We have met with Karen McWilliams to discuss the exterior character of the project. We have made some adjustments to high walls along the west property line at her suggestion and believe that our building elevations now comply with requirements. Natural Resources 1. OK. 2. OK. 3. No Trash enclosure will be provided. It is anticipated that garbage will be contained in the garages of the building and put out on collection day. We have had two meetings to discuss the issues confronting this project with our Planner, Anne Aspen 4. OK. Our site lighting will be composed of wall or recessed ceiling mounted indirect lighting. Low profile (within 3'-0" of the ground or floor/deck) will be used in court yards and at patios. These lights will be below privacy walls and for the most part not visible from the street. The Utility Coordination Meeting has been Waved by Marc Virata. Utilities for the project are already in place and are not anticipated to change much. 4. Utility Plans have been waved. This is a small structure which could require a smaller fire line. We will provide proper Engineering Calculations to support this if it is the case. Light and Power 1. We will know if an increase in service is needed when construction documents are prepared. If they are we understand that there could be some costs associated with this. 2. OK. We do not believe that a new transformer will be required at this time. Stormwater Utility 1. There is no increase in impervious surface. Impervious surface has been decreased. Anne Aspen, City Planner September 10, 2006 Page Two The concrete surface that now covers the entire site will be removed except for driveways and_required walkways and converted to landscape and patio space. The result will be the addition of some percolation area to the downtown area as well as some much needed landscaping to what is presently a site devoid of such. The new landscaping will be xeriscape in nature with plantings in the "moderate" watering category on the average. Materials have been chosen for the building drawing from materials on older structures in the area and will be compose chiefly of horizontal "box Car" siding and brick. Some stucco will be used along with decorative metal fencing for privacy walls. City Plan Principles Addressed: This planned conversion to apartment use supports Fort Collins City Plan Principles in the following manner: PRINCIPLE LU-1: The proposed project as an infill endeavor promotes growth within the City. PRINCIPLE LU-2: The proposed project maintains and enhances its character and sense of place as defined by the neighborhood of which it is a part. PRINCIPLE HSG-3: The proposed project maintains and enhances neighborhood stability. It improves upon the elements already in place by removing a less desirable structure and replacing it with a new structure in line with the character of the neighborhood. PRINCIPLE ENV-5: The new structure will be constructed in line with current energy code requirements. PRINCIPLE GM-8: The project represents compact infill development in an area that if left unchanged could continue to degrade and lose its value. PRINCIPLE EXN-l: This project does not represent a significant change to the character of its existing development area. If anything the project enhances and preserves the character of the existing neighborhood. Conceptual Review Comments: The following portion of this letter will be developed in the same format as the conceptual review comments received from City Staff and attached. Zoning 1. OK. The project will have one — one bedroom apartment and one - two bedroom apartment requiring 3.25 spaces for parking to be provided. There will be 3 spaces provided in enclosed garages. These garages have driveways that are approximately 23 feet 6 inches long between the garage door face and the back of the sidewalk. Additionally there is multiple on street parking spaces that are significantly underused during the day and would be more than available for evening parking. Box 580 Fort Collins, CO. 80522 0580 Re: 221 East Oak — A Remodel and Addition Dear Anne, First, let me thank you for your attention and help in addressing the issues dealing with this project. In speaking for myself and I believe the Turgeon's as well, your willingness to work with us in modifying submittals and addressing the overwhelming requirements for such a relatively simple project is very much appreciated. The remainder of this letter will address the submittal requirements of the "Statement of Planning Objectives", and the response to the Staff "Conceptual Review Comments". Statement of Planning Objectives: Paul and Eileen Turgeon originally bought the property at 221 East Oak as an investment and to provide an apartment to house one of their children. As time has gone by they have decided that living in the downtown Fort Collins area is desirable and as they retire would provide them with a place that would be relatively free of maintenance, providing the freedom and flexibility they require in their active lives. The existing building is composed of a little more than 2,230 s.f. and has been remodeled several times over in its life span. It is the Turgeon's desire to maintain as much of the exterior shell of the existing structure in their remodel while adding additional levels to accommodate the addition of a second two bedroom apartment. To do this, structure will be added inside of the outside walls and cantilevered over them to support the two levels to be added above. New total area of the building living area will be approximately 4,600 s.f. A small on grade addition will be added to the front of the existing structure to break up what could become a long building frontage and provide access to the upper level apartment from Oak Street. Since the building originally was an automotive repair store the three original repair bays on the west end of the building will be reclaimed to provide three stalls of enclosed parking in support of the two apartment units.
