It seems that it may be problematic to install tree grates, other street features, or sidewalk around mature trees in the future. For site planning/landscaping purposes it may be safest to make the assumption that there will be on -street parking provided, even though this is not yet "set in stone". If there are any issues with this course of action lets discuss them early. Thanks. Department: Transportation Planning Issue Contact: David Averill Topic: Landscape Plan Number: 48 Created: 1/10/2006 [1/10/061 Minor issues related to bicycle parking: I would strongly suggest that this project provide bicycle parking well BEYOND what the code requires since it is likely (due to the recreational nature of the use and proximity to the Poudre Trail) that many users of this facility will be arriving via bicycle. The location of bicycle parking is another issue. As currently shown, the proposed bicycle parking is encroached upon by a tree and does not satisfy the requirements of the LUC. In addition, it would make sense to provide bicycle parking at the main entrance to the building along Willow St., as well as somewhere in the vicinity of the basketball courts and/or skate park when they are complete. I believe that Current Planning Staff has some redlined plans outlining these considerations. Thanks. Willow will be a Collector, but it is TBD whether or not on -street parking will be provided. Page 6 Topic: General Number: 51 Created: 1 /10/2006 [1 /10/06] There appears to be several outside entities that would need to provide a letter of intent for the work that is occurring on their easement/right-of-way and/or the vacating of the rights as shown on the plat. North Weld County, Xcel Energy, Colorado -Wyoming Gas Company, and United Way should provide letters of intent. Burlington Northern Railroad appears likely as grading may be occurring within their easement. Mountain States Telephone and Telegraph doesn't appear to be impacted and thus a letter of intent is likely not required. Further work into arriving at the amount will need to be made. (D) and (E). I suggest vines to soften the architecture and blend with the riverscape. A trellis system could structure them to prevent them from covering the upper level windows. Good examples in town are the Circuit City/Linens and Things and the Rigden Farm King Soopers. Another more way out idea is a art in public places project, like perhaps a mural of Aztlan in Fort Collins done with participation of youths that use the center. Oh, I'm getting carried away.... This will make it clearer to the hearing officer what portion of the building needs review since it is so small. At the time of Final Plan submittal, you will need to call out all specific plant materials to be used and identify them on the landscape plan. For pre -hearing review, we need enough information, possibly in the form of notes on the plans, to make sure that standards will be met. Number: 30 Created: 1 /9/2006 [1/9/06] The separation distances between light poles and shade trees is only an issue for City streetlights on the right-of-way, not for parking lot light poles. My apologies for not catching that when you called earlier. Therefore, you will need to increase the number of street trees to meet interior parking lot landscaping standards. Shade trees must also be provided to standards along the main drive aisle. The street tree requirement along Willow is satisfied by the shade tree "grove" in the front. There is a concern, though that one of the trees is in the right-of-way that could be used in the Downtown River Improvement project; this tree may have to be removed or relocated if the full right-of-way is needed. I'm sure that there are design constraints, but given that this is a major activity center that attracts a lot of kids, the parking lot should prioritize pedestrians and their convenience more than it does. Once repeat users learn that it works to enter at United Way, it will probably work, but there will always be folks who enter off Willow who are likely to go the wrong way which isn't too safe. Is it possible to create an additional turnaround further back in the site that would mitigate this issue? Also, consider this potentially frequent scenario: mom or dad drops the kids and their gear off at the door and then parks to be a spectator at the game. That's a lot of looping through the parking lots. Number: 72 Created: 1 /13/2006 [1/13/061 There is a small section of the bike trail that is proposed to remain asphalt. This bit is between the Poudre trail which is concrete and the new spur to the center which is concrete. Is it possible to rip that one remaining asphalt bit out and create a continuous concrete path? Extruded concrete is less expensive than formed and the resulting economy of scale may eliminate additional expense. First is the relationship of parking to a building entrance created by the location of the parking lot and the location of the building entrances. Second, I see a number of specific locations where walkways do not appear to accommodate the logical routes of movement. It looks like these two issues would create numerous everyday frictions or inconveniences for users of the facility. Given the civic importance and the opportunity to demonstrate how the City would like development to work, I would like to explore these concerns.
