We have not paid that as of yet. I do not know how much it would be.
We
would like to see this fee waived. The project is to replace a
previously
existing building, damaged in the snow storm of'03 with the exact same
size
building, same use, same site, etc. Traffic Impact study was waived -
This
should be straight forward. If the fee is not waived, we would hope
that
this would be treated as a smaller project.
Please let me know how the fees will be determined on this project.
Thank you
Don Brookshire

Hi Don!
This is Susan in Engineering... just checking to see if you paid the
TDRFee for this project. Nancy was on vacation when you submitted and
we had a temp that week so I'm hoping you can help me out here. If
you
paid, could you fax over a copy of the TDRF application you filled out?
Or if you haven't paid yet, I need you to fill out the application and
pay the fee so that we can review your project. We've been directed
not
to enter any comments into the system until the fee is paid, sorry Don.
You can find the application at:
hftp://www.fcgov.com/engineering/dev-review.php
Please call me if you have any questions (221-6605) and I'll be glad
to
help you. Nice to see you back in again - you were always so nice to
work with!!
Susan
ps... your phone number on the submittal letter didn't work (207-1973)
- do I have the wrong one maybe? :D

Hi Gary,
I would be happy to except Dan just beat me to it! :D Dan just sent
out an email that inadvertently left you off the CC's so I'll forward
that to you for your information. If Don has any questions after
reading Dan's response, we can certainly go into as much or more detail
as he needs. Don, please don't hesitate to call or email with any
questions that you have. Please feel free to fax over your application
before coming in with a check so we can review it and make any necessary
adjustments to the final amount.
I hope that helps!

Susan, could you briefly explain any credit that might be available on
Mr. Brookshire's project for the existing building that could apply to
the fees on the new building? I think that might be helpful for him to
understand when calculating this net fee for replacing a building.
Thanks for your help.

Hi Don,
Unfortunately these fees were adopted by City Council and it has been
determined by the City Attorney's office that the Engineering Department
does not have the ability to waive or reduce the fees. If you could
provide us with the uses and square footage of the building before it
was torn down, we can calculate what the fees would be based on the new
proposal.
If you would like to calculate these fees or take a look at the fee
sheet, you can find it online at:
http://www.fcgov.com/engineering/dev-review.php
Please call me if you have any questions Don. You can call me at
221-6605 any time.
Thank you,
Susan

Thank you for your information, and I do realize that the net building area
will be calculated, which in this case is zero.
I appreciate all you're your assistance in this project. I do believe the
fees for this project are exceedingly high.
Our PDP Submittal was considered a small project, with the submittal fee of
$250.00, which previously covered all the development review fees.
Now as I understand it, we owe an additional fee of the following.
PDP Fee: $ 2,000.00
Acreage: (.84 acres x $250) _ $210.00
FDP Fee: $1,000.00
Total additional fees = $ 3,210.00
1 will forward this information to my client. I think I do understand the
fee structure etc. Again, I think this amount is excessive for the size of
project, and wish the City Staff could see this as what it is - to replace a
previously existing building that was damaged due to severe weather. The
new building will be much more attractive, the city gets land area for right
of way, and the site improvements will be completed to meet the new Land Use
Code standards. It is also my understanding we will be paying for a fee to
dedicated the right of way, as we are currently planning on not submitting a
plat.
I am assuming that If I were to submit a 300 acre development the $2000.00
PDP and $1000.00 FDP Submittal fees would be the same. Is this fair to
compare a project with that scope of work to this?
I only point this out, as the costs to the property owner are significant
when all work, permits, professional fees etc. are taken into account.
Thank you for your consideration.
