These must be saved using the optimization tool which flattens the drawings, removes layers, paper space view ports, and other entities. Please see the electronic submittal requirements https://www.fcgov.com/developmentreview/files/electronicsubmittalrequirementsandfilenamingstandards_v1_8119.pdf?1566857888RESPONSE:PDF’s were created using the step-by-step instructions provided on the City’s submittal requirements. Comment Number: 38 Comment Originated: 10/27/202010/27/2020: With the new retaining wall proposed along the east side of lot 8, this is a code issue due to the proposed 6’ fence on top of the 3’ retaining wall. Per the fencing standard in LUC 3.8.11, the height of the fence is the distance from the top of the fence to the finish grade of the lot under the fence. In this case the outside portion of the lot would have a 9’ tall fence which does not meet the code.RESPONSE: Acknowledge. The wall is depicted as being located adjacent to the fence and interior to the lot line of lot 8. Comment Number: 39 Comment Originated: 10/27/202010/27/2020: Staff has received attached exhibits from area residents regarding the 12’ width and use of the trail tract. The residents have concerns about the width and function of the access area. Please let me know if the owner/applicant team has ideas to address this.RESPONSE: The plan proposed a 12’ wide tract. The trail has been relocated to be closer to Lot 8. In addition, a bollard has been added to the plans to limit vehicular use in this area to authorized users. RESPONSE: A no parking sign was added, and the curb will be painted red per PFA Comment #1.03/03/2020: FOR HEARING No parking can be allowed in the private access road (too narrow). It should be signed as 'no parking'.RESPONSE: A no parking sign was added, and the curb will be painted red per PFA Comment #1.Comment Number: 1 Comment Originated: 09/08/202009/08/2020: FOR INFORMATION:Please show the sight distance for the Langdale and Clarendon intersection in regard to the Landscaping plans for that corner. Please maintain 50 feet of clearance approaching the stop sign to the nearest tree.RESPONSE: Sight distance triangles are provided. It seems like you were intending to provide 100% LID treatment with the 2 rain gardens, however different locations in the report state 90% and later 66% LID treatment. Please see redlines for more information.RESPONSE: The drainage report and exhibits were updated. However, because of grading constraints along the east side of the project and access requirements required by the ditch owners, the concrete and gravel path along the east side of the project will not be able to drain towards the rain gardens and the detention pond.Comment Number: 39 Comment Originated: 10/27/202010/27/2020: FOR FINAL PLAN – All drainage swales receiving runoff from upstream properties, but no longer sharing a lot line, will require a drainage easement. See Plat redlines for more information.RESPONSE: Easements added to plat.Comment Number: 40 Comment Originated: 10/27/202010/27/2020: FOR FINAL PLAN – The swaledriveway crossings and access drive crossings will need more detailed design – especially the western access drive crossing. See redlines for more information.RESPONSE: More detail for access drives is provided.Comment Number: 41 Comment Originated: 10/30/202010/30/2020: FOR FINAL Pond Overflow and Freeboard: Provide confirmation of spillway capacity (flow depth and spread for Q100), top of pond elevation, and freeboard – per city criteria. Also eliminate "or approved equal" as I am not sure what an approved equal is in this instance.RESPONSE: Updated.Department: ParksContact: Aaron Wagner, aawagner@fcgov.comTopic: GeneralComment Number: 23 Comment Originated: 10/28/202010/28/2020: FOR INFORMATIONThank you for including the 12 foot wide pedestrian/ditch access easement on the east side of the property. We appreciate your efforts and cooperation in helping to work through this. Parks has become aware of neighboring property owner concerns and is aware that Planning staff are conducting field visits to address their concerns. We are standing by to see how these concerns will be addressed by the development team. Please keep us in the loop on how this issue develops.RESPONSE: Acknowledged. Comment Number: 24 Comment Originated: 10/28/202010/28/2020: FOR INFORMATIONOur only minor concern at this time is the cobble rock mulch being specified within the east easement. Please change this to ¾ inch – 1½ inch crushed rock. This material is much easier to drive on than cobbles. If the development team does not want to use this material for the entire area then a ‘tire track’ of this would suffice. This would allow one tire to remain on the sidewalk and one tire to be on the crushed rock.RESPONSE:This area has been revised to crusher fines (breeze). If it is helpful, we can specify that a stabilizer is added which will make it more rigid. Comment Number: 25 Comment Originated: 10/28/202010/28/2020: FOR INFORMATIONAs an FYI, the Parks Department will put together a “best practices for maintenance” document to address some of the neighbors concerns regarding safety and cultural practices. We will begin to put this together to roll out to the other ditch owners at FDP. Please let us know if you have any questions or coordination items.RESPONSE: Acknowledged. Department: ForestryContact: Nils Saha, nsaha@fcgov.comTopic: GeneralComment Number: 22 Comment Originated: 09/14/202010/26/2020: FOR FINAL UPDATEDPer discussion with the applicant team, the two trees proposed on the 4:1 slope will require stabilizing features. We suggest a short, halfmoon retaining wall design on the downhill side of the trees. Please provide a detail at FDP. RESPONSE: Noted; a detail is includedin the FDP package.9/8/2020: FOR HEARINGAs a follow up to discussions regarding the drainage pond, please coordinate any changes to proposed trees south of the pond with Forestry. There is a 4:1 slope shown just south of the proposed trees (please see redlines). Proposed trees should be kept out of that slope.RESPONSE: Acknowledged. Trees have not been relocated since PDP. The trees within the slope from PDP now include a stabilizing feature as shown on the plans and detail.
