Shelby,
Thanks for the update regarding NCAAK. I spoke with our attorney and
although we have every intent to open the school with staggered times.
However, we would not be able to guarantee such a schedule going forward
because we cannot control what scheduling decisions the Poudre School
District may make in the future. Our flexibility would be dependant upon
protecting the integrity of our educational program. This is further
complicated in that NCAAK, the Poudre School District and the City of Ft.
Collins are each governmental agencies.
I believe that we can have the NCAAK board adopt a formal policy stating
that our schedule for this upcoming year with stagger with the Poudre Kruse
Elementary schedule and that we will make reasonable efforts in the future
to avoid having similar school day starting and ending times.

Hello all,
In preparation for next Thursday's Planning and Zoning Board meeting,
the Planning and Zoning Board met today for a worksession to ask
questions of the projects on the meeting agenda. As we have already
discussed, the Northern CO Academy of the Arts & Knowledge Charter
School has been placed on the Consent Agenda. However, any member of
the audience or P&Z board may "pull" an item from the Consent Agenda to
discuss in detail if there are questions/concerns about the proposal.
The P&Z board expressed interest today in pulling your project from the
Consent Agenda on Thursday, basically due to concerns over enforcing the
staggered times between your proposed school and the nearby Kruse
elementary. Simply put, if the board approves your project, there is
nothing in place to guarantee that the schools will operate at staggered
times. This could potentially lead to severe traffic impacts to the
neighborhood if the staggered times were eliminated.
Would you, the applicants/owners, be willing to write a formal
agreement to guarantee that the proposed NCAAK will stagger the
starting/ending times so that they will not conflict with the
neighboring school? This is by no means a condition of approval nor a
guarantee that the project will be approved, but it could be a step in
