Item #32 on tonight's agenda is the Boma Annexation & Zoning request. This was heard by the Planning &
Zoning Board last Thursday night, February 16th. It was on the consent agenda but pulled by Cameron to
address a concern about the mailed notification for the annexation. There were several citizens/neighbors
at the P&Z hearing and 4 of them spoke. Their concerns were 1) timing for the mailed notification, 2)
annexation and nature of development on this property, 3) is the required contiguity for annexation being
met here, and 3) possibility of their County subdivision (Serramonte Highlands) becoming an enclave and
being annexed into the City.
At the hearing, in response to the Board's question about notification, Paul Eckman told the Board that
proper mailing of a notification had been made. It was also determined and stated that the required
contiguity is met with the Country Club North First Annexation to the east. With regard to the annexation of
the property, it is eligible for annexation and the requested UE - Urban Estate Zoning District is in
conformance with the City's adopted Structure Plan. A development plan for the property has not yet been
submitted to the City for review. The properties/subdivisions to the west and south of the Boma Property
are in Larimer County and currently are not enclaved. The City's Growth Management Area boundary
forms the north property line of the Boma annexation request.
Apparently someone has contacted Darin with his/her concerns and may pull the item tonight. No one has
contacted me to make me aware of that intent. I am assuming that any one of the neighbors that were
present at the P&Z Board hearing could pull the item. My guess (only) is that Kathleen Kilkelly,
representing the Northeast Neighborhoods Coalition, could be the person that may pull the item.

At this morning's Council/Staff meeting, Darin mentioned that he thought this item might be pulled. Can
you please confirm and, if it is to be pulled, by whom and why.
