I would like to see a "safe route to school plan" in place prior to construction. It would also be helpful to sit down with the school district and come to consensus on how the circulation is going to work and what type of signing and striping will be required and who is going to pay. Department: Stormwater-Water-Wastewaterlssue Contact: Basil Hamdan Topic: Stormwater- Drainage Flows Number: 8 Created: 10/24/2006 [10/24/06] Please discuss in the report what the assumed flows from this site were in the Ridgewood Hills 3rd Filing drainage study and compare to flows that were calculated based on proposed impervious areas in this drainage report. Topic: Stormwater- Grading Plans Number: 12 Created: 10/24/2006 [10/24/06] The area to the west of the school site will need to be regraded in order to eliminate the low point in the existing overflow swale, please show how that area will be regraded. If that area is owned by the Ridgewood Hills HOA approval from that HOA will be required. The existing storm manhole is located within the new driveway entrance to the north, please clarify on the plans how the existing manhole will be modified to match the revised grading. Page 7 the building to the interceptor looks to be in the same location as the transformer pad. This would not be acceptable. Please take a look at this. Number: 14 Created: 10/26/2006 [10/26/06] The square footage & front footage charge for this site have already been paid. Developer will be responsible for paying KVA charges and Building Site charges. Number: 44 Created: 10/31/2006 [10/31/06] KNOX BOX REQUIRED: Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinkler system or fire alarm system. 97UFC902.4; PFA BUREAU POLICY 88-20 Number: 45 Created: 10/31/2006 Page 6 [10/30/06] Show and dimension all easements (existing and proposed). Number: 32 Created: 10/30/2006 [10/30/06] Dimension all sidewalks, drive aisles, parking stalls (width and length), parkways, etc. Topic: Transportation Planning Number: 53 Created: 11/3/2006 [11/3/06] From David Averill: 1. Proposed bike parking location doesn't make a whole lot of sense and it's not clear how it is accessed. 2. Can we fill the "sidewalk gap" from the north edge of the basketball court to the existing trail (just offsite)? 3. Dimension new walks. 4. What is western boundary of thisrschool enrollment area? 5. Is all control in parking lot achieved by striping? Topic: Utility Plans Number: 36 Created: 10/30/2006 [10/30/06] Please email me at sjoy@fcgov.com and I will email you the checklist (Appendix E4). It will help you get all the required information on your plan sets. There is a lot of information missing on the plans - more detailed comments to follow once detailed plans are received. Please see redlines for general comments until the next round of review. Number: 37 Created: 10/30/2006 [10/30/06] Grading Sheet - label all slopes and tie in all proposed contours to existing. Grading needs to be flat to nearly flat for a minimum of 2' behind a public sidewalk. Most spots are eligible. Lots of overlapped labeling. Make sure the roof drains don't discharge across your sidewalk. Number: 38 Created: 10/30/2006 [10/30/06] Horizontal Control Plan - please dimension all sidewalks, parking dimensions, parkways, easements, etc. Label the bus loop radius. Department: Light & Power Issue Contact: Rob Irish Topic: General Number: 13 Created: 10/26/2006 [10/26/06] Please take a look at the proposed transformer location. The proposed location looks fine except I see a conflict with the grease interceptor. The line from Page 5 [10/30/06] There is a sidewalk proposed off site to the north. Will need an easement from the neighboring property owner for access and temp construction easement. Number: 21 Created: 10/30/2006 [10/30/06] Is it even possible to construct the driveway/culdesac as shown without entering the neighboring property? Will need temp construction easement and a 5 or 10' maintenance easement for any work needing to be done in the future. I suggest moving the driveway 10' to the south so that you can bring the sidewalk onto your property and avoid any offsite easements for construction. Number: 22 1. . Created: 10/30/2006 [10/30/06] Please see Appendix E6 for all scanning requirements. The plan sets are out of conformance. Do not overlap. labeling. Do not shade (will not scan), use hatching instead, greyscale too light, etc. Number: 23 Created: 10/30/2006 [10/30/06] Please use greyscale for existing improvements and a darker lineweight for proposed improvements. The greyscale used is too light and will not scan very well (hardly legible in some areas). Number: 25 Created: 10/30/2006 [10/30/06] All driveways must be designed in accordance with 707 (please add to the utility plan detail sheet and remove the street intersection crosspan detail). Number: 27 Created: 10/30/2006 [10/30/06] Is the Context Diagram sheet necessary? Topic: Landscape Plan Number: 33 Created: 10/30/2006 [10/30/06] Show all utilities. Number:34 . Created:10130/2006 [10/30/06] Dimension all sidewalks, parkways, etc. Topic: Site Plan Number: 28 Created: 10/30/2006 [10/30/06] Remove all building dimensioning - this sheet is not for construction. Number: 29 Created: 10/30/2006 [10/30/06] Please remove all utilities from the site plan. Number: 30 Created: 10/30/2006 [10/30/06] Please remove all contouring from the site plan. Department: Engineering Issue Contact: Susan Joy Topic: General Number: 17 Created: 10/30/2006 [10/30/06] Will need to dedicate new drainage easements as well as any emergency access easement required by PFA. There are existing easements dedicated through the site. Please show all existing easements, labeled and dimensioned on all plan sets and label as "existing" or "proposed". Will you be vacating any of these easements? Number: 18 Created: 10/30/2006 [10/30/06] Please complete and submit a TDRF application with the next submittal for all easements you wish to vacate or dedicate. Please provide a legal description and exhibit for all easements that you wish to vacate or dedicate. Number: 19 Created: 10/30/2006 Page 3 Number: 35 Created: 10/30/2006 [10/30/06] The trash enclosure should be large enough to accommodate recycling services. Number: 50 Created: 11/2/2006 [11/2/06] Len Hilderbrand (Xcel Energy): No problems at this time. Topic: Landscaping Number: 20 Created: 10/30/2006 [10/30/06] Parking lot perimeter and interior landscaping is typically required for all projects. Please refer to Land Use Code Section 3.2.1(E) for landscape standards, and please make your best effort to satisfy these requirements. As proposed, the parking lot and its perimeter are deficient in landscaping. Also, please explore alternatives to the crusher fines around the foundation of the building (such as xeriscaping) to add visual interest and variety. Topic: Public Hearing Number: 52 Created: 11 /3/2006 [11/3/06] Another round of review is requested before the Public Hearing. In order to meet the deadlines for the December 7 Planning and Zoning Board meeting, it would be best to receive revisions no later than Tuesday, November 14. Topic: Site Plan Number: 51 Created: 11 /3/2006 [11/3/06] Please show all proposed fences and gates with the next submittal. Topic: Technical Services Number: 48 Created: 11 /1 /2006 [11/1/06] Technical Services Comments (JR Wilson/Wally Muscott): These plans leave a lot to be desired as far as line quality, value of symbols and masked text. Topic: WaterMastewater Number: 49 Created: 11 /2/2006 [11/2/06] Terry Farrill (Fort Collins Loveland Water District/South Fort Collins Sanitation District): 1. Trees that are placed on the easement lines may be lost due to the removal of 50% of the canopy during maintenance operations. The District will not be responsible for lost trees. 2. The District requires water lines to be buried a minimum of 5 feet and a maximum of 6 feet. All notes on the drawings are to be corrected to indicate the correct bury depth. 3. Note #2 on sheet C2 is to be deleted. Swamp White Oak does, not live or thrive in the type of soils we have in this region. Number: 24 Created: 10/30/2006 [10/30/06] Are bicycle racks proposed on the "front" side (east) of the school in addition to the west side? If they are only proposed on the west side, there does not seem to be a convenient route for students coming from the east to access the racks. Number: 26 Created: 10/30/2006 [10/30/06] The number of bicycle parking spaces proposed (16) does not seem adequate for a school of this size, especially since the majority of students attending the school live within this neighborhood.
