No utility plan or checklist submittal is required. ❑ Drainage and Erosion Control Report - Four (4) copies of the amended FRCC Drainage Report and Drainage Map will be submitted as requested. ❑ Lighting Plans - One (1) copy of the proposed lighting plan will be submitted as requested. ❑ Ecological Characterization Study - Not necessary as previously agreed in March 9, 2006 phone conversation with Dr. James Butzek, Campus Vice President. This project is very important to the Larimer Campus of Front Range Community College and has been an item that the City has been aware of through previous discussions. The project is funded by student fees and has been approved by the State Board for Community Colleges and Occupational Education (SBCCOE). The project must proceed in a timely manner in order to complete the parking lot work during the summer break before the students return in the fall. If all is in order, please reply as soon as possible. We plan submit the above items to the City next week. This information will be included on the Application Form. No separate submittal is required. ❑ List of Names of all general and limited partners - This entire site is owned jointly by the State of Colorado and the Larimer County BOCES. No separate submittal is required. ❑ Development Phasing Schedule - Development Phasing is not part of the parking lot expansion. The construction of the parking lot expansion will be conducted during this summer while the majority of the students are away. ❑ Site Plan Drawings - The overall Site Plan showing the landscaping and new parking will be provided. We will submit six (6) copies for your review. ❑ Architectural Elevations - The parking lot expansion project does not include any building structures. The City's current aerial photography or GIS data will be sufficient to show existing conditions. FRCC will not be providing additional photos. ❑ Landscape Plan - The proposed landscaping improvements will be shown on the Site Plan mentioned above. No separate submittal is required. ❑ Transportation Impact Analysis - Because no new school programs or buildings are proposed for this project, the number of students or vehicles will not increase due to the paving of the existing gravel parking lots. In addition to paving these two lots and improving internal traffic circulation, the project will correct the existing misaligned intersection at the Shields Street and Westbury Drive/Harmony Library/FRCC West Entrance intersection (see attached). FRCC, at its sole expense, will realign the Harmony Library/FRCC West Entrance with Westbury Drive across Shields Street during construction to provide easier access for the library patrons and FRCC students. FRCC will relocate the Transfort Bus Stop from an internal location to a convenient location on Shields Street further reducing the traffic at the intersection. Additional work in the Shields Street right-of-way is not anticipated or funded with this project. Accordingly, a Traffic Impact Analysis submittal is not warranted for this project. ❑ Utility Plans - No public utility changes are anticipated with this project; therefore, there are currently no public utility plans to submit. College Ave Fort Collins, CO 80524 RE: Project Status and City Submittals Reconfiguration and Expansion of Parking Lots and Traffic Flow Improvements Front Range Community College — Larimer Campus (FRCC) Dear Mr. Gloss, This letter will provide you with an update for the above referenced project and document our understanding of the City submittal and approval process. As you are aware, FRCC currently has two gravel parking lots that need to be paved. In addition, there are numerous pedestrian and vehicle safety issues that need to be addressed as soon as possible. No building additions or major site revisions are proposed with this project. We met with Shelby Sommer, Associate Planner with the City of Fort Collins on March 1, 2006. We discussed the nature of State projects and jurisdictional submittal issues. It was suggested to us that the project be submitted under an advisory review process. We discussed the Submittal Checklist for the Site Plan Advisory Review (see attached copy). The following is a summary of how each will be addressed by FRCC for the City advisory review. ❑ Application Form - This form will be filled out and submitted. ❑ Three Lists of Property Owners within 500' of the site - In lieu of address lists, FRCC will be contacting adjoining property owners along the south and east property lines of the FRCC site. Each adjoining property owner will be given a flyer notifying them of a project presentation meeting March 21, 2006 from 6:00 p.m. — 7:00 p.m. at the FRCC Longs Peak Building Student Center. ❑ Statement of Planning Objectives - We will provide a narrative that will discuss the overall needs and scope of the project 0 Boulder County Campus • Westminster Campus • Brighton Center
