1. Existing feed is along Juniper Court. The service has already been relocated and service
for the new house will come off of Juniper. You will need to ensure that an easement for
the front service across the back lot is in place on the plat, outside the building envelope for
the new house.
2. Development charges will be assessed on new development only. A credit will be given for
existing service.
Advance Planning (Historic Preservation)

1. Please submit photographs of all four facades of any existing structures on site for a staff
determination about whether the existing buildings are eligible for historic designation.
2. Historic Preservation staff does not have any issues with the replat process, but when
designing the new house, it may need to meet standards for compatibility with nearby
historic houses or structures, contained in Section 3.4.7 of the Land Use Code.

6. Utility plans, A Development Agreement (DA) and a Development Construction Permit
(DCP) will need to be prepared for this project, in addition to the plat.
7. Any public improvements must be made according to Larimer County Urban Area Street
Standards. Sidewalks will need to be to standard along both Juniper and Laporte. The
sidewalk along Juniper can match the sidewalk to the west. It must meet ADA standards at
a minimum.
Transportation Planning

1. Acceptable sidewalk connections will need to be made along both the Laporte and Juniper
frontages. The Juniper sidewalk can match the sidewalk on the property to the west. It
must at least meet ADA standards. Show the sidewalk plans on the grading plan.
Poudre Fire Authority

1. Addressing must be visible from Laporte for the front house and Juniper for the rear house.
Numerals must be a minimum of 6 inches high on a contrasting background.
2. Access to a fire hydrant capable of providing 1000gpm at 20psi residual pressure is
required. No structure may be more than 400 feet from a fire hydrant.
Stormwater

1. This site is in the Old Town drainage basin. The city-wide development fee is $3,070/acre
which is subject to the runoff coefficient reduction. This fee is to be paid at the time the
building permit is issued and is charged only when there is an increase in imperviousness
greater than 350 square feet.
2. A drainage and erosion control report and construction plans are required and must be
prepared by a Professional Engineer registered in Colorado. In the Old Town drainage
basin these are required if there is an increase in imperviousness greater than 5000 square
feet. Documentation of the new impervious area is required if the drainage and erosion
control requirement is to be waived.
3. Onsite detention is required with a 2-year historic release rate for water quantity and
extended detention is required for water quality treatment. Parking lot detention is allowed
as long as it is not deeper than one foot. If there is 5000 square feet or less of new
imperviousness, water quantity detention is not required nor is water quality extended
detention. If there is an increase in imperviousness greater than 350 square feet but less
than 5000 square feet, a grading plan is all that is required.
4. There are no storm sewers in the immediate area so the drainage outfall is the street curb
and gutter. If either lot drains across the other one, a drainage easement is needed on the
lower lot to allow drainage across it.
5. Since the site is so flat, spot elevations on adjacent lots are needed to verify the existing
drainage patterns and to document that this site will not drain onto other properties instead
of the street.
Water Wastewater

1. Existing mains: 4-inch water and 6-inch sewer in Juniper, 20-inch water in Laporte.
2. Provide an easement from Juniper to the south lot for the sewer service for the lot fronting
on Laporte. Locate the easement and service so that they do not interfere with the building
envelope on the north lot.
3. Development fees and water rights will be due at time of building permit.

2. This development proposal is subject to all applicable standards of the Fort Collins Land
Use Code (LUC), including Article 3 General Development Standards, and Division 4.6
Neighborhood Conservation — Low Density District.
3. When developing your plans for submittal, pay particular attention to the following sections
of the Code:
• 3.2.1. Landscaping and Tree Protection (you will need street trees and planting
beds, etc. to current standards)
• 3.2.2 Parking
• 3.3.1 Plat Standards
4. The primary entrance to the new home must be off Juniper Court. The garage must be
setback from the front fagade by at least 5 feet.
5. This project will be subject to some Neighborhood and Community Parkland Fees. Contact
Craig Foreman in the Parks Department for more information. He can be reached at 221-
6618 or cforeman@fcgov.com.

Engineering

1. Larimer County Road Impact Fees and a City Street Oversizing Fee will apply to this
project. You may contact Matt Baker at (970) 224-6108 for an estimate of the fees.
2. The City's new Transportation Development Review Fees will apply to this project. You can
get more information about these fees at http://fcgov.com/engineering/dev-review.php
3. The Transportation Impact Study requirement will likely be waived. The applicant will need
to contact Eric Bracke at (970) 224-6062 to discuss. Applicant should also contact
Transportation Planning (see below) for information on what non -vehicular modes of
transportation should be included should a TIS be required.
4. Right-of-way and utility easements may need to be dedicated. The total right-of-way for
Laporte is 76 feet, half of which (38 feet) is your responsibility. Right-of-way may need to
be dedicated to back of sidewalk depending on what configuration of sidewalk is needed, or
the sidewalk may be able to be in an access easement. An additional 9 foot utility
easement must be provided behind the right-of-way for both properties, unless the utilities
all confirm that this is not needed. Contact Marc for more information.
5. Any damaged sidewalk, gutter or curb will need to be repaired or replaced. Damaged curb,
gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and
gutters, destroyed, damaged or removed due to construction of this project, shall be
replaced or restored in like kind at the Developer's expense prior to the acceptance of
completed improvements and/or prior to the issuance of the first Certificate of Occupancy.

LAND USE DATA: Request to replat existing lot at 1136 Laporte from one lot to two, one
existing on Laporte and a new lot fronting on Juniper Court. The property is within the City of Fort
Collins and is currently zoned NCL—Neighborhood Conservation — Low Density District. The
following departmental agencies have offered comments for this proposal.
COMMENTS:
Zoning

1. A replat of one lot into two for an additional single family detached house is permitted in the
NCL—Neighborhood Conservation — Low Density district, subject to a Type I
(Administrative) Review.
2. On your submittal, show a building envelope that meets the minimum setback
requirements, which are:
a. Front 15 feet
b. Rear 15 feet
c. Side 5 feet
3. Keep the following minimums in mind as you design the new house:
a. The maximum height is 2 stories
b. If the building is over 18 feet in height, add an additional 1 foot of setback from that
property line for each 2 feet in height (or fraction thereof) above 18 feet to the
minimum setbacks.
c. There are additional requirements in Section 4.6 (E) and (F).
4. Required parking standards are found in Section 3.2.2 (K)(1)(c).
5. The basement space in the new house would not be included in the calculation for the floor
area. If you are thinking about having any habitable space in the lower level however, you
would be wise to talk with the Building Inspection Department at 221-6760 about
requirements they will have for egress windows etc., and with Peter Barnes at 416-2355 if
you plan to use the lower level space as a rental apartment for information on the changing
requirements for rental units.
