[3/21/06] Since no utility construction is being contemplated with this project, no utility plan
is required. If any grading is proposed then a grading plan would be required.
Response — agree. RMRP nas no plans for grading this site.
It seems that a ditch is being filled, please locate that ditch on the map. This ditch is called
out to be filled, however, this needs to be evaluated depending on whether the ditch is
conveying any off -site flows from the west. A site visit should be set up to help us evaluate
the impact of the grading proposed on the site and to try to find an appropriate location for
the cages.
r,:esponse On 03/28/06 we met with the stormwater staff at this site to evaluate any poten`.ial
problems relating to the placement of cages and fill areas. We concluded that no fill we
be needed and that the ditch once thought to have offsite flows actually begins and ends ar
this site.
Show the location of the Josh Ames ditch on the plans.
Response — The Josh Aims ditch Company was dissolved in 1972 and all water shares
transferred to the City of Fort Collins. It has not been in operation since that time.
Call out the Dry Creek channel.

hearing. In order to be retained on the agenda, revised development plans and written

Please address how off -site flows are being routed through the site if any and where the
proposed outfall for this site will be.
Response- we have no offsite flows coming through this site. We believe that the man-
made sugar beet wash area has sufficiently controlled any pass through flows less than 8
feet.

Floodplain comments

1. Please also show the City's 0.5 foot floodway on the site plan. It is slightly wider than the
FEMA 1 ft_ floodway. Even with the Dry Creek Diversion project completed, the floodway
will still go through this area. It appears that the flight cage building and the fence may be in
the 0.5 ft. floodway. If so, the cage will need to be moved out of the floodway or shown to
not cause a rise in the 100-year flood elevation. The fence will either have to be moved or
be a break -away design.
Response -we have :;loved the cage location outside the City 0.5 floodway area. The cage
desian is such that the ooen slats wil! allow for water flow through the caaes unimpeded.
2. Please provide a detailed grading plan. Depending on which berms are removed and
how the grading takes place, it may result in the floodway and floodplain spreading out
further across this property. This will need to be planned for if you want to minimize
changes to the floodway so that it will not impact your site as you plan future work.
Response No floodway will be impacted by the cage location because we have relocated
them outside of the 0.5 floodway area. There will be no grading and fill for their placement.
2. A floodplain use permit will be required. The permit fee is $25.

3. Any remodel work done to the former Platte Valley Lumber building will be subject to the
substantial improvement policy. If improvements exceed 50% of the structures value
(excluding land) then the structure must be elevated or floodproofed 18" above the
floodplain. If the improvement value is below the 50% threshold, then there are no
requirements other than to submit to Utilities a floodplain use permit and a detailed cost
estimate of the proposed improvements. There is a $25 permit fee. Contact Marsha
Hilmes-Robinson at 224-6036 with questions.
Response This buuding is not part of this application and the cabinet-cmpanny now located
in this build did submit and receive a building permit for the work that they are doing. The
RMRP portion of this building will not have any change of use from how this building has
been used previesly.
Please note that aerial maps showing the extent of the City's 0.5 feet floodway are being
included with these comments for the applicant's use.

Per the 3/22/06 meeting, it is recommended that the boundary of the PDP be reduced to
include only the area needed to serve the temporary cages. Cage locations must be
coordinated with other departments (stormwater, natural resources).
Response- we have modified the PDP boundary to cover the area around these cages. We
met with natural resources prior to the 3/22/06 staff review and have satisfied their concerns
for this property. We also met with stormwater staff on 2/28/06 walked the site and have
agreed to their requirements for cage locations.

[3/27/06] ACCESS: A fire lane shall be required for this site. Contact the PFA Fire
Prevention Bureau for the construction details of the fire lane.
Response- a fire lane does exist on this property as a unpaved access lane from Main St. of
the Alta Vista Neighborhood. The PFA used this lane March 5 2006 to put out a fire at the
concrete bunker in the middle of this site that was set by whomever. The RMRP is also
planning to build these cages out of a new space age material called Timbersil that will only
burn if you are holding a torch of flame thrower to it. Once you take away the flame source
the fire aoes out. www.timbersil.com

address this standard. Currently, no proposed street connections are shown. If all parcels
are included in the ODP, provision of future access should be considered for each parcel,
with special consideration given to connections to the existing street network (Main St.,
Martinez St.).
Per our meeting on 3/22/06, the ODP should seek a modification to the LUC standard, and
the PDP should show appropriate connections.
Response —we will request a modification from Land Use Code standards based on that no
vehicular access is planned for this PDP for temporary flight cages and no public visitation
or access is allowed for these premises.

Response — the redline comments on this application relate to the 720 Vine Dr. building
adiacent to the RMRP Temporary Flight cage area and are not a part of this PDP application
submittal. RMRP with the owner of that building and site are working to address all if any
code compliance issues that come from RMRP's future use of this building. The Flight cages
will be built inside this woodshop/office building and moved into place on the site where
indicated on the PDP map. Only RMRP staff and volunteers will be allowed into the cage
area and will access these cages from the rear door of this 720 Vine Drive building.
