Topic: Plat
Number: 18 Created: 1 /5/2006
[1/5/06] Plat should identify 100 year FEMA Floodplain limits. The floodplain is currently
being revised by a LOMR. Suggest waiting until later in the approval process to include the
floodplain and floodway lines on the plat. That way maybe the LOMR will be approved and
the new lines can be used.
• We'll keep showing the lines that we know are current — if the LOMR gets
done, we'll revise.
Please designate all areas within the United Way parking lot taking offsite flows as a
drainage easement.
• Revised.

Topic: Water/WW
Number: 60 Created: 1 /11 /2006
(1/11/06] Provide easement for the water main, fire hydrant and curb stop.
• This has been done.
Number:61 1 Created:1/11/2006
[1/11/061 Add notes on the abandonment of water/sewer lines and services.
• Will be noted on final.
Number: 63 Created: 1 /11 /2006
[1/11/06] Is the new sewer service connecting at the same point as the old service?
• Yes.
Number: 64 Created: 1/11/2006
[1/11/06] Temporary sewer service is shown at 0.5% grade. Minimum grade on a 6-inch
service is 1 %.
• The sewer in the alley is the only possible location to sewer the existing
building (short of leaving the existing service under the new building during
construction). The contractor will be present while this temporary,
substandard service is being used and if there are any problems, they will be
available to fix them. We'll pothole the connection point prior to
construction and hopefully, the service can be steeper.

[1/10/06] As a reminder, this project will be required to provide a fee in lieu of
designing/building the ultimate frontage for Willow St. (TBD by the DTRD design project).
Please coordinate with Engineering staff to arrive at an acceptable amount.
Number: 53 Created: 1 /10/2006
[1/10/06] To avoid future issues with trees and the new (TBD) streetscape, it is strongly
suggested that any proposed landscaping (trees in particular) be installed outside of the
ROW or at a minimum at the back of ROW. It seems that it may be problematic to install
tree grates, other street features, or sidewalk around mature trees in the future. For site
planning/landscaping purposes it may be safest to make the assumption that there will be
on -street parking provided, even though this is not yet "set in stone". If there are any issues
with this course of action lets discuss them early. Thanks.
• No trees are shown within the Willow St. ROW on the revised drawings.
Department: Stormwater-Water-Wastewater Issue Contact: Basil Hamdan
Topic: Drainage Plan
Number: 17 Created: 1 /5/2006
[1/5/06] Please provide a detail for the proposed bio-swales.
• A cross section will be added during final.
Thank you for including all of the off -site areas in your water quality pond design. At final
water quality outlet details should be provided.
• A variance has been requested for the water quality pond (in the report)
At final, more analysis will be required regarding the overtopping of the water quality pond.
Reinforcement of the overflow area might be required.
• This is discussed in the variance.
Topic: Floodplain
Number: 71 Created: 1/13/2006
[1/13/06] [1/10/06] If the LOMR is approved, please update the floodplain, floodway, and
product corridor lines on the plans. The floodplain, floodway and Product 6 corridor lines
should also be on the site plan.
• The flood -related linework is shown on the site plan.
Topic: Grading Plan
Number: 16 Created: 1 /5/2006
[1/5/06] Line work seems too busy. Please simplify.
• The grading plan will be done at a larger scale at final.
Topic: Landscape Plan
Number: 19 Created: 1 /5/2006
[1/5/06] At final please provide appropriate plantings for the proposed water quality pond.
Page 10
• Per the meeting on February 24, 2006 with Anne Aspen, Clark Mapes, Doug
Moore and the design team, it was decided that evergreen trees (White Pines
or similar) are to be planted on the north side of the building to screen the
fapade.
Topic: General
Number: 46 Created: 1 /10/2006
[1/10/061 Locations of trash enclosures have not been identified. If trash will be collected
and stored within the building please provide a letter detailing how subsection 3.2.5 (Trash
and Recycling Enclosures) of the Land Use Code is being met.
• Trash and recycling are noted on the site plan. The trash enclosure is to the
east side of the building behind a screen wall, Aller-Lingle has included
calculations for the required amount of space, excluding the square footage
for the gymnasium
Topic: Landscape Plan
Number: 47 Created: 1 /10/2006
[1/10/06] Landscape Plan lacks detail at this level of review. The next submittal should
include planting notes and schedules listing ratios native seed mixes.
• Additional information has been added to the resubmittal landscape plan.
Department: Transportation Planning Issue Contact: David Averill
Topic: Landscape Plan
Number: 48 Created: 1 /10/2006
[1/10/06] Minor issues related to bicycle parking: I would strongly suggest that this project
provide bicycle parking well BEYOND what the code requires since it is likely (due to the
recreational nature of the use and proximity to the Poudre Trail) that many users of this
facility will be arriving via bicycle. The location of bicycle parking is another issue. As
currently shown, the proposed bicycle parking is encroached upon by a tree and does not
satisfy the requirements of the LUC. In addition, it would make sense to provide bicycle
parking at the main entrance to the building along Willow St., as well as somewhere in the
vicinity of the basketball courts and/or skate park when they are complete. I believe that
Current Planning Staff has some redlined plans outlining these considerations. Thanks.
• Bicycle parking has been increased to accommodate 28 bicycles. Bike rack
locations have also been changed; please see the site plan for locations.
Number: 49 Created: 1 /10/2006
[1/10/06] Please strike the "no -parking" note beneath the typical street section on the front
sheet of the utility plan set. Willow will be a Collector, but it is TBD whether or not on -street
parking will be provided.
• The typical section has been removed —this project will just patch curb on
Willow.
Page 9
Number: 69 Created: 1 /11 /2006
[1/11/06] I'd ideally like to see easement/right-of-way boundaries on a sheet showing
proposed grades, utilities, and other general disturbance in order to ascertain which outside
entities are being impacted as it related to ID# 51.
• The sheets in the utility plan have not been changed. North Star can prepare
you a drawing that has this infonnation separately if you still feel it is
needed. Steve Seefeld, the City Attorney and the surveyor are all working
together to get the proper signatories on the plat.

[1/10/061 The Certificate of Dedication statement should probably be modified as the City
isn't looking to convey anything onto itself.
• The plat language has been worked on since our first submittal.
Number: 54 Created: 1 /10/2006
[1/10/06] There are several trails within the property (mostly Lot 2) that do not fall within an
alignment/area. Wouldn't it be beneficial to provide for these on the plat?
• These areas are now shown on the plat.
Number: 70 Created: 1 /11 /2006
[1/11/06] Technical Services has been requiring that lots on a plat all fit on one sheet. If
this cannot be accomplished then a matchline needs to be provided.
• A matchline has been provided.
Department: Light & Power Issue Contact: Doug Martine
Topic: Electric Utility
Number: 1 Created: 12/23/2005
[12/23/05] In order to maintain electric service to the existing facility during construction,
substantial temporary relocations of the electric utility system will be necessary at owner's
expense.
Number: 2 Created: 12/23/2005
[12/23/05] Light & Power will need electric load information provided by completing a C-1
form. Also will need to have the locations of new electric lines and transformer coordinated
with Light & Power. The transformer will need to be within 10 ft. of an all weather service
accessible to a utility line truck. Other minimum clearance requirements will apply.
Department: Natural Resources Issue Contact: Doug Moore
Topic: Architecture Plans
Number: 45 Created: 1 /10/2006
[1/10/06] After reviewing the architecture elevations that the north side of the structure
appears as one large mass facing the river, this will not meet compliance with section 3.4.1
(1) of the land use code. Please contact Doug Moore to explore ideas on how to meet this
standard.
Page 8
• There was a problem plotting that has been resolved.
Number: 56 Created: 1 /10/2006
[1/10/06] The grading contours are difficult to discern existing and proposed contours. Can
different line weight be used to
• We have tried to clean up the grading plan; we still are only using one sheet
at preliminary. The scale will be increased at final.
Topic: General
Number: 51 Created: 1 /10/2006
[1/10/06] There appears to be several outside entities that would need to provide a letter of
intent for the work that is occurring on their easement/right-of-way and/or the vacating of the
rights as shown on the plat. North Weld County, Xcel Energy, Colorado -Wyoming Gas
Company, and United Way should provide letters of intent. Burlington Northern Railroad
appears likely as grading may be occurring within their easement. Mountain States
Telephone and Telegraph doesn't appear to be impacted and thus a letter of intent is likely
not required.
• The project has been working with North Weld and Xcel. There is nothing
happening on the railroad easement.
Number: 57 Created: 1 /10/2006
[1/10/06] The construction drawings specify a Tract B south of the United Way building
while the plat specifies this as Lot 4.
• The tract name is correct.
Number: 58 Created: 1 /10/2006
[1/10/06] With the Downtown River District Project looking into improving Willow Street and
the project not designing Willow Street a dollar amount to satisfy the frontage improvement
requirement along Willow Street will be required. Further work into arriving at the amount
will need to be made.
Number: 67 Created: 1 /11 /2006
[1/11/06] Resolution regarding the variance request for taking drainage from Willow Street
onto the driveway will be postponed and taken into consideration with the Willow Street
design. The frontage escrow for improvement will likely need to also factor in a drainage
structure to divert flows underneath the street sidewalk.
Number: 68 Created: 1 /11 /2006
[1/11/06] The variance request to not require a 9' utility easement along Willow Street is
noted and I'll look to schedule a utility coordination meeting to help potentially verify the
probability of eliminating the easement.
• The Utility Coordination Meeting was held, notes were emailed by North
Star and there have been no comments that eliminating this easement is a
problem.
Page 7
• Per the meeting on February 24, 2006 with Anne Aspen, Clark Mapes, Doug
Moore and the design team, it was decided that evergreen trees (White Pine
or similar) are to be planted on the north side of the building to screen the
fagade.
Topic: Lighting Plan
Number: 39 Created: 1 /9/2006
[1/9/06] Areas highlighted in pink are not adequately lit. Please address.
• Supplementary lighting has been added to increase the illuminance levels in
most of the areas highlighted in pink on the review plan. However, the City
of Ft. Collins has required this facility to attain a LEED Silver rating. One
valuable credit for this LEED rating is gained by designing the site lighting
illuminance levels to meet or be lower than those set forth by IESNA
guidelines. Please note that the design team is attempting to gain a variance
to the Ft. Collins Land Use Code on the minimum site illuminance levels in
order to gain this LEED credit. Therefore, the levels in several cases are
below the FCLUC requirements and more in line with the IESNA
guidelines.
Number: 40 Created: 1 /9/2006
[1 /9/06] Plan needs to include sketch or photo info from cut sheets for each fixture
proposed. Unable to find online.
• A drawing sheet has been added to the PUD submittal which contains the
requested information.
Number: 41 Created: 1 /9/2006
[1/9/06] How will building facades be lit? Please coordinate with architect so they can show
fixtures on elevations.
• The facades will be lit with exterior wall sconces and wall packs. These
items are now coordinated with the architect.
Topic: Shadow study
Number: 34 Created: 1 /9/2006
[1/9/06] The shadow study looks fine. It would be a good idea to indicate what portion of
the building is over 40' in height, either in a small exhibit on the shadow study or on the
elevations. This will make it clearer to the hearing officer what portion of the building needs
review since it is so small.
• This is shown on the elevations.

Topic: Construction Plans
Number: 55 Created: 1/10/2006
[1/10/06] The preliminary removal plan should use different shading to delineate the areas
being removed, the solid black should be avoided.
Page 6
Number: 29 Created: 1/9/2006
[1/9/06] The print quality of page LS1.3 is poor. I am unable to review completely. At the
time of Final Plan submittal, you will need to call out all specific plant materials to be used
and identify them on the landscape plan. For pre -hearing review, we need enough
information, possibly in the form of notes on the plans, to make sure that standards will be
met.
• Linework for print quality has been adjusted. Additional plant callouts will
be done at the time of the FDP.
Number: 30 Created: 1/9/2006
[1/9/06] The separation distances between light poles and shade trees is only an issue for
City streetlights on the right-of-way, not for parking lot light poles. My apologies for not
catching that when you called earlier. Therefore, you will need to increase the number of
street trees to meet interior parking lot landscaping standards. Shade trees must also be
provided to standards along the main drive aisle. The street tree requirement along Willow
is satisfied by the shade tree "grove" in the front. There is a concern, though that one of the
trees is in the right-of-way that could be used in the Downtown River Improvement project;
this tree may have to be removed or relocated if the full right-of-way is needed..
• Shade trees have been added to the parking lot and the entry drive. The
revised plan does not shown trees within the Willow St. ROW.
Number: 31 Created: 1/9/2006
[1/9/06] Beware of sight distance triangles at intersections, including in your parking lot.
Ornamental trees may be problematic. Lowest branches in sight distance triangles must be
at least 6 feet from ground.
• Noted. Trees at intersections will not have low branches and shrubs and
grasses in the parking islands will be below 24" in height.
Number: 32 Created: 1/9/2006
[1/9/06] Landscaping and screening (a fence) is needed between the small satellite parking
lot and the future Willow Street Lofts project, which is proposed to be residential.
• The existing United Way parking lot does not provide screening along the
future proposed residential project, and we are being consistent with that
character. We propose to coordinate this item with the developer of the
residential project.
Number: 33 Created: 1/9/2006
[1/9/06] The north side of the project needs to be screened in order to meet standards of
Section 3.2.1 (E)(1)(b), Sections 3.4.1 (1) and (L) and Sections 3.5.3. (D) and (E). I suggest
vines to soften the architecture and blend with the riverscape. A trellis system could
structure them to prevent them from covering the upper level windows. Good examples in
town are the Circuit City/Linens and Things and the Rigden Farm King Soopers. Another
more way out idea is a art in public places project, like perhaps a mural of Aztlan in Fort
Collins done with participation of youths that use the center. Oh, I'm getting carried away....

[1/13/06] Ron Gonzales comments that the sprinkler riser needs to be on the southeast
corner of the building and that there needs to be a hard surface at that entry to connect it
with the emergency access to allow an emergency medical team to wheel someone out to
an ambulance.
• The sprinkler connection is at the southeast corner 5" per Aller-Lingle
Architects' conversation with Carie Dann, the surface at this area has a
concrete path.

[1/9/06] Please show proposed lighting fixtures on the elevations.
• These are now shown on the elevations.
Number: 36 Created: 1/9/2006
[1/9/06] There is a volume on the right side of the front elevation that is indicated with dotted
lines. Please call out what this is and what materials/colors will be used. HVAC?
• This is an HVAC unit; it is now hidden in the front elevation by the roofing
and screened on the east by corrugated metal.
Number: 37 Created: 1/9/2006
[1/9/06] The front fagade does not technically meet our base standards, but I understand
your design choices. I've checked with the Director of Current Planning and he concurs that
this is acceptable.
• Thanks.
Number: 38 Created: 1/9/2006
[119/061 The mass on the right side of the east elevation needs articulation or screening to
meet the standards of Section 3.5.3. Perhaps it could get the same type of trellis and vine
treatment as the north fagade?
• The east fagade now meets the land use code: by pilasters at less than 30' on
center, there are multiple changes in texture, color, materials and masonry
patterns, the base is split faced masonry, and there is a top with ground face
masonry.
Topic: Landscape Plan
Number: 28 Created: 1/9/2006
[1/9/06] Please add a table, probably on LS1.4 or in the main Land Use Data table on
SD1.1 that shows the total square footage within the parking lot, and the total amount of
landscaping.
• This information has been added to LS I A.
Page 4
• Bicycle parking has been increased to accommodate 28 bicycles. Bicycle
parking is now located at the primary building entrance, by the skatepark
and where the Poudre River trail connects with the parking drive.
Number: 23 Created: 1/6/2006
[1/6/06] Please contact me to discuss the sidewalk network in the parking lot. The north
south walkway is great, but there are no other walkways through the parking. I'm sure that
there are design constraints, but given that this is a major activity center that attracts a lot of
kids, the parking lot should prioritize pedestrians and their convenience more than it does.
I've scribbled a couple of ideas on the plan.
• Due to site constraints — size of the lot in accommodating community center
program and necessary parking — we are unable to increase the sidewalks in
the parking lot.
Number: 24 Created: 1/6/2006
[1/6/06] The ramp system at the handicap parking areas doesn't make sense. Please see
redlines. Is the small satellite parking area behind Willow Street Lofts handicap accessible
or not? Plans conflict. If so, ramps are needed.
• Ramps have been adjusted to work for all spaces. The small lot behind the
proposed Willow Street Lofts is not handicap.
Number: 25 Created: 1/6/2006
[1/6/06] Please get rid of all the extraneous lines.
• Linework has been cleaned up on the site plan sheets.
Number: 26 Created: 1/6/2006
[1/6/06] The drop-off solution provides a good green space and setback for the front fagade
but it does not work for incoming traffic off Willow. Once repeat users learn that it works to
enter at United Way, it will probably work, but there will always be folks who enter off Willow
who are likely to go the wrong way which isn't too safe. Is it possible to create an additional
turnaround further back in the site that would mitigate this issue? Also, consider this
potentially frequent scenario: mom or dad drops the kids and their gear off at the door and
then parks to be a spectator at the game. That's a lot of looping through the parking lots.
• Per our meeting the site circulation has been reviewed.
Number: 72 Created: 1 /13/2006
[1/13/06] There is a small section of the bike trail that is proposed to remain.asphalt. This
bit is between the Poudre trail which is concrete and the new spur to the center which is
concrete. Is it possible to rip that one remaining asphalt bit out and create a continuous
concrete path? Extruded concrete is less expensive than formed and the resulting economy
of scale may eliminate additional expense.
•. The asphalt trail is not going to be replaced as apart of this project.

[1/3/06] Rick Lee with Building Inspection has submitted a list of codes and standards that
they will enforce. This list is included with your redline packet. Please schedule a required
presubmittal meeting with them.
• A presubmittal meeting was held March 13, 2006.

[1/6/06] There are additional minor comments on the redlines. Please return all redlined
plans at resubmittal.

[1 /10/06] Len Hilderbrand of Xcel Energy comments as follows:
+ 10' IP gas line to be relocated. Proposed new 20' WE appears to be adequate.
+Developer to contact Xcel Energy to request estimate for proposed project.
• Per our meeting of 1/25/06 we are proceeding with new alignments so Xcel
can price and relocate the gas line during the spring / summer due to less gas
use during this time frame.
Topic: Site Plan
Number: 20 Created: 1 /6/2006
[1/6/06] Needs legal description on the cover sheet as well as an overall sheet index of site,
landscape, arch. elevs., lighting plan, shadow analysis and context map.
• These items have been added to the site plan cover sheet.
Number: 21 Created: 1 /6/2006
[1/6/06] Add parking requirements and data. Add note that parking spaces overhang
landscaping and thus, the 17' dimension.
• Additional parking data has been added to the site plan cover sheet.
Number: 22 Created: 1 /6/2006
[1/6/06] Bike parking should be located in convenient places. Please see redlines for
further comments. Also, based on your parking numbers, the minimum required bike
parking is 9. 1 strongly suggest that you provide substantially more, given the site's
proximity to the Poudre Trail, and the recreational use. 12 seems pretty slim.

Department: Advance Planning Issue Contact: Clark Mapes
Topic: General
Number: 74 Created: 1 /17/2006
[1/17/06] 1 have concerns about the directness and efficiency of the circulation system.
First is the relationship of parking to a building entrance created by the location of the
parking lot and the location of the building entrances.
• The parking is located behind the building to serve multiple uses: the skate
park, handball courts, Heritage Park and the Aztlan Center. A network of
sidewalks connects the parking with these uses and connects the parking to
the front entrance.
Second, I see a number of specific locations where walkways do not appear to
accommodate the logical routes of movement. It looks like these two issues would create
numerous everyday frictions or inconveniences for users of the facility. Given the civic
importance and the opportunity to demonstrate how the City would like development to
work, I would like to explore these concerns. Marked up plans are enclosed to help illustrate
the concerns. Thanks.
• Some adjustments to the pedestrian circulation and parking have been made
based upon the comments.

[1/3/06] Dennis Greenwalt of Comcast comments:
Comcast Cable currently has facilities that run through the alley way just on the north side of
the Bas Bleu Theatre and then to the current Northside Aztlan Center. We would again like
to request that the alleyway be left as a utility easement so that service can be provided to
the new building.
• Currently we are asking to vacate the alley and simultaneously dedicate it as
utility easement. The cable line will not be relocated with this project.
