City Plan Principles and Policies achieved by the proposed 4900 South College Change
of Use
Principle LU-1: Growth within the City will promoted a compact development pattern
within a well-defined boundary.
Policy LU-1.1 Compact Urban Form
This project is located in a well -developed area of the City and will generate more commerce for
a development that has been relatively quiet over the past few years.
Principle LU-2: The City will maintain and enhance its character and sense of place. as
defined by its neighborhoods, districts, corridors and edges.
Policy LU-2.1: City -Wide Structure
This project will compliment the surrounding land uses and promote a compact development
with a unique identity.
Principle T-5: The City will acknowledge pedestrian travel as a practical transportation
mode and elevate it in importance to be in balance with all other modes. Direct
pedestrian connections will be provided from places of residence to transit, schools,
activity centers, work and public facilities.
Policy T-5.4: Sidewalks
This project provides sidewalks along both adjacent streets and connections to surrounding
businesses and residential areas.
Principle CAD-3: Commercial developments create a powerful impression of the City,
both individually and taken together as a whole. While corporate franchises and chain
stores will remain vital and recognizable, commercial developments will be designed to
contribute to Fort Collins' distinct visual quality. and uniqueness.
Policy CAD 3.1: Modification of Standardized Commercial Architecture
This project is seeking to upgrade the existing 4900 South College building utilizing a "Modern
Colorado" style fagade with wood and steel trusses and architectural banding to correspond to
Colorado's culturally unique building style..
Principle ECQN-1: The city will pursue"a balanced and sustainable economic
,development program.
Policy ECON 1.5: Maintain and Expand City Revenue Base
This project is located in an existing commercial district and the proposed change of use and
renovated exterior will strengthen its value and increase its revenue generation for its 'district.
Principle ENV-3: Drinking water provided by the City's Water Utility will meet or exceed
customer expectations for quality, quantity, and reliability. Water conservation will be
strongly encouraged.
Policy ENV-3.2: Water Demand Management
The landscape plan for the project will utilized the following xeriscape principles:
Plant material with low to moderate water requirements
Limited turf areas

RE: Planning Objectives for 4900 South College Change of Use
Dear Steve:
The 4900 South College property consists of 2.12 acres and is located south of Harmony Road
and north of Fossil Creek Parkway on South College Avenue. The property lies just west of the
Fairway Estates residential development. This property is in the C- Commercial District.
The existing 12,500 square foot red brick building was formerly the State Farm Claims office.
The applicant is proposing a change of use for this property that would allow for Avis Car Rental,
under the Type II use of "vehicle and boat sales & leasing establishments with outdoor storage."
At this time, the building would also be subdivided into three units with the square footage not
utilized by Avis Car Rental being split between office and destination retail Type I uses. The
applicant is concurrently requesting that the following Type I uses be approved for this project:
a. Public facilities.
b. Places of worship or assembly.
C. Personal and business service shops.
d. Offices, financial services and clinics (includes medical/dental offices).
e. Artisan and photography studios and galleries.
f. Retail establishments.
g. Retail stores with vehicle servicing.
h. Vehicle minor repair, servicing and maintenance establishments.
i. Equipment rental establishments.
j. Health and membership clubs.
k. Veterinary facilities and small animal clinics.

M. Public and private schools, including colleges, universities, vocational and technical training.

The building at 4900 South College will remain largely untouched aside from a "Modern
Colorado" style upgrade to the west -facing facade. The existing brick will remain and be
accented by a tan architectural EFIS band with wood and steel trusses added to the western
facade. All other facades will remain as they are. The existing landscaping will be upgraded to.
meet the current City of Fort Collins landscape standards.
We believe that 4900 South College will be a valuable asset to the community providing
convenience for the residential and commercial areas in the vicinity.
