The distribution and assignment of the traffic will likely be almost entirely to the north — as that is closest
larger east -west roadway and the access to Mountain Avenue is a right -in, right -out that would require
traffic to head west towards the cemetery. Once at LaPorte Avenue, the majority of the trips generated
by this development are likely to head east — towards downtown, the elementary school, and commercial
centers. Given the trip generation, this results in new peak hour trips along LaPorte Avenue of
approximately 5 vehicles, or an impact of less than one (1) percent.
Multi -Modal Analysis
As indicated by the Larimer County Urban Area Street Standards, a transportation memorandum is
appropriate if:
■ paved pedestrian facilities exist adjacent to the site or the proposed use will not generate any new
pedestrian traffic; and
■ paved bike lanes exist adjacent to the site or the proposed use will not generate any new bicycle
traffic.
The memorandum also needs to discuss the continuity and adequacy of pedestrian and bike facilities
adjacent to the site as well as access to the most direct transit route adjacent to the site.
As noted in the existing conditions, paved sidewalks currently exist along the south side of LaPorte
Avenue. Nearby destinations utilizing this side walk might include Putnam Elementary School. The
sidewalk is continuous (except for a single property just east of the canal) and a signalized crossing is
located just south of the school. The other typical destination would be City Park, located just one block
to the south. Sidewalks begin along Mountain Avenue just east of Bryan Avenue.
Existing striped bike lanes along LaPorte Avenue and Moutain (east of Bryan Avenue) provide for
connectivity to major nearby attractions.
The existing bus stops along LaPorte Avenue in the close vicinity of the proposed development provide
the best possible transit service currently available.
Conclusions and Summary of Findings
This study identified, documented and addressed the transportation impacts of the proposed five
bungalows development in the southeast comer of LaPorte Avenue and Frey Avenue in north west Fort
Collins. This is a small, in -fill development that will replace an existing single family dwelling. The
following conclusions can be drawn from the study:
■ The proposed development is feasible from a traffic engineering standpoint. Once
constructed, the development is estimated to generate less than 50 daily trips, including just 5
in the pm peak hour. This does not require a more detailed traffic impact study.
• An existing access from the property to LaPorte Avenue will be eliminated. All access will
be from / to the lower classification roadway (Frey Avenue).
■ The addition of the proposed site traffic will have a very minimal (insignificant at less than
1%) impact on the roadway network, including LaPorte Avenue.
■ Facilities for pedestrians, bicycles, and transit users exist today along the adjacent roadway
network (specifically LaPorte Avenue).

Bungalows are not listed in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 7d'
Edition which would indicate the anticipated trips for the development. Therefore, an average of the
values for single family dwellings (land use code 210) and townhomes (Land use code 230) is used.
Details of both the anticipated daily and peak hour trips due to the proposed development is shown in the
table below (no deduction is taken to account for the existing single family land use which will be
demolished).

Existing Conditions
The proposed project is an infill development near City Park in Fort Collins. The lot is located at the
southeast corner of LaPorte Avenue and Frey Avenue, just east of Grandview Cemetery and north of
Mountain Avenue. There is currently a single family home and out building on the property, with access
from both LaPorte and Frey Avenues. The development proposed to replace the existing structures with
five (5) bungalows.
The access to the proposed homes will be off of Frey Avenue. Frey Avenue is a roadway with a length
of only one block, and dead -ends at both LaPorte and Mountain Avenues. The roadway has a functional
classification of a local road. Its right -of way is 60 ft in width, the roadway is unpaved, and the
travelway is typically about 30 to 35 in width. Parallel parking is allowed on both sides of the road.
Traffic appears limited to that created by the immediate land uses (less than one dozen single family
dwellings), which would result in an average daily traffic of any section of that roadway of < 100
vehicles.
LaPorte Avenue is a two-lane collector street that carries approximately 9,000 vehicles per day.
Mountain Avenue is also a two-lane collector with a wide landscaped median (which includes Trolley
tracks). The average daily traffic along Mountain Avenue east of Bryan Avenue is approximately 1,500
vehicles per day, and is likely significantly less at Frey Avenue. The access to Frey Avenue from
Mountain Avenue is a right -in, right out due to the median. The speed limit along both LaPorte and
Mountain is 30 mph.
Existing Pedestrian Facilities
There are no paved sidewalks along Frey Avenue. Along LaPorte Avenue there is a narrow (about 4 ft)
attached sidewalk on the south side of the road. This sidewalk is typically continuous to the east of the
development, save for a single property just east of the canal. Along Mountain Avenue, sidewalks (both
attached and detached) begin at Bryan Avenue.
Existing Bicycle Facilities
LaPorte Avenue is on the City of Fort Collins bikeway system with striped on -street bike lanes.
Mountain Avenue also has designated on -street bike lanes from Bryan Avenue to the east.
Existing Transit Facilities
Transfort, the City's transit service provides service via three routes along LaPorte Avenue immediately
adjacent to the proposed development. This includes Route 4 westbound (30 minute headways), Route 9
eastbound (60 minute headways) and Route 91 eastbound (single mid afternoon run after school). The
closest bus stop to the proposed development is within one -block.
Proposed Development
The proposed development on this lot is for five "bungalows" with approximately 1,500 sf per home. A
site plan is shown on the follow page. As discussed with City Traffic Engineering staff, this is a small
scale in -fill development and as such a transportation memorandum is the appropriate level of submittal.

This document represents a transportation memorandum per the Larimer County Urban Area Street
Standards associated with the proposed development in the southeast comer of LaPorte Avenue and
Freys Avenue in Fort Collins, Colorado. The purpose of this study is to address the existing and
proposed transportation system in the immediate vicinity of the proposed project and then determine the
impact (and mitigation measures if necessary) of the traffic produced by the proposed development.
