Stormwater

1. This site is in the Poudre River Basin where there are no new development fees.
2. If there is an increase in imperviousness greater than 1000 square feet, a drainage
and erosion control report and construction plans are required and they must be
prepared by a Professional Engineer registered in Colorado. A grading plan is
required when there is between 1000 and 350 square feet of new imperviousness,
but no drainage study. There are no requirements for less than 350 square feet.
3. Onsite detention is required with a 2 year historic release rate for water quantity and
extended detention is required for water quality treatment. These are required if
there is an increase in imperviousness greater than 1000 square feet. If there is less
than 1000 but more than 350 square feet of new imperviousness a site grading plan
is all that is required.
4. The area proposed for detention is in the Superfund Area where notification of
excavation is required. Also the area contains several trees so excavation for
detention could affect the trees or they may need to be removed/relocated.
Transportation Planning

Natural Resources

1. There is a Natural Habitat and Features Buffer Zone100 feet out from the Poudre
River banks between North College Avenue and Lincoln Avenue. Buffer Zone
Standards may apply. Contact Doug to discuss further.
2. Plants and grasses native to Fort Collins will be required in the revegetation of the
buffer zone.
3. Trash enclosure needs to be designed to accommodate recycling services. The City
of Fort Collins Design Considerations Guidance Document may be found that

Poudre Fire Authority

1. Address shall be visible from the street fronting the building.
2. A fire lane is required and shall be shown on the plat.
3. This building shall be fire sprinklered.
4: A fire hydrant is required within 300 feet of the building.
5. Fire flow shall be 1500 gpm @ 20 psi.
6. A knox box shall be provided at the front door.

5. Applicant is responsible for repairing or replacing any damaged curb, gutter or
sidewalk.
6. All public improvements need to be made in accordance with Larimer County Urban
Area Street Standards (LCUASS).
7. We will potentially need to have Letters of Intent from offsite property owners on
hand prior to the public hearing on this project for any offsite work surrounding the
site.

1. This development proposal is subject to all applicable standards of the Fort Collins
Land Use Code (LUC), including Article 3 General Development Standards, and
Division 4.10 Public Open Lands District.

3. A Neighborhood Meeting is not required if the project is a Type I (Administrative)
Review; however, I suggest that you hold one because there is community -wide
interest in the project. These meetings are facilitated by your project planner (me)
and are typically scheduled before formal submittal to Current Planning to give
neighbors a chance to comment on the project before it is too far along the process.
I am in the process of working with the Design team to arrange a time and place for
the meeting.
4. When developing your plans, pay particular attention to the following sections of the
Code:
• 3.2.1 Landscaping and Tree Protection
• 3.2.2 Access, Circulation and Parking
3.2.4 Site Lighting
• 3.2.5 Trash and Recycling Enclosures. See also

3.5.1 Building and Project Compatibility
3.5.3 Mixed -use Institutional and Commercial Buildings, especially
sections on architectural compatibility, connecting walkway, variation and
massing, using quality materials on all sides, and base and top
treatments.

Light and Power

2. You may want to use the existing transformer for temporary power.
Water / Wastewater

1. Existing mains: 8-inch water in Willow, 36-inch sewer south of Willow.
2. Any water/sewer lines extending onto the site must be used or abandoned at the
main.
3. Any connection to the 36-inch sewer must be made at a manhole.
4. Water conservation standards for landscape and irrigation will apply to the project.
5. Development fees and water rights will be due at time of building permit.

LAND USE DATA: Request to redesign and rebuild the Northside Aztlan Center on the same
site but not the same footprint. The new Center will provide expanded and enhanced services.
The property is within the City of Fort Collins and is currently zoned POL—Public Open Space
District. The following departmental agencies have offered comments for this proposal based on
a conceptual plan which was presented to the review team.
COMMENTS:
Zoning

1. The uses proposed are permitted in the POL—Public Open Space District subject to
a Type I (Administrative) review.
2. If the proposed building exceeds 40 feet, the submittal needs to include the
additional requirements for special height review as spelled out in 3.5.1 (G) of the
Land Use Code.
Engineering

1. Larimer County Road Impact Fees and Street Oversizing Fees apply to this project.
Contact Matt Baker at (970) 224-6108 for an updated estimate of the fees for this
use.
2. A Transportation Impact Study will be required for this project. Contact Eric Bracke
at (970) 224-6062 to discuss. A copy of this study needs to be submitted to Kathleen
Bracke in Transportation Planning in addition to the required submittal copies. See
below.
3. You may need to dedicate additional right-of-way, utility or access easements based
on the River Improvement Project along Willow, which is kicking off in October of this
year. Please coordinate with Kathleen Bracke on this project. Her contact
information is listed under Transportation Planning below.
4. Utility plans, a Development Construction Permit and a plat will need to be prepared
for this project.

For your information, attached is a copy of the Staff's comments for your proposal for the
redesign and rebuilding of the Northside Aztlan Center, which was presented before the
Conceptual Review Team on September 26, 2005. There was a conceptual review held
previously on June 25, 2001. This comment letter is updated and takes into consideration the
sketch plans presented by the design and engineering team selected by the City and therefore
supersedes the previous comment letter.
The comments are offered by staff to assist you in preparing the detailed components of the
project application. Modifications and additions to these comments may be made at the time of
formal review of this project.
