In order to avoid a resubmittal every time the use changes within .the
building, a representative mix of uses, in addition to the car rental
agency were used to calculate the expected trip generation. The following
land uses, some of which are being considered by the owner, were used in
this exercise: veterinary office (3,000 square feet), office (2,000 square
feet), and mailing/copy store (5,100 square feet). Medical/dental office
land use (Code 720) was used for the veterinary office. General office
(Code 710) was used for the office. Specialty retail (Code 814) was used
for the mailing/copy store. Using these land uses, it is expected that
this building would generate: 390 daily trip ends, 18 morning peak hour
trip ends, and 33 afternoon peak hour trip ends. A simple comparison
indicates that the analyzed land uses would generate trips similar to that
of the former use.
From this analysis, it is respectfully requested that the
transportation impact study for the change of use of the building at 4900
South College Avenue be waived. Thank you for your consideration of this
request.

The building located at 4900 South College Avenue has been

vacant for a few months. The former use was the State Farm Insurance

Company Claims Office. It has been purchased and is proposed to be

leased to a number of tenants. The building is 12,486 square feet,

which includes a garage area on the north end of the building. Based

upon a discussion with Eric Bracke, Fort Collins Traffic Engineer, it

was agreed that a trip generation comparison would be required.

The building was entirely occupied by the State Farm Insurance
Claims Office. This office processed claims (largely automobile) on
an appointment basis. In addition to the employees in the building,
the trip generation was due to customers who were having insurance
claims processed. This often involved driving vehicles into the
garage area for evaluation. Due to the appointment nature of this
process, the trip generation was judged to be similar to that of a
medical/dental office as described in Trip Generation, 7th Edition,
ITE. The rates for this land use (Code 720) were used to calculate
the trip generation of the former use. In this calculation, the
garage area was not considered as part of the trip generation
variable. From this analysis, the State Farm Insurance Claims Office

produced the following: 400 daily trip ends, 28 morning peak hour
ends, and 41 afternoon peak hour trip ends.

The applicant is requesting a change of use for the building.

One of the uses will likely be a car rental agency, occupying 2,320

square feet, including the garage area. It is expected that a car

rental agency would have similar trip generation characteristics with
