Statement of Planning Objectives
The proposed expansion of the ESC Office building will be located on the property
immediately to the east of the building, at 210 W. Mulberry Street. This project falls
within the Downtown District, and the Canyon Avenue Subdistrict, and is therefore subject
to the Principles and Policies of both the Downtown District and Canyon Avenue
Subdistrict as outlined in the Land Use Code (LUC).
The proposed expansion of the ESC Office Building will be located on a 0.14 acre, west of
the intersection of West Mulberry Street and South Mason Street. The combined
properties of 212 and 210 West Mulberry represent 0.30 acres. The project increases the
size of the building by 4,274 sq. ft., including a partial basement, first and second floors.
The number on on -site employees will expand from 14 to 26.
The addition is designed to integrate with the existing building by using complementary
forms, scale and materials, while remaining subservient to the architecture of the original
building. The primary east -west ridgeline of the roof is being extended to the east with
new north and south facing dormers designed to complement the original building. A
simple sunscreen element is introduced on the south facade to protect the conference
room windows, and join with the intricate existing sunscreen trellises to provide a human
scale to the streetscape. The plan also increases the parking by 6 spaces and provides for
landscaping adjacent to the parking to buffer its impact on neighboring properties.
Landscaping will be designed to minimally impact the existing vegetation by using native
plants and grasses as much as possible, while providing required buffering. Landscaping
on the property will be owned and maintained by the property owner, Mulberry Partners,
