Floodplain comments
1. Please also show the City's 0.5 foot floodway on the site plan. It is slightly wider than the
FEMA 1 ft. floodway. Even with the Dry Creek Diversion project completed, the floodway
will still go through this area. It appears that the flight cage building and the fence may be in
the 0.5 ft. floodway. If so, the cage will need to be moved out of the floodway or shown to
not cause a rise in the 100-year flood elevation. The fence will either have to be moved or
be a break -away design.
2. Please provide a detailed grading plan. Depending on which berms are removed and
how the grading takes place, it may result in the floodway and floodplain spreading out
further across this property. This will need to be planned for if you want to minimize
changes to the floodway so that it will not impact your site as you plan future work.
2. A floodplain use permit will be required. The permit fee is $25.
3. Any remodel work done to the former Platte Valley Lumber building will be subject to the
substantial improvement policy. If improvements exceed 50% of the structures value
(excluding land) then the structure must be elevated or floodproofed 18" above the
floodplain. If the improvement value is below the 50% threshold, then there are no
requirements other than to submit to Utilities a floodplain use permit and a detailed cost
estimate of the proposed improvements. There is a $25 permit fee. Contact Marsha

Please note that aerial maps showing the extent of the City's 0.5 feet floodway are being
included with these comments for the applicant's use.

Since the plan will no longer involve filling in the ditch area, no off -site flows study is
required.
Will the cage area be cut ? Please show proposed grading on the plans if this is to be done.
Maybe this could be added to the site plan so that no new plan would need t be generated.
It is suggested that the diagonal lines be removed from the site plan and the floodplain limits
be demarcated along the boundaries with lines of different weights and or thicknesses.

If any grading is proposed then a grading plan would be required.
It seems that a ditch is being filled, please locate that ditch on the map. This ditch is called
out to be filled, however, this needs to be evaluated depending on whether the ditch is
conveying any off -site flows from the west. A site visit should be set up to help us evaluate
the impact of the grading proposed on the site and to try to find an appropriate location for
the cages.

[4/5/06] A rough calculation of the PDP property area indicates that it is greater than 1 acre.
Before any final compliance review, engineering must be provided with a legal description of
the site and the appropriate additional Transportation Development Review fees. It has
been decided that this will not keep the project from going to hearing however.

[4/7/06] A fire lane is an all-weather driving surface installed to protect structures. It also is
designated on plats as an Emergency Access Easement. Technically, the unpaved lane
from Main Street that Mickey mentions is not a fire lane; however, it possibly could be used
by PFA to access the cages. Because this project addresses only the aviaries, and not the
RMRP temporary office, this comment is resolved from PFA's perspective.
[3/27/06] ACCESS: A fire lane shall be required for this site. Contact the PFA Fire
Prevention Bureau for the construction details of the fire lane.

[3/27/06] WATER SUPPLY: When permanent aviaries are constructed in the future, they
may be required to meet water -supply requirements for commercial areas. A fire hydrant
could be no farther than 300 feet from the structures and able to supply a minimum of 1,500
gallons per minute at a residual pressure of 20 psi. The water -supply requirement excludes
the temporary aviaries/cages in this project.

[4/7/06] According to City Engineering, the address assigned to this building that will house
the RMRP temporary office is 720 E. Vine Drive. Using this address for the cages is
sufficient. Our comment is meant to ensure the address is visible on the building.
[3/27/06] ADDRESS: The address numerals shall be visible from the street fronting the
property. They shall be posted on a contrasting background, and a minimum of 6 inches
high.

ODP AND FIRST FILING PDP, and we offer the following comments. The application has
been placed on the Consent Agenda for the April 20, 2006 Planning and Zoning Board
hearing.

[4/4/06] ODP is consistent with the Northside Neighborhoods Plan land use designations
with the addition of the proposed use in the LMN. Staff is currently including this item as an
administrative change to the use requirements per 3.1.4 of the LUC.

[4/5/06] Please include an additional potential access on the north side of the property for
the ODP to comply with the 660' standard. Also, if you're requesting a modification to not
provide any access to Parcel B, no accesses should be shown on the PDP or ODP in that
location. If any access is shown, the responsibility for it will have to be included in a
Development Agreement, which probably would not be favorable for this project. You could
always add an access at that location with a future amended ODP.
[3/21/06] Please show how the site meets Section 3.6.3 (F) of the Land Use Code, or
address this standard. Currently, no proposed street connections are shown. If all parcels
are included in the ODP, all parcels should be addressed. If all parcels are considered,
special consideration should be given to connections to the existing street network (Main
St., Martinez St.).
Per our meeting on 3/22/06, the ODP should seek a modification to the LUC standard, and
the PDP should show appropriate connections.

line patterns should be removed.

[4/5/06] The scales used on both plans should be changed. On the PDP, you are using a
1 "=30' scale, but the increments are in 20'- it is accurate but confusing. On the ODP, I
cannot tell what the scale is supposed to be, it doesn't match any standard scales.
