Itc: Electric Service to the Proposed Boma Annexation to the City of Fort Collins
'I•he City of Fort Collins Utilities has received a copy of the proposed Boma Annexation from the City's
Current Planning Department. The City of Fort Collins Utilities will assume responsibility for providing
the electric service following annexation. In most cases, the transfer of electric service territory will take
Place within one year of annexation.
Poudre Valley Rural I3leclric Association (PVRGA) currently provides electric service to the western one-
half of Ihis area. 'I'o compensate PVREA for the loss of territory, Colorado State law requires a payment
Of service rights fees to PVREA. The fee is equal to 25% of the City's revenue for electric service for all
customers within the annexation at the time the territory is transferred to Fort Collins Utilities. A 5%
service rights fee is applicable to new customers added within the annexation boundaries after the transfer
of the service territory. All service rights fees terminate ten years after the electric customers and
facilities are transferred to the City.
11 is important you know that service rights fees will apply to the western portion of this annexation
because the fees are collected from annexed customers through the City's monthly electric rates.
I-lowcvcr, the City's electric rates are among the lowest in the State and will help mitigate the impact of
the service rights fee.
Xcel Isnergy currently provides electric service to the eastern half of the annexation. There are no service
rights fees associated with the property currently served by Xecl.

[ 1 /23/061 Ellen Switzer of the City's Light & Power Department indicated
that:
• the west 1 /2 of the annexation is within Poudre Valley Electric
Association electric service territory. Service rights fees will apply in
this area after responsibility for providing electric service is transferred
to the City's Utilities. The service rights fees (25% for existing services &
5% for new services) are in effect for 10 years.
• the east 1 /2 of the annexation is within the Scel Energy service
territory. No service rights fees apply to this portion of the annexation.

[ 1 /23/061 Dan Kunis of the Larimer County Planning Department offers
the following comments:
a. It is Larimer County's expectation that,�as-part of the annexation, the
entire right-of-way of any Larimer County -roads adjacent to the
property will also be annexed. This applies to East Douglas Road
(County Road 54).
b. If the annexation is approved and the project moves forward Larimer
County would recommend that a traffic impact study and drainage
report be required for review. County Engineering would appreciate the
opportunity to review these=reports as to the'impacts future
development would have on the transportation and drainage facilities in
the unincorporated portion of the County. County Engineering requests
that any County transportation or drainage facilities that are not
adequate to handle the additional development be made adequate with
this development.

Zoning Board on February 16, 2006, with a recommendation from City staff.
The Board will then forward their recommendation to City Council for 1st
Reading on February 21, 2006. Council's 2nd Reading will be March 7,

typographical error in the legal description in that the referenced
Township is incorrect. It should be Township 8, not 6.

....... appears to be incorrect.
c. There are scanning issues associated with text over lines.
