excessive speeding, and I'm afraid this school will add to that.
I would like the City to explore some other traffic calming
measures because the existing speed bumps do not successfully
mitigate the problem.
8. Question: (Resident) Where will the playground go? Will you remove
landscaping to install it? Will there be a fence?
Response: (Applicant) The playground will go on the north side of the
building, in a portion of the existing parking lot. All landscaping
will remain, and a chain link fence will border the playground.

Response: (Applicant) At this point, no bus service is proposed. However,
in the future, a shuttle service may be implemented. The
majority of our students have siblings who are also enrolled, so
that will help with the number of trips to the school. Carpooling
will be encouraged.
2. Question: (Resident) Will the school have a gym and cafeteria on site?
Response: (Applicant) The building has a large open space inside, which will
be used for daily exercise and other activities that would
normally require a gym.
3. Question: (Resident) How will the traffic be controlled?
Response: (Applicant) The cars will enter the site on the southwest side
through a right -in only entrance from McMurry Ave. Stacking
lanes and loading areas are provided on -site and then cars will
exit (right or left turns) onto Monte Carlo Dr. The majority of
the traffic will be coming from the west and south ends of
town, using Harmony, not cutting through the neighborhood.
Also, a right -out only exit onto Monte Carlo Dr. was considered,
but the traffic engineers prefer a signaled intersection to get
out to Harmony (the McMurry/Harmony intersection) rather
than a right -turn only from Innovation onto Harmony.
4. Comment: (Applicant) I should also mention that the school will begin the
day one hour earlier than the nearby Kruse Elementary, and end
one hour later. Therefore, peak traffic periods will not overlap
for the two schools.
5. Question: (Resident) Will there be a crossing guard at the four-way stop
at McMurry and Monte Carlo?
Response: (Applicant) Yes, the school will provide a crossing guard at this
intersection.

PROJECT SUMMARY. The applicant proposes a conversion of an existing three-
story office building at 4512 McMurry Avenue to a grade K through 8 charter
school. The property falls within the HC - Harmony Corridor Zoning District, in
which public and private schools for elementary, intermediate and high school
education are permitted uses. This request for review from the Northern
Colorado Academy of the Arts and Knowledge (NCAAK) has been submitted as a
Site Plan Advisory Review, pursuant to Colorado State Statute 22-32-124, which
allows the Planning and Zoning Board to review and comment on the proposal, based
on the project's location, character and extent. If the Planning and Zoning Board
members are not satisfied with the applicant's response to their comments, they
may request a hearing before the State Board of Education, governing body for
this charter school.
