5. The proposed six (6) foot chain link fence along the school's southern
property line is only a few feet from the existing residential fences. The
Planning and Zoning Board requests that the proposed fence be moved
against the existing fences or moved a greater distance away from the
existing fences so that maintenance of the area between the fences will
not become an issue.
In return, the Thompson District representatives discussed and made several
verbal commitments in response to the Planning and Zoning Board's comments,
which are provided below:
1. The Thompson School District will provide four (4) six-foot (6') coniferous
trees along the southern edge of the parking lot.
2. The Thompson School District will provide a five (5) foot wide raised
concrete curb in place of the proposed striped area between the parking
lot and drop-off area.
3. The Thompson School District will provide four (4) 1 '/4 inch caliper canopy
shade trees spaced alternately from the existing street trees in lieu of all or
most of the proposed shrubbery on the east side of the parking lot.
4. The Thompson School District will not provide any foundation plantings
due to concerns about school safety and recommendations from the
Geotechnical Soils Report.
5. The Thompson School District will place the proposed six (6) foot fence
along the existing fence or will move it far enough away from the existing
residential fences so that maintenance between the two fences will not
become an issue.
The Planning and Zoning Board agreed that the Thompson School District's
proposal was acceptable if the aforementioned commitments are honored and
voted unanimously to approve the proposed Elementary School at Ridgewood
Hills. This letter shall serve as an agreement between the Planning and Zoning
Board and the Thompson School District to uphold these commitments with the
construction of the Elementary School at Ridgewood Hills. Thank you for your

Subject: Verbal Commitment to the Planning and Zoning Board for the
Elementary School at Ridgewood Hills Site Plan Advisory Review
Dear Mr. Earl and Members of the Board:
On December 7, 2006 the City of Fort Collins Planning and Zoning Board
considered the Elementary School at Ridgewood Hills as an advisory review
pursuant to 22-32-124 of the Colorado Revised Statutes. Under the statutory
provision, it was the duty of the Planning and Zoning Board to "review and
comment" on the proposed elementary school within sixty (60) days after
receiving the plan. Accordingly, the Planning and Zoning Board did review and
make its comments on the plan to the Thompson School District at the December
7, 2006 public hearing. Those comments are as follows:
1. The Planning and Zoning Board requests landscaping along the south
side of the parking lot to screen it from the adjacent residential uses.
Specifically, four (4) six-foot (6) coniferous trees along the southern edge
of the parking lot would be considered acceptable.
2. The Planning and Zoning Board is concerned about parking lot safety and
requests a barrier (concrete or landscaped island) between the parking lot
and drop-off area to define the circulation route beyond simply striping the
parking lot. Specifically, a five (5) foot wide raised concrete curb in place
of the proposed striped area between the parking lot and drop-off area
would be considered acceptable.
3. The interior of the parking lot is not adequately shaded, therefore the
Planning and Zoning Board requests an additional row of trees behind the
existing street trees along Avondale Road to shade and screen the
parking lot. Specifically, four (4) 1 '/4 inch caliper canopy shade trees
spaced alternately from the existing street trees would be considered
acceptable.
4. The proposed foundation treatment (crusher fines mulch with steel edging)
does not add visual interest to the proposal, so the Planning and Zoning
Board recommends plantings along the building's foundation.
