the westerly portion of the
improved area
intrudes into the MM
zone district, the west line needs
to provide for
buffering.
Please be
prepared to discuss how this buffering will work
best since
the adjacent
vacant land may be owned by the
applicant.
14. The site plan should indicate the
existing zoning
and land
uscs on all
adjacent properties to a minimum distance of 150
feet.
Also, please
provide the date of preparation,
and subsequent
revisions,
on the site
plan.
15. The front landscape triangle would benefit from the planting of a 2 inch
caliper deciduous tree. Please consider using a Shademaster Honeylocust
or Marshall Green Ash in this location..
This concludes Staff comments at this time. In order to stay on schedule for
the December 18, 1989 Planning and Zoning Board hearing, please note the
following deadlines:
Plan revisions are due November 30, 1989
PMT's, 10 final prints, colored renderings, are due December 11, 1989
Final signed mylars, site and landscape covenants are due Dec. 14, 1989.
