This development proposal will be subject to the City's Site Plan Advisory Review Process. This means that the Planning and Zoning Board will be the decision maker on the project, and will review the project based on the merits of its location, character and extent. The proposal shall comply with the Fort Collins Land Use Code as is feasible. For more information about this process please contact me, or refer to Colorado State Statutes 31-23- 209'and 22-32-124. 2. It may be beneficial for the Thompson School District and the City of Fort Collins Current Planning Department to jointly conduct a neighborhood information meeting prior to formal submittal of this project. If the school is willing to participate in a meeting; please contact met at 416-2138, and I will assist you in setting a date, time and location for the meeting. The Current Planning Department will prepare and mail the notification letters. 3. Affected Property Owner (APO) Labels will be required for the neighborhood information meeting. These mailing labels may be obtained from the Larimer County Assessor's office or through APO of Colorado at 568-7639. 4. This development proposal will be evaluated against the requirements set forth in the City's Land Use Code, specifically Articles 2 — Administration (Development Review Procedures), Article 3 — General Development Standards, and Division 4.4 — Low Density Mixed -Use Neighborhood District. 5. The entire Fort Collins Land Use Code (LUC) is available for your review on the web at htto://www.colocode.com/ftcollins/landuse/begin.htm or at the City's Current Planning Department. 6. Please refer to the Project Development Plan (PDP) Submittal Requirements Checklist for a complete list of items that are required for this development request. 7. You will need to set up an appointment to submit your Project Development Plan (PDP) application by calling 221-6750. Incomplete submittals will not be accepted. 5 1. For complete and safe pedestrian circulation, please provide a walkway connecting the street sidewalk along Avondale, along the south side of the parking area, to the loading dock area. 2. Enhanced crosswalks will be necessary across the driveways to the parking area, as well as across the loading dock area. 3. A five foot sidewalk already exists along this property's frontage on Avondale. The adjacent park has an eight foot sidewalk. An eight foot sidewalk is preferred for the proposed school, though coordination will be necessary to make the two sidewalks "match." 4. The crosswalk on Avondale may need to be moved south to align better with the school sidewalk. 5. Please provide crossing guards at crosswalks. Perhaps the sidewalk should go around the bus loop, or provide an enhanced crossing if it must cross the bus loop.. 2. A Transportation Impact Study (TIS) will likely be require for this project. Please contact Eric Bracke in Transportation Planning at 224-6062 for further information. 4. A 9 foot utility easement and an emergency access easement will need to be dedicated with this development proposal. Depending on the number of easements that you will dedicate, it may be cheaper to replat the property rather than pay a separate filing fee for each easement dedication. Please refer to the aforementioned Transportation Development Review Fee document for more information about filing fees. 5. Utility Plans, a Development Construction Permit (DCP) and a Development Agreement (DA) will be required. 6. Any public improvements must be built according to Larimer County Urban Area Street Standards (LUCASS). T A repay may be due for the previous improvements to Avondale Road along this property's frontage. 8. Damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored in like kind at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy. 9. The driveway radii should be altered to promote one-way movement. 10. The access points onto Avondale may need to be coordinated with the private drives across the street to avoid potential problems. 11. The connections to Tract J will likely require HOA approval. 0 2. A drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. 3. In general, onsite detention is required with a 2 year historic release rate for water quantity, and extended detention is required for water quality treatment. These are required if there is an increase in imperviousness greater than 1000 square feet. If there is less than 1000 but more than 350 square feet of new imperviousness a site grading plan is all that is required. 4. The design engineer's drainage system will need to conform to the overall drainage study for Ridgewood Hills Third Filing PUD. The site presently drains east to a low point on Avondale Dr... The runoff coefficient used in the overall study was 0.7 with an imperviousness of 50%. Water quantity and water quality detention is provided off the site. 5. There are existing drainage easements on the swale along the west and south sides of the project that might change if the swale is moved or piped. There is also an easement for the pipe along the north property line that would be under the proposed drop off cul-de-sac that would need to remain. If the cul-de-sac is to be on the north property line a grading easement would be needed from the Parks Department to construct and grade the cul- de-sac. 6. According to the construction plans the swale along the south property line carries almost 60 cfs so the future.modular would need to be moved unless the drainage is piped and.the easement narrowed. Water and wastewater service in this area are provided by the Fort Collins Loveland Water District (FCLWD) and South Fort Collins Sanitation District (SFCSD). The school will need to be fire sprinklered with a Knox Box. 2. If enclosed, the chiller room will need to have two access points. 3. The school will need to be within 300 feet of a fire hydrant which provides a minimum flow of 1500 gallons per minute at 100 psi. 4. Address on the building must be visible from the street. 5. The fire access easement (fire lane) must be dedicated on the plat or by separate document through the engineering department. 6. The property, being 7.25 acres in size, is located on the west side of Avondale Road, north of Jansen Drive, east of Sedgwick Drive, and south of the existing Homestead neighborhood park. The property is in the LMN — Low Density Mixed -Use Neighborhood Zoning District. COMMENTS: The following departments and agencies have offered comments for this proposal based on a sketch plan which was presented to the review team. Public schools for elementary education are permitted in the LMN — Low Density Mixed -Use Neighborhood District, subject to a Type 2 (Planning and Zoning Board) public hearing. 2. The city wide development fee is $3,070 /acre which is it is subject to the runoff coefficient reduction.
