1. The site is located in the Low Density Mixed -use Neighborhoods (LMN) Zone District. Single-family
detached dwellings and two-family dwellings are subject to Administrative (Type 1) review in the LMN Zone
District. The overall minimum average density of 4.0 dwelling units per net acre of residential land. The
proposed density of 4.51 falls within the range allowed in LUC.
Density has changed to 4.28. within allowable range.

The Dry Creek Subdivision takes its single point of access off of International Boulevard and this project
is proposing to take access off of International and through Dry Creek which also takes access off of
International which results in only a single point of access. Please discuss with Poudre Fire Authority
about access into the site.

An Ecological Characterization Study is required by Section 3.4.1 (D)(1) as the site is within 500 feet of a
known natural habitat (ditches and wet meadows). Please note the buffer zone standards range from 50 -
100' for these features, as identified in Section 3.4.1(E) of the Land Use Code, as you proceed with your
site design process.
A 50' buffer zone has been used. All residential lots and neighborhood park structures are outside of this zone.
Please note that the Ecological Characterization Study is due a minimum of 10 days prior to the PDP
submittal.

2. Within the buffer zone, according to Article 3.4.1(E)(1)(g), the City has the ability to determine if the
existing landscaping within the buffer zone is incompatible with the purposes of the buffer zone. Please

2. GENERAL FIRE LANE AND ACCESS SPECIFICATIONS
In addition to the design criteria already contained in relevant standards and policies, any new fire lane
must meet the following general requirements:
> Shall be designated on the plat as an Emergency Access Easement.
> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead clearance.
> Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons.
> Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for

> The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50
feet outside.

5. SPECIAL SITE CONDITIONS
Only one point of access is currently available and a second point of access is not proposed or
considered possible at this point in time. This is an pre-existing condition particular to the site and it is
PFA's belief that the proposed subdivision will only improve the current problem by increasing traffic
connections to the neighborhood to the west and move the single point of fire access closer to
Timberline Rd. Therefore, PFA will accept the current condition of the site and allow the project to
proceed with only one point of access.

4. Low Impact Development (LID) requirements went into effect March 11, 2013. These require a higher
degree of water quality treatment for 50% of the new impervious area and 25% of new paved areas must

For the east side a PLD is proposed with an overflow to the EDB. on the west side the permeable pavers within
the alleys are being used. The EDB on the east side will have a soft bottom pan or constructed wetlands
depending upon the soils report.
5. The drainage outfall for this site is going to be the most difficult issue for the drainage system design.
The design engineer will have to confirm this but it appears it drains south across platted property that is not
developed yet. Then it eventually drains into the medians of International Blvd. and outlets onto another
undeveloped parcel before it gets to the Dry Creek channel north of Mulberry St. With development there will
be an increase in runoff volume which means easements will be needed from all the properties between the site
and the channel built by the City Stormwater Utility.
A Letter of Intent has been obtained for the required easement and an offsite swale flowing south east from the
outlet at International Blvd to the city control ditch has been designed
6. There is also the Lake Canal Reservoir Company ditch that runs along the eastern property line.
Development is not allowed to drain into irrigation canals. In addition the ditch company will need to approve
the construction plans and may have other requirements such as an easement and access along their ditch.

7. The city wide Stormwater development fee (PIF) is $6,390.00/acre ($0.1467/sq.-ft.) for new impervious area
over 350 sq.-ft., and there is a $1,045.00/acre ($0.024/sq.-ft.) review fee. No fee is charged for existing
impervious area. These fees are to be paid at the time each building permit is issued. Information on fees can be

Development Construction permit is issued. The amount of the escrow is determined by the design engineer, and

1. A drainage report, erosion control report, and construction plans are required and they must be prepared
by a Professional Engineer registered in Colorado. The drainage report must address the four -step
process for selecting structural BMPs. Standard operating procedures (SOPs) for all onsite drainage
facilities need to be prepared by the drainage engineer and there is a final site inspection required when
the project is complete and the maintenance is handed over to an HOA or another maintenance
organization. The erosion control report requirements are in the Fort Collins Stormwater Manual, Section
1.3.3, Volume 3, Chapter 7 of the Fort Collins Amendments. If you need clarification concerning this

Description of project: This is a request to create single family lots located on land south and west of the
Timberline Road and Vine Drive intersection (Parcel# 87082-00-048). The overall site is 39.5 acres and
would contain 168 single family lots in four housing types. The site is located in the Low Density Mixed -Use
Neighborhood (L-M-N) Zone District. Single family homes are subject to Administrative (Type 1) review in the
LMN Zone District.

Yes, severai access points throughout the site will link to the trail. Three "spines" through the site will also move
people out to the outside opens space and trail.
2. A subdivision entry sign can only be placed on common property of the proposed subdivision. In other
words the entry sign cannot be placed at the International/proposed n-s road (leading your subdivision)
intersection.
The subdivision entry sign has been placed at the south entry street (Mexico Way) within the property boundary.
