Here is what must be dedicated on the plat: From Willow Street, the drive aisle all the way north to the first drive aisle north of the structure, then west to the end of that drive aisle, north to the next closest drive aisle, then east to the original drive aisle, and south until it connects with the original drive aisle off Willow Street. Department: Transportation Planning Issue Contact: David Averill Topic: Overall Utility Plan Number: 84 Created: 4/25/2006 [4/25/06] The sidewalk on the north side of the building needs to be configured at 6' minimum since it is adjacent to head -in parking. I think we should perhaps talk about widening it beyond that if indeed there is no curb there (as indicated on sheet 5 of the Utility Plans). Seems to me that it will be easy for vehicles to park on this walking surface if we do not take some sort of action (curb, wheel stops, or something else?) to keep that from happening. Thanks. Please provide a calculation for 100 year flows within the channel. ■ The swale calculations area included in the report. The vegetation in the swales is shown on the landscape plan. You may need to stub out pipe to future development on the Willow Street Lofts. Coordinate with Willow Street Lofts design. • This project is providing a drainage easement from the Willow Street Lofts to the swale. Aztlan does not need to provide a pipe. If one is needed, it can be installed by the development. [1/5/06] Please provide a detail for the proposed bio-swales. ■ Noted; included on the landscape plan. Thank you for including all of the off -site areas in your water quality pond design. At final plan review, water quality outlet details should be provided. It appears that parking along the north side of the building will result in the pedestrian space for the sidewalk being compromised without the curb to provide a physical barrier for the vehicles. (Follow-up: In checking with Transportation Planning, the use of curb stops mentioned at staff review should be indicated on the plans and the sidewalk will still need to be widened to 6'.) ■ The parking spaces have been made full depth (19') and the HCAP sign will be between the parking space and the walk. [1/10/06] There appears to be several outside entities that would need to provide a letter of intent for the work that is occurring on their easement/right-of-way and/or the vacating of the rights as shown on the plat. North Weld County, Xcel Energy, Colorado -Wyoming Gas Company, and United Way should provide letters of intent. Burlington Northern Railroad appears likely as grading may be occurring within their easement. There is an existing sidewalk up at the level of the street. Is it possible to leave that as built (with a few repairs)? Then bring new sidewalks pretty much as you show them, down to the entry area? The street sidewalk serves through -walkers. I am unable to review completely. At the time of Final Plan submittal, you will need to call out all specific plant materials to be used and identify them on the landscape plan. For pre -hearing review, we need enough information, possibly in the form of notes on the plans, to make sure that standards will be met. Number: 93 Created: 5/1 /2006 [5/1/06] Final Plan Review: Clark and I are a little confused about the revisions made to the front "orchard". What kind of trees are they? Hopefully not Aspen. It might be really nice with Serviceberry (tree form). And how will the informal plantings of shrubs and trees in the grass work - what's the concept there? How will it be maintained? Is it appropriate for this context? We definitely want to see something wonderful in this area but we aren't sure if we are seeing this correctly. How about the landscaping on the hill in front? Will that stay as is with turf? Does it relate to the landscape plan for the orchard? Is it intended that this area would be addressed in the Downtown River District Improvement Project? (If so, please make a note on the plans to avoid confusion.) ■ Landscape plans have more detail now, and the above issues should be more clear now.
