CONSULTING ENGINEERS March 8, 2006 Mr. Don Bachman City of Fort Collins Engineering 281 North College Avenue PO Box 580 Fort Collins, CO 80522 Re: 2101212 West Mulberry Variance Request Project No.: 0415.0004.00 Dear Don, This letter is regarding a variance request for the ESC planned office expansion, which is in response to the review of the office expansion by the City of Fort Collins' Conceptual Review Team. Per Section 1.9.4, "Variance and Appeals Process' of the Larimer County Urban Area Street Sections (LCUASS), the following information outlines the variance request to section 19-6 of the LCUASS. Existing and proposed parking stalls are located throughout the two lots associated with the planned office expansion. A variance to section 19-6 (minimum off street parking setback distance) is requested for both parking locations adjacent to the two alleys on the north and west side of the property. The table in section 19-6 states that a 20 foot setback is required from the flowline of an adjacent street/alley to any parking stalls. The setbacks provided with the office expansion are four feet or less between the alley flowline and the parking stalls. A variance from the minimum off street parking setback distance will not be detrimental to the public health, safety and welfare. The parking along the west side of the property will remain in the existing condition, unchanged throughout the office expansion. In addition, similar parking conditions are found frequently within the same block and elsewhere throughout many older portions of Fort Collins. Driver expectations in an alley are not the same as a driver on a street with off street parking, and driving speeds are noticeably less in alleys compared with streets. The proposed expansion will advance the public purpose by improving existing conditions along the north side of each lot with the addition of a four foot setback, both of which currently have no setback from the alley flowline.
