Please see Exhibits B and C for detailed existing and proposed imperviousness information. Under the second criteria mentioned, a drainage report and storm water detention are required if the sites total imperviousness is greater than 90 percent. Total Area of Lots 210 and 212 21,002 sf (Including half of Mulberry and both Alleys) Total Pervious Area -4.133 sf (Including all Planned Construction) 16,869 sf Total Site Imperviousness = 16,869 sf/21,002sf = 80 percent Since the total site imperviousness is less than 90 percent, a drainage report and storm water detention is not required for the planned improvements. Please see Exhibit D for detailed imperviousness area information. The City of Fort Collins typically requires submission of erosion control (effectiveness) calculations for each development. Since the site itself and all site work is concentrated on two small lots (0.48 acres), the erosion control calculations will not be necessary. Erosion control measures will still be implemented with this development, even though the calculations are not required. Silt fence will be placed around the site as necessary and straw wattles will be utilized to prevent the transportation of sediment from the site. The stated temporary Best Management Practice's (BMP's) will be monitored regularly to ensure their effectiveness and will be repaired or replaced as necessary. CONSULTING ENGINEERS March 8, 2006 Mr. Glen Schleuter City of Fort Collins 700 Wood Street Fort Collins, CO 80522 Re: Lots 210 & 212 West Mulberry Project No. 0415.0004.00 Dear Mr. Schleuter, The purpose of this letter is to demonstrate that the planned improvements to lots 210 and 212 (ESC Office Expansion) on West Mulberry meet the City of Fort Collins criteria with regards to storm water detention and water quality detention in addition to any erosion control effectiveness. Please see Exhibit A for a vicinity map of the proposed construction. The majority of the planned improvements are to occur on lot 210, however, some minor improvements (curb and gutter, paving) will occur on lot 212. Improvements on lot 210 include demolishing of an existing building, expansion of the existing building into lot 210, and construction of a new parking lot. City of Fort Collins criteria states the following: (1) a drainage report and storm water detention are required if more than 5,000 square feet of imperviousness is added to the site with the planned construction, (2) a drainage report and storm water detention are required if the total imperviousness of the site including up to half of all adjoining streets was greater than 90 percent. For this development, water quality detention is not required per comments from Glen Schleuter, from the conceptual review of the office expansion, stating that all storm water drains to the Udall Natural Area and water treatment facility, eliminating the need for water quality detention. Under the first criteria mentioned, a drainage report and storm water detention are required if the additional imperviousness generated by the planned construction is greater than 5,000 square feet. All existing impervious areas on both lots consist of the building on lot 210 and some curb and asphalt paving. All new construction on both lots consists of the office addition, curb and gutter, and asphalt paving. Since some of the proposed impervious areas simply replace existing impervious areas, not all of the new construction is considered as additional impervious area. As a result, the total increase in impervious are for both lots is approximately 2,994 square feet. See table below for verification.
