COMMENTS RE FRONT PORCH PROPERTY, 1234 WEST PROSPECT
This proposal is an inevitable result of several previous
forces in the community:
1. The improvement of Prospect from Shields west. Before
that traffic was minimal. It soon became a speedway.
Families used to live there.
2. Because of the fact that the housing was no longer
attractive to families, many houses became rentals. It
was only a matter of time that the commercial enterprises
per -witted under the zoning would find this an attractive
location.
We will now have a spot commercial. The inevitable result
will be a strip of commercial ventures. I don't know if
this is what the City is planning. It's the money that
will talk, not the plan.
Is it better to have a strip commercial along Prospect
rather than all the commercial in a neighborhood shopping
center. I don't know. Perhaps you do.

The Planning and Zoning Board of the City of Fort Collins, Colorado, on Thursday,
April 20, 2006, at 6:00 p.m. in the Council Chambers", City Hall West, 300 LaPorte
Avenue, will hold a public hearing on a proposed project in your neighborhood. The
proposed project is commonly known as Front Porch Property, 1234 West Prospect
Road Change of Use — Project Development Plan, #5-06.
This is a request to convert an existing single-family residence located at 1234 West
Prospect Road Into an office -for Front Porch Property Services, Mt., a property
management company. The property is located on the north side of West Prospect
Road and west of South Shields Street, and is in the LMN - Low Density Mixed -Use
Neighborhood Zoning District. General offices of this type are permitted uses in the
LMN, Low Density Mixed -Use Zoning District, subject to Planning and Zoning Board
review. The existing 1080 square foot building will remain relatively unaltered, and site
improvements will include paved parking, handicap accessibility, additional landscaping
and construction of a front porch.
Both the Planning and Zoning Board and the City Planning Staff consider your interest
and input in this matter, as well as your neighbor's input, an important part of the City's
review of this proposal. If you are unable to attend the public hearing, but would like to
provide input, written comments are welcome.
The list of affected property owners for this public meeting is derived from official
records of the Larimer County Assessor. Because of the lag time between occupancy
and record keeping, or because of rental situations, a few affected property owners may
have been missed. Please feel free to notify your neighbor of this pending meeting so
all neighbors may have the opportunity to attend.

Re: April 20, 2006 HEARING
Recently I received a notice of a PUBLIC HEARING (see enclosed
notice.)
Announced time was 6 p.m. I figured I could attend and get
home before dark as I do not drive at night.
Upon arriving at City Hall and locating an Agenda of
P and Z MEETING for this date. Examination showed that
this item was on the consent Agenda. That meant that if I
wanted to discuss this item I needed to pull it off Consent.
I realized then that discussion might occur after dark. I
left.
I suggest it would have been far more candid to inform the
public with the enclosed notice if we were told that in
order to turn this in to a PUBLIC HEARING someone needed to
pull this off consent. I have been to many PUBLIC HEARINGS.
I do not consider this a PUBLIC HEARING, even though it
could be turned into a public discussion.
I am disappointed that your process was not clear.
Because I was out of the country until the afternoon of the
20th I was not able to submit written testimony. I am en-
closing my remarks. They are general in nature and I had no
position on this particular item.
