1. You might want to have your soil tested at CSU to determine if chemicals
have been used to sterilize the top soil. If so, work may be needed to
support required landscaping.
2. Please consider using native plants in your landscaping to cut down on
water consumption.
3. If you choose to do a trash enclosure, please refer to the new regulations in
Section 3.2.5 of the Land Use Code and the guidelines document at

Light and Power

1. Will there be an increase in service needed? If so, system modifications are
charged to the owner on a time and materials basis.
2. We'll need to coordinate the location of the new transformer if needed and
you'll need to provide adequate utility easements for it.
Stormwater Utility

1. This site is in the Old Town drainage basin where the new development fee
is $4,150.00/acre which is subject to the runoff coefficient reduction. This
fee is to be paid at the time the building permit is issued and is charged only
when there is an increase in imperviousness greater than 350 square feet.
The fee may change as City Council is considering a new city wide drainage
fee instead of the present fee which is based on a specific drainage basin.
2. It appears there will not be an increase in imperviousness so all that is
required is a grading plan. In general a drainage and erosion control report
and construction plans are required and they must be prepared by a
Professional Engineer registered in Colorado. In the Old Town drainage
basin these are required if there is an increase in imperviousness greater
than 5000 square feet.
3. Since there is no increase in imperviousness the detention requirements do
not apply. However, generally onsite detention is required with a 2 year
historic release rate for water quantity and extended detention is required for
water quality treatment. Parking lot detention is allowed as long as it is not
deeper than one foot. If there is 5000 square feet or less of new
imperviousness, water quantity detention is not required nor is water quality
extended detention. If there is an increase in imperviousness greater than
350 square feet, but less than 5000 square feet, a grading plan is all that is
required. The site does drain to the Udall Natural Area with a water quality
treatment facility so the water quality treatment requirement is satisfied.
Water Wastewater

1. Existing mains: 6-inch water in Oak, 4-inch water in Mathews, 8-inch sewer
in alley to the west.
2. The existing water service is a 3/4-inch.
3. The preferred location for the water meter is in a meter pit outside the
building.
4. If any additional development fees or raw water are due, these will be
collected at time of building permit.
Advance Planning -Historic Preservation

1. This property is located within the boundaries of the Laurel School National
Register District, so the plans will need to comply with Section 3.4.7 of the
Land Use Code. Please contact historic preservation staff right away, to
prevent any future issues or delays.

4. When developing your plans, pay particular attention to the following
sections of the Code:
3.2.1 Landscaping and Tree Protection
3.2.2 Access, Circulation and Parking
3.2.4 Site Lighting
• 3.2.5 Trash and Recycling Enclosures.
• 3.5.1 Building Standards for general compatibility standards and 3.5.2
since the project is residential.
5. 1 will have more detailed comments once I have more detailed plans to
review.

Engineering

1. Larimer County Road Impact Fees and Street Oversizing Fees for this site
will apply. Contact Matt Baker at (970) 224-6108 for an updated estimate of
the fees for this kind of use.
2. A Traffic Impact Study.will not be required for this project. Contact Eric
Bracke at (970) 224-6062 to request a waiver be sent to Anne Aspen.
3. A utility coordination meeting is recommended due to the tight program on
the site.
4. Utility plans, a Development Agreement, and Development Construction
Permit will need to be prepared for this project.
5. Any utility connections across public streets will incur street cut fees. Any
cuts on streets improved in the last 5 years will incur triple street cut fees.
6. All public improvements need to be made in accordance with Larimer
County Urban Area Street Standards (LCUASS).
7. Applicant is responsible for undergrounding any existing overhead lines.
8. Applicant is responsible for repairing or replacing any damaged curb, gutter
or sidewalk.
9. No structures of any kind are allowed within the right-of-way or utility
easements, including retaining walls and overhangs.
10. Existing curbcuts may need to be redefined or closed.
11. Parking and sidewalks should be separated.
12. Sidewalks must be straight and aligned with the right-of-way.
13. 1 will have more comments once I have more detailed plans to review.
Poudre Fire Authority

1. Fire suppression sprinklers are required if the building is 3 stories.
2. A six inch fire line must be provided unless you can show that less would be
sufficient.

LAND USE DATA: Request to change the use of an existing office building which
was recently changed to a single family residence to a multifamily residence with either
2 or 3 dwelling units, and add one or two floors to the existing building. The property is
within the City of Fort Collins and is zoned NCB — Neighborhood Conservation, Buffer
District.
